Suspended Thai PM Paetongtarn hit by ethics investigation, source and media say
The investigation will be another blow to the beleaguered government of 38-year-old Paetongtarn, Thailand's youngest premier, who the Constitutional Court suspended from duty earlier this month over the same issue.
The leaked June 15 call, during which Paetongtarn appeared to kowtow before Hun Sen and criticised a Thai army commander, triggered a major backlash at home, with allegations she had undermined Thailand's integrity and sovereignty amid a heated territorial dispute with Cambodia.
Paetongtarn has since seen protests calling for her resignation and the exit from her coalition of its second-largest party, leaving her government with a razor-thin majority.
"The commission has set up an investigation panel. There is no timeframe," said an official from the National Anti-Corruption Commission, who declined to be named because they were not authorised to speak publicly about the matter.
The body has a broad remit to probe allegations of offences by state officials beyond graft.
Multiple Thai media outlets on Monday reported it had decided to investigate Pateongtarn.
The NACC secretary-general Sarote Phuengrampan told reporters he was not aware of the investigation or any decision by commissioners.
The complaint came from 36 senators who also petitioned the Constitutional Court alleging Paetongtarn, the daughter of politically influential billionaire Thaksin Shinawatra, had violated ethical standards and intentionally abused her power. She is suspended from duty until a verdict is delivered.
Paetongtarn has apologised for the call and insisted she was trying to find a peaceful solution to an escalating row with Cambodia, which saw a troop buildup on both sides of their border.
Paetongtarn's battles after only 10 months in office underline a deep rift in Thailand between the Shinawatra political dynasty and its rivals among a conservative establishment backed by the army, a long-running power struggle that has seen two coups and the fall of multiple parties and prime ministers by court orders.

Muhammadu Buhari: Ex-Nigeria president's political life in pictures
Muhammadu Buhari's life tracked the dramatic changes in politics in Nigeria over the last five decades – and he was often at the centre of former Nigerian president, who died on Sunday at the age of 82, became the country's military leader after a coup, was imprisoned by a new junta, then reinvented himself decades later to win the presidency in a democratic pictured in dark glasses or thick, black-framed spectacles and traditional zanna cap, much of Buhari's life was played out in public. Buhari - pictured here in 1977 with the then-King of Sweden Carl XVI Gustaf and Saudi Arabia's Sheikh Ahmed Zaki Yamani in 1977 - began his military career straight out of school. By the time this picture was taken, Buhari had risen to become a regional military commander. A few years later, in 1983, soldiers overthrew elected President Shehu Shagari. Although Buhari took the role of military ruler, he denied having plotted the coup, saying he was simply installed by senior commanders who needed a figurehead. Other accounts describe Buhari as playing a more active role in the two years of iron-fisted rule, characterised by a crusade against corruption and various human rights abuses, Buhari was himself ousted. The new junta placed him under house arrest for three years. In 2003, following decades away from politics, Buhari decided have another go at the leading the time, he bid for the top job through a democratic election - running for the All Nigerian Peoples Party (ANPP). Here he can be seen on the right, with his running mate Chuba Okadigbo on the left and ANPP chairman Don was well beaten by Olusegun Obasanjo in 2003, and he made two other unsuccessful runs for the presidency in 2007 and these failed bids, he accumulated supporters, including disaffected youngsters, with his pledges to fight corruption and insecurity. Buhari was particularly popular in Nigeria's north, the region in which he was born. Here, a sign displayed in the city of Kaduna during the 2015 election, tells passers-by that locals will only vote for "Baba" was eventually elected in 2015, besting incumbent President Goodluck Jonathan. He made history, becoming the first ever opposition candidate to win a general election. The historic moment in which Jonathan called Buhari to concede was captured on camera. But after finally taking office, Buhari's first term was rocky. The economy entered a recession for the first time in a decade and security crises piled up. When Buhari's wife - pictured below - publicly criticised his administration, the president sparked outrage by saying she belonged to the kitchen. Despite the challenges of his first term, Buhari was re-elected in 2019. As the president of one of Africa's largest economies, he travelled the world, attending high-profile summits and meeting his fellow heads of state. Buhari was greeted by Queen Elizabeth at a Commonwealth leaders gathering in 2015. Earlier in 2015, he was welcomed to the White House by then-US President Barack Obama. And in 2018, Buhari was the first leader from sub-Saharan Africa to meet President Donald Trump in Washington. Following his death, at a clinic in London, Buhari is being remembered by some as a man who broke his campaign promises and crushed others, he was champion of order who tried his best amid a dysfunctional political a tribute to his old rival, Jonathan described Buhari as someone who "was selfless in his commitment to his duty and served the country with character and a deep sense of patriotism". Police arrest woman at centre of sex scandal that saw nine monks disrobed
A Thai woman has been accused of enticing multiple Buddhist monks into sexual relationships, then blackmailing them to cover up their intimacy. At least nine abbots and senior monks involved in the scandal have been disrobed and cast out of the monkhood for possibly violating celibacy rules. Wilawan Emsawat, in her mid-30s, was arrested at her home in Nonthaburi province, north of Bangkok, on Tuesday, Royal Thai Police Central Investigation Bureau said. She is facing charges including extortion, money laundering, and receiving stolen goods. Police said they had traced money that was transferred to her by a senior monk from a bank account belonging to his temple in Thailand's north. Wilawan has not made a statement since her arrest. It is unclear if she has legal representation. Before her arrest, she spoke to local media to acknowledge one relationship with a monk, whom she admitted she had given money. Scandals involving monks surface a few times a year in Thailand but usually do not involve senior members of the clergy. The case also puts a spotlight on the large sums of money donated to temples controlled by abbots, which is in marked contrast to the abstemious lives they are supposed to lead under their religion's precepts. Police said that Wilawan deliberately targeted senior monks for financial gain. They said they found that several monks had transferred large amounts of money after Wilawan initiated romantic relationships with them. Wilawan's bank accounts received around 385 million baht (£8.83 million) in the past three years, but most of the funds were spent on online gambling websites, police said. Jaroonkiat Pankaew, a Central Investigation Bureau deputy commissioner, said the investigation began in June after an abbot of a famous temple in Bangkok abruptly left the monkhood. Investigators found the abbot had allegedly been blackmailed by Wilawan over their romantic relationship. She told the monk that she was pregnant and asked him to pay 7.2 million baht (£170,000) in financial assistance, Mr Jaroonkiat said at a news conference in Bangkok on Tuesday. Police believed 'this woman is dangerous and we needed to arrest her as soon as possible,' Mr Jaroonkiat said. Thai media reported a search of her mobile phones revealed tens of thousands of photos and videos, as well as numerous chat logs indicating intimacy with several monks, many of which could be used for blackmail. Thai monks are largely members of the Theravada sect, which requires them to be celibate and refrain from even touching a woman. Acting Prime Minister Phumtham Wechayachai ordered authorities to review and consider tightening existing laws related to monks and temples, especially the transparency of temple finances, to restore faith in Buddhism, government spokesperson Jirayu Houngsub said Tuesday. The Central Investigation Bureau has set up a Facebook page for people to report monks who misbehave, Mr Jaroonkiat said. 'We will investigate monks across the country,' he said. 'I believe that the ripple effects of this investigation will lead to a lot of changes.'
