, caught up with Raki Phillips, CEO of RAKTDA, on the sidelines of ATM 2025 to dive deeper into the emirate's evolving tourism strategy, its global appeal, and how these new partnerships are shaping the next chapter of Ras Al Khaimah's success story.

Ras Al Khaimah welcomed an impressive 1.28 million international visitors in 2024. Congratulations on that achievement. What are the key strategies helping you achieve consistent year-on-year growth?
Thank you. Honestly, it comes down to having an incredible team and being a destination that's growing rapidly. We position ourselves as a destination of the future, but we're very grounded in data. We analyse our source markets closely — what they're interested in, what products they expect, and how best to communicate with them.
Take China, for example. Just two years ago, it wasn't even a significant market for us. We strategically partnered with companies like Huawei and Trip.com, and now China is in our top 10. Chinese travellers tend to opt for luxury experiences — they're staying at the Ritz-Carlton, Waldorf Astoria, and Anantara. That kind of targeted, high-impact marketing is working because we always strive to over-deliver on the experience.
Besides China, which other source markets are showing strong performance for Ras Al Khaimah? Also, RAK was recently ranked among the top destinations for high-net-worth individuals. What factors are driving that appeal?
Our top markets include the UK, India, Germany, Kazakhstan, the Czech Republic, and CIS countries.
Each market aligns well with our offerings — from Jebel Jais, the UAE's highest mountain, to our 68 kilometres of white-sand beaches.
Another unique advantage is space — our properties offer room to breathe. Take Rixos Bab Al Bahr or DoubleTree by Hilton on Marjan Island — some of these have beach fronts that are 1.6 kilometres long. That appeals to people seeking luxury and privacy.
Speaking of hospitality, Ras Al Khaimah is welcoming some impressive global brands, including Wynn Resorts. How do these developments support your trajectory?
Absolutely — we're seeing a surge in high-end hospitality investments. What's unique about Ras Al Khaimah is our entrepreneurial spirit. We're a close-knit community that moves quickly. When investors approach us, we help align their brand with our destination's DNA.
At Mina Al Arab, for instance, we have the InterContinental and Anantara already operational, and Four Seasons and Nikki Beach on the way. Marjan Island is seeing huge developments too. We currently have 8,000 keys, and we plan to more than double that by 2030.
Wynn is a game-changer — 1,500 keys of pure luxury. It's not just about size, it's about positioning. And yes, the casino element will certainly attract international visitors. Add to that upcoming openings like Fairmont, W, and our first mountain resort, and you can see how we're building a diversified portfolio of premium experiences.
Tell us about your focus on MICE tourism.
We've grown our MICE numbers by 40 per ent year on year. Today, MICE would be our fifth largest source market. So the growth for us is incredible. We're excited about all the hotels that are coming on board with new MICE infrastructure. So it will continue to be a big focus. And we do it especially in the incentive part of it. We do it from a wedding market and across the board.'
As tourism grows, so does the responsibility to preserve the natural landscape. How does Ras Al Khaimah balance tourism growth with sustainability?
Sustainability is a core pillar for us. Ras Al Khaimah offers a unique topographical blend — from serene mountains to tranquil beaches — and our biggest asset is space. This allows visitors to enjoy peace and privacy, all while being close to Dubai's international airport.
But beyond the landscape, we're also investing in accessibility. We partnered with Sage Inclusion, a company that conducted a full audit of the emirate for inclusivity. That includes considerations beyond mobility — like cognitive conditions, allergies, and sensory sensitivities. We're working towards becoming a truly inclusive destination where every traveler feels welcome and catered to.
What are your long-term tourism goals for 2030? And as a leader, how do you approach running RAKTDA's operations?
Our ambitions are bold but achievable. Today, we're just under 1.28 million visitors annually. By 2030, our goal is to triple that to 3.5 million overnight guests and more than double our hotel capacity.
We treat RAKTDA as a high-performing business. We have EBITDA goals, KPIs, and a very clear roadmap. Tourism already contributes significantly to our GDP, and by the next decade, it's expected to form a third of the economy. This isn't a 'nice to have'— it's a central pillar of our national vision.
To get there, we need strong collaborations — with investors, hospitality partners, and of course, infrastructure. Ras Al Khaimah International Airport plays a big role in this. Last year, we welcomed 670,000 passengers; we aim to hit two million by the end of the decade.
We're already working with partners like Air Arabia and IndiGo, ensuring air connectivity supports our vision.
As a CEO, my role is to ensure that we have the right team, clear direction, and strong leadership alignment with the emirate's goals. Fortunately, we have all those ingredients in place.

