Tshwane's R5. 3 million command centre project: A decade of broken promises
Image: IOL
Tshwane councillors have blasted the previous administration's failure to deliver a centralised command centre for the metro police department despite over a decade of work and a R5.3 million investment.
The council has resolved to write off the asset under construction during a council meeting at Tshwane House on Thursday.
ActionSA councillor Thabang Sebotsane condemned the waste of funds, saying the money allocated 13 years ago for the centralised command centre project has been squandered on unimplemented designs and discarded plans.
'These are not just numbers; they represent broken promises by those who came before us for police officers who work day and night without adequate stations, tools, and the residents who endure crime while projects gathered dust,' he said.

He said that although his political party supports the decision to write off the asset, it is not a sign of defeat, but rather a first step towards a new beginning for Tshwane and its residents.
'Every project must answer how it will serve the people of Tshwane (and) not irregular and unjustified expenditure that benefits politicians and contractors,' he said.
ANC councillor Christopher Masia explained that the project aimed to establish a centralised command centre within the city. Initially included comprehensive design and planning phases, but as it progressed, the city faced significant budget constraints.
'From an accounting perspective, assets write-offs are standard practice when the future economic benefits of an asset are no longer expected to be realised,' he said.
Masia stressed that the city must take corrective action regarding asset management and classification to meet internal audit requirements.
'The assets cannot be used for any other purpose due to changing technologies, and current facts are that the designs and planning represent fruitless and wasteful expenditure,' he said.
DA councillor Alfred Makhafula said his party, which previously led the city's administration, understands the reasoning behind writing off the metro police department's assets categorised as designs and planning.
He cited the designs were no longer viable and the project stalled due to budget constraints.
'We are of the view that it is within the purview of the municipal public account after having scrutinised the report to determine the category of this expenditure,' he said.
Makhafula recommended that the R5.3m expenditure on the project be referred to the municipal public accounts committee for further investigation.

Murder in the Bahamas: Everything we know about Paige Bell's death
Se-Anne Rall | Published 3 weeks ago As investigations continue into the events that led up to Paige Bell's death, her family say they are still trying to process what happened to her. Bell, 20, was found dead aboard a luxury yacht in the Bahamas on July 3. Speaking to the Independent on Saturday, her parents confirmed that they were hoping to arrange a cremation and bring Bell's remains back to South Africa soon. IOL reported that Bell's body had been discovered aboard super yacht, Far From It , docked in Harbour Island. According to the preliminary report, the Royal Bahamas Police Force said police were alerted to the scene and once aboard, officers discovered a female unresponsive with visible signs of injuries and a male suffering from severe injuries to his arms. The local doctor visited the scene, examined the victim and pronounced her deceased. The police report stated that as officers investigated further, it was discovered that the victim was missing for a short period before being found unresponsive in the engine room with the male suspect present. Meanwhile, a 40-year-old male was apprehended, and taken to a nearby clinic for medical treatment. The accused has since been identified as Brigido Munoz, a Mexican national, who has appeared in court. He is due back in court later this year. According to Daily Mail, Bell previously worked aboard the Motor Yacht Sweet Emocean until December last year. In a touching tribute, the Sweet Emocean crew said they were heartbroken by Bell's passing. "Paige was more than a team mate, she was family. Her radiant spirit, infectious laughter, and boundless compassion made an unforgettable impact on everyone lucky enough to know her. Whether it was long days at sea or quiet moments under the stars, she brought light and warmth wherever she went," they said. Bell was due to return home on July 14 to celebrate her 21st birthday with loved ones. Bell's former high school, Hillcrest High School, paid tribute to her in a post, adding that she was a special young lady.

Next Stay Close ✕ The victims were found in the backyard next to a blood-soaked mattress. The women were lying face down while the teenager was on his back. All had sustained blunt force injuries to the head and face. Kemp was the only surviving family member at the address and was taken into police custody. Forensic pathologists were called to the scene as no weapon was immediately recovered. They later concluded that the injuries were likely caused by a heavy object such as a brick or the back of an axe. Cevyn Kemp was sentenced at the Parow Magistrate's Court after killing his family members. Image: File Captain Zinele Ngqola led the investigation, assisted by constables Klerk and Sibusiso Manqindi. On December 16, two days after the incident, the investigating team contacted a police psychologist to assist in interviewing Kemp while he was in custody. The psychologist was taken to the crime scene before being allowed to engage with the suspect. During the interview, Kemp confessed to the killings. He told the police that an argument with his younger brother had escalated, leading him to strike the boy multiple times in the head with a brick. The court heard that when his mother arrived home and discovered the body, Kemp said he panicked and assaulted her in the same manner. Later that day, his aunt entered the home, and he struck her as well using the same brick. A formal confession was obtained, and a pointing-out was conducted in which Kemp showed officers where he had hidden the murder weapon. He admitted to washing the brick with bleach and soap before concealing it among other bricks at the property.
