Kerala CM urges depts to gear up for File Adalat

T'puram: Chief minister Pinarayi Vijayan directed all departments to urgently complete the necessary internal arrangements ahead of the File Adalat, scheduled from July 1 to Aug 31.
This instruction was issued during a meeting of department secretaries convened in connection with the initiative aimed at expediting long-pending files.
The File Adalat seeks to resolve files pending at three levels Secretariat, department heads and public-facing institutions. The CM stressed that action must be taken swiftly to ensure decisions are made on all files that are pending or delayed.
If required, the chief secretary should convene a meeting to recommend the delegation of powers and necessary procedural changes, the CM said.
Each secretary should hold meetings with department heads and institutional leaders to clearly outline the action plan and issue necessary guidelines. Secretaries and department heads have been instructed to conduct periodic visits to relevant sections and closely monitor progress.
Files should be prioritised based on importance and preparatory work must begin immediately.
The CM made it clear that secretaries must directly oversee the adalat process and ensure that a maximum number of files are disposed of within the scheduled period.

Guidelines for file disposal have already been issued, and officials must follow them to achieve timely resolution.
The CM also emphasised that technicalities should not delay a file's essential resolution, and secretaries must monitor the process even at the directorate and institutional levels. Strict action will be taken against those responsible for lapses.
The progress of the adalat should be reviewed at regular intervals by the chief secretary, and secretaries must prepare specific department-wise strategies to ensure resolution.
A special directive should be issued by the chief secretary to avoid delays in files pending for interdepartmental opinions, especially those stuck for months or years. Departments must provide final opinions within 15 days in such cases.
The finance department has the most such pending files. The CM instructed the finance secretary to give special attention to this and suggested that joint adalats with other administrative departments be considered to clear such files.
The chief secretary will supervise this process.
At the upcoming monthly secretaries' meeting, the chief secretary will review the adalat's progress. Department secretaries must also convene meetings of all file-handling officials in the secretariat to issue specific instructions, under the supervision of the chief secretary.
A portal system in coordination with the IT department should also be set up to improve file tracking and information gathering. The progress of the adalat will be periodically reviewed by ministers and the cabinet. After the adalat concludes, a review meeting will be held to assess the outcomes at the departmental level, the CM said.
