PDO sent on compulsory retirement for accepting bribe in Karnataka
Hanumanthappa Hanchinamane, PDO of Channepura Grama Panchayat in Channagiri taluk of Davanagere District, was trapped by the Lokayukta police while accepting the bribe of Rs 2,000 from the complainant Ranganatha BH, resident of Mavinakatte village, for the grant of 'E-Swathu' for the purchase of a site measuring 14x100 ft with a house from one Mangalabai.
The state government entrusted the inquiry against him to Upa Lokayukta Justice B Veerappa, under Rule 14(A) of the Karnataka Civil Service (Classification, Regulation and Appeal) Rules, 1957, on July 31, 2023.
The Upa Lokayukta, on February 18, recommended the State government to give him compulsory retirement as he conducted himself unbecoming of a public servant as provided under Rule 3(1)(i), (ii) and (iii) of Karnataka Civil Service (Conduct) Rules, 1966.
Accepting the recommendation, the State government issued a showcause notice to Hanchinamane on March 10. In reply, he denied the allegations, saying that the inquiry officer had not conducted the inquiry properly to examine the charges against him.
While rejecting the explanation given by him, the government concluded that the charges of Hanchinamane conducting himself unbecoming of a public servant have been proved when looking into the inquiry report supported by the statements of witnesses.

Four arrested in Bengaluru for extortion using gangster Lawrence Bishnoi's name
Bengaluru Police arrested four men for issuing threats to a city-based businessman by falsely claiming affiliation with gangster Lawrence Bishnoi. The dreaded gangster rose to prominence for making numerous threat calls to Bollywood actor Salman Khan and also for plotting the murder of Punjabi singer Sidhu Moose Wala. The accused, identified as Mohammad Rafiq from Mavalli in Bengaluru, along with Shishupal Singh, Vansh Sachdev and Amit Chaudhary from Uttar Pradesh, were arrested following a swift investigation after a complaint was filed by the to Bengaluru Commissioner of Police Seemant Kumar Singh, the case was registered on July 9, after the businessman received a threat call demanding a payment of Rs 1 crore. The caller warned that if the money was not paid, the businessman's son would be kidnapped. Singh said, 'Police received the complaint and in swift action cracked the case within 48 hours. As per information, the businessman has some dispute related to business here and the other person had hired criminals from other states to commit the crime. Local police and the Central Crime Branch both worked and succeeded in securing the local person and the three criminals from other states. Four persons have been taken into custody and we are investigating. One of them is from Bengaluru and the other three accused are from Uttar Pradesh and have criminal background in their state.'Deputy Commissioner of Police (Central), Hakay Akshay Machhindra, stated that the alleged mastermind Rafiq had carefully planned the crime, driven by a personal grudge. 'While he was in Delhi for some court-related matters, he devised three different plans,' Machhindra reportedly met Amit, while attending court proceedings in Delhi. 'During his time there, he met a lawyer and an accused named Amit. Amit claimed they had contacts who could 'get things done'. He offered Rafiq a deal, if there was someone Rafiq wanted to threaten, they could work together on it,' Machhindra plan to impersonate members of the Bishnoi gang was allegedly formed during a gathering. 'As the discussion progressed, they all gathered at a location, got heavily drunk, and during the party, they were watching reels and videos of Lawrence Bishnoi on a mobile phone. It was then that they hatched a plan to extort money by using Bishnoi's name. They called the businessman and introduced themselves as Lawrence Bishnoi and threatened in the same tone,' Machhindra investigations have confirmed that the accused have no actual links to the Bishnoi gang. Nitish cabinet approves target of 1 crore jobs by 2030
Patna, July 15 (UNI) In a significant move, the Bihar cabinet today approved creation of one crore jobs and employment opportunities over the next five years (2025–2030) in the state. The decision was taken in a meeting of the cabinet held here during the day under the leadership of Chief Minister Nitish Kumar. The cabinet, in the meeting sanctioned 30 important agendas paving the way for massive employment and infrastructure development in the state. To facilitate the ambitious plan to create one crore jobs and employment opportunities over the next five years, a high-level 12 membered committee will be constituted under the development commissioner. The committee will advise the government on employment generation strategies. The cabinet also sanctioned a one-time additional honorarium of Rs 6,000 to each of the 77,895 Booth Level Officers (BLOs) and 8,245 BLO supervisors in the state. The one-time honorarium will be in addition to their annual honorarium for conducting the Special Intensive Revision of Electoral Rolls. A total of Rs 51,68,40,000 has been sanctioned for the one-time honorarium. While approving the agenda of urban development and housing department, the cabinet