
New Research Identifies Disturbing Behaviour At Level Crossings
KiwiRail commissioned the research through WSP to monitor motorist behaviour at railway level crossings. From observations of over 3600 drivers, 47 per cent failed to stop or prepare to stop at crossings with Stop or Give Way signs.
Nearly half of New Zealand motorists do not always stop at level crossing Stop signs or prepare to stop at Give Way signs, a new study has found.
KiwiRail commissioned the research through WSP to monitor motorist behaviour at railway level crossings.
From observations of over 3600 drivers, 47 per cent failed to stop or prepare to stop at crossings with Stop or Give Way signs.
Earlier research had found more than half of the deaths in serious level crossing collisions over a ten-year period occurred at crossings with Stop or Give Way signs.
The new WSP research aimed to identify low-cost improvements that could be made to signage at crossings with Stop or Give Way signs, particularly those where there was a short distance between the tracks and a State Highway.
Under current guidelines, not all level crossings need to have additional 'Look for Trains' signs, but the research found the number of motorists who stopped to be significantly higher (93.4 per cent) when they were in place.
Motorists were even less likely to exhibit safe behaviours if there were only Give Way signs. The research recommended Stop signs be used instead of Give Way signs to improve safe driving behaviour.
Stopping compliance was almost twice as high for truck and trailer vehicles (66.7 per cent) compared with cars (35.4 per cent).
'While the results of this research are concerning, the number of incidents at level crossings last year was an improvement on previous years,' says TrackSAFE Manager Megan Drayton. There were eight collisions at level crossings last year, compared with 17 the year before.
In support of International Level Crossing Awareness Day on 5 June, KiwiRail is sharing the research in the hope that motorists will take the NZ Road Code more seriously.
'Disappointingly, recent analysis of incidents shows that 95 per cent of collisions and 73 per cent per cent of near misses were at crossings that already have flashing lights and bells or barrier arms installed,' Ms Drayton says.
'This emphasises how important an individual's behaviour is when it comes to safety around railway tracks.'
Collisions with trains are unforgiving, she says. 'Trains and rail maintenance vehicles always have right of way and travel faster than they appear to. Locomotive engineers (train drivers) can blow the horn and put on the emergency brakes, but there is often little else they can do to stop the train in a hurry.'
Ms Drayton says even close calls at level crossings take a huge toll on train drivers and those who narrowly miss collisions or injury.
'The findings of this research are disturbing,' says KiwiRail Acting Chief Operations Officer Paul Ashton. 'KiwiRail urges drivers to take responsibility for the safety of everyone in their vehicles, and to follow the rules to keep themselves, other road users and KiwiRail staff safe.'
'Level crossings are dangerous places. Protection comes from obeying the signs.'

Objects Of All Kinds Causing Obstructions On State Highways
Glass, spare tyres, metal sheets and poles, building materials, furniture, hay bales – these are just some of the objects causing obstruction on South Island state highways and needing to be cleared daily by contractors. Reports of the obstructions come into New Zealand Transport Agency Waka Kotahi (NZTA) each day as contractors are dispatched to remove these items that can cause a hazard by blocking or interfering with traffic flows. 'Sometimes it is as simple as tree branches falling onto the highway, or road cones having been shifted; but often we are talking about heavy items that have fallen from vehicles that weren't properly secured or became dislodged in accidents,' says NZTA system manager Mark Pinner. The Road Code does state that motorists must not drive an unsafe vehicle or a vehicle with an unsafe load which isn't tied down, could fall from the vehicle, or is dragging on the ground.' 'Sometimes the reports that come in from road users about items on the road are quite vague and we don't really know what we are dealing with until the contractors arrive onsite to deal with them.' 'The risk is not only that items or material that fall onto the roads may disrupt traffic, but it can also potentially lead to injury if there is a collision or evasive action is taken by drivers. This is why we act fast to clear the obstruction, or we may put in place closures or traffic management if needed to keep people safe while the object is cleared.' Government's Transport Policies Are Flawed
The government is disingenuous about its road management policies, especially when it comes to pot holes and resurfacing costs. The government brought this about by allowing trucks to become heavier than NZ roads can take and travel faster than it is safe for them to go with the added side effect of causing more road damage. Vehicles over 3 tonnes pay just 14% of the cost of building and maintaining roads in NZ and do 93% 0f the damage to roads. Since the extra damage has occurred the government has had to add a further $4b for pot holes and resurfacing over three years to fix the problem. National coordinator for TRAC, Niall Robertson says, 'We have the biggest and heaviest trucks in the world and they are driving on the flimsiest roads in the world. This is an astounding fact, especially as KiwiRail are now doing just 9% of the freight task'. Robertson adds, 'Rail should be doing between 30 to 40% of the freight task but for some reason, this is not the case'. TRAC chair Guy Wellwood says that KiwiRail are expected to follow a business formula set by treasury, the major shareholder, but Wellwood says, 'The formula is not working because it ignores all of the advantages of rail while concentrating on a small fiscal goal which is irrelevant to most New Zealanders'. Robertson says, 'There is too much use of road transport and rail is not utilised enough. This is because there appears to be an endless stream of infrastructure money from road users, taxpayers and ratepayers, but KiwiRail have to justify every penny spent.' Robertson adds, 'That's why roads like SH2 from Gisborne to Napier remain open but the adjacent rail is mothballed'. Guy Wellwood says that SH2 is really not suitable for the amount of trucks on the road and rail is the best way to move freight in and out of this region, but this is dependent on KiwiRail resources and that they are putting their resources into other busier trunk routes and the Golden Triangle. Wellwood says, 'This is ridiculous and is why the below wheel infrastructure should not tied to KiwiRail's fortunes, but to the nation to provide an opportunity for another operator to run trains on this route for the good of the region, for rail customers, for greater road safety, to reduce greenhouse gases, to reduce road pollution, to reduce road maintenance and building costs and to decrease congestion on this difficult highway. Rail also provides sustainability and improves New Zealand's green credentials which are becoming increasingly important for trade.' Robertson says that if the connection on the Stratford to Taumarunui line was reopened it would be possible for rail to move up to 2000 tonnes of logs per day from the King Country to Port Taranaki. Robertson adds, 'On SH3 between Whanganui and Port Taranaki, there are up to 1000 log trucks per week which pass 5 or 6 schools in New Plymouth city alone on their way to the port. No wonder the roads are falling to pieces'. Wellwood says, ': KiwiRail need to up their game and start moving some of this tonnage. Why they haven't is a mystery to me'. Government policy tends to favour road infrastructure funding over rail, yet rail is the most suitable way to move 30% - 40% of all freight and should be funded accordingly, but due to climate of populist, but flawed thinking this is not happening. Robertson says, 'Large parts of the railway have been severely damaged due to neglect and political vandalism with little concern for the communities, businesses, ratepayers and taxpayers that these decisions affect!'

Wellington train line given all clear after reports of car hitting bridge
File photo. Photo: RNZ / Krystal Gibbens Trains are running again on Wellington's Kāpiti line after a halt due to reports of a car hitting a rail bridge. The report of the collision came from a member of the public at 7.25am on Tuesday. The bridge runs over the top of State Highway 1 in Ngauranga Gorge in Wellington. Metlink said KiwiRail had to inspect the bridge before services could run again. The bridge was given the all clear, Metlink warned delays were possible staff and trains got back to where they were needed on the line.