sanctioned allocation of Rs 179.37 crore, excluding service tax, to Delhi Metro Rail Corporation Limited (DMRC) on a nomination basis for the maintenance work of the Priority Corridor under the Patna Metro Rail Project for a period of 2 years and 8 months commenting from August 2025 and ending on March 2028. Additionally, approval has been given for the lease of a 3 trainset for a period of 3 years for the operation of the Priority Corridor. The total cost for this lease, including other associated costs and Goods and Services Tax (GST), amounts to Rs 21,1544646 crore. Further, the responsibility for managing this arrangement has also been approved to be assigned to Delhi Metro Rail Corporation Limited (DMRC) on a nomination basis. The cabinet also approved the proposal to transfer a total of 112 Industrial Training Institutes (ITIs) — including 81 ITIs (with 3,020 created posts) established under the 'Establishment of New Industrial Training Institutes' scheme and 31 Women ITIs (with 855 created posts) under the 'Establishment of New Women ITIs' scheme to the Non-Plan Head under the category of Establishment and Other Committed Expenditures, along with a total of 3,875 sanctioned posts. Several large-scale infrastructure projects cleared by the cabinet include Bhagalpur Ganga Path Project, a 40.8 km road between Sultanganj-Bhagalpur-Sabour with a budget of Rs 4,850 crore and Munger Ganga Path Project, a 42 km stretch between Munger–Bariarpur–Ghorgat–Sultanganj, sanctioned at Rs 5,120 crore. Following the discontinuation of the non-financial education policy, the state has allocated Rs 394.41 crore for assistant grants to teachers and education workers in aided secondary and higher secondary schools for the fiscal year 2025-26. Space-starved HC looks to IT Park for expansion
1 2 Chandigarh: In a significant development, the Punjab and Haryana high court, grappling with a space crunch due to rising load on existing buildings, has asked the Chandigarh administration to explore providing an alternative site for the high court in the IT Park area within the city. HC has made these observations after noticing that the proposed land to the HC in Sarangpur village may not be viable due to vehicular congestion in that area. The IT Park is close to the existing premises of HC. "UT administration is further directed to explore searching an alternative site for construction of new building for the High Court in IT Park area within Chandigarh. The said direction is being given since 15 acres of land allotted to the high court and the additional 33 acres of land proposed to be allotted to the HC in Sarangpur village may not be practical since access to the village is restricted and often blocked by the traffic congestion at PGIMER square," the HC has observed in its order released on Monday. A division bench comprising Chief Justice Sheel Nagu and Justice Sanjiv Berry passed these orders while hearing a public interest litigation (PIL) filed by Vinod Dhatterwal of the Punjab and Haryana high court Employees Association and others. The petitioner in this case had submitted that the existing building/premises of the HC is not able to bear the load, as there is hardly any space to accommodate more than five lakh judicial files which are pending in the HC. Around 10,000 lawyers, around 3300 court employees, around 3000 advocates' clerks, employees of advocate general offices of Haryana and Punjab, security personnel, unaccountable number of litigants and other employees of different departments are visiting HC daily. With nearly 10,000 cars and thousands of two wheelers, the existing building/premises of the HC is not able to bear this load. Even a multilevel parking constructed with the budget of around Rs 976.75 lakhs in 2011 is not sufficient to reduce vehicular congestion in HC complex. Even the HC needs additional courtrooms to meet the sanctioned strength of 85 judges. At present, the courtrooms for the judges are less than the requisite numbers. Verandah to be completed by Aug 25 During the hearing of the matter, the UT administration sought extension of time for construction of verandah in front of the chief justice's courtroom. Senior standing counsel for UT administration assured that revised drawings of the said verandah have been finalized and the construction work shall be completed by Aug 25. On UT's assurance, the bench refrained from passing any directions. Kutcha parking The HC has been informed that revised drawings relating to land scaping of kutcha parking were prepared and are in the process of being revised and the said work shall be completed within one week and submitted to the high court for approval. "Let revised drawings of landscaping of kutcha parking be filed within one week as assured before the building committee of the HC which is requested to approve the same as expeditiously as possible after considering the suggestions of the Bar," the HC has observed. Building at Sector-17 With regard to the allotment of building in Sector-17, Chandigarh for administrative branches of the HC, the UT administration assured that furnishing work of four floors of the said building including basement shall be completed and the same shall be handed over to the HC.