UAE employees outpace EMEA peers in cyber confidence, study reveals

The UAE workforce is ahead of its EMEA peers across several indicators of cyber-readiness, underscoring the country's progress toward its national vision for digital resilience and AI-enabled defence, a study showed. According to research by Cohesity, a company specialising in AI-powered data security and resilience, 86 per cent of UAE employees expressed confidence in recognising a cyber threat—compared to 81 per cent in the UK, 80 per cent in Germany, and just 62 per cent in France. Nearly nine in ten (89 per cent) UAE respondents also said they trust their organisation's ability to prevent and recover from attacks. Beyond awareness, the study reveals encouraging signs of action-oriented behaviour. Two-thirds of UAE employees say they would report suspicious activity to their cybersecurity team, showing an apt response, in comparison to respondents from the UK (61 per cent), Germany (53 per cent), and France (48 per cent). Amongst other UAE employees, over half would notify their IT department. This instinct to act is supported by ongoing education: 66 per cent have received some form of cybersecurity training in the past year. However, the research also highlights areas where further progress is needed. A small but notable group of employees say they would either attempt to resolve a threat on their own (15 per cent) or turn to personal contacts first (19 per cent), indicating a gap in internal reporting clarity, and a potentially risk to the entire organisation that mis-understanding of how important it is that reporting through the correct processes is critical to the quickest resolution of any potential risk of cyber attack . Among those hesitant to report incidents correctly, the leading reasons include fear of blame or confusion (46 per cent), a belief that it isn't their responsibility (27 per cent), and worry about overreacting (14 per cent). Johnny Karam, Managing Director and Vice President, International Emerging Region at Cohesity, commented: 'The findings reflect the UAE's clear leadership in cybersecurity readiness across the EMEA region. With initiatives driven by the UAE Cybersecurity Council and a strong national focus on AI and digital transformation, it's no surprise that employee awareness is rising in step with enterprise investment.' 'What stands out is not just awareness, but the willingness to act. The next step is closing the gap—equipping employees with the tools, clarity, and – perhaps most importantly - confidence to respond without hesitation. If we educate all employees of the serious risks to the organisation of not correctly reporting any potential cyber risks they see, encouraging a mentality that they will not get in trouble for doing so, and highlighting their individual capability to maximise the speed of response all UAE organisations can be more resilient. At Cohesity, we believe true cyber resilience is built on both technology and a culture of empowered people,' Karam added. The UAE's continued investment in cybersecurity infrastructure, most recently through advanced threat detection systems activated under the direction of the UAE Cybersecurity Council, demonstrates a firm national commitment to securing the digital landscape. The study shows that employees are already aligning with this vision: ● Two-thirds of the respondents have undergone cybersecurity training, with 39 per cent participating in multiple sessions in the past year. ● Over half (51 per cent) would report a suspicious incident to IT, while 67 per cent would notify a cybersecurity team, demonstrating a willingness to escalate issues through formal channels. ● 77 per cent are familiar with the term 'ransomware', showing widespread awareness of key threat types. Awareness of cyber threats is on the rise in the UAE, with 77 per cent of employees familiar with the term 'ransomware'. This strong baseline offers an ideal foundation to build upon. By expanding education beyond surface-level awareness to include real-world examples and practical training, companies can empower their teams with the confidence and clarity needed to respond effectively. While confidence in reporting and escalating potential ransomware threats within the organisation is high, the study reveals opportunities to further strengthen internal reporting behaviour. Around 15 per cent say they would attempt to resolve a threat themselves, and 19 per cent would first alert their personal contacts, These responses highlight a proactive mindset, which organisations can harness by further strengthening internal reporting protocols and promoting awareness of the appropriate escalation paths. Among the smaller group of employees who expressed hesitation in reporting a potential incident, the most common reasons included: ● UAE employees showed a strong sense of fear of blame or not understanding the issue (46 per cent), while EMEA employees had a more neutral perspective (UK - 26 per cent, Germany - 20 per cent, and France - 15 per cent). ● 27 per cent of the UAE respondents believed it wasn't their responsibility, showing a much bigger gap to appreciating their role in their organisations cyber safety as compared to their EMEA counterparts (UK -10 per cent, Germany - 12 per cent, and France 19 per cent). ● 14 per cent UAE employees feared overreacting, in-tune with 18 per cent of German respondents 15 per cent from the UK and 11 per cent of French respondents showing similar sentiment. With the UAE government actively advancing national cybersecurity capabilities and frameworks, the country is uniquely positioned to lead by example. Employees are ready and willing: confidence is high, training is widespread, and the instinct to act is evident. To fully unlock this potential, organisations must ensure that every employee, from the frontline to the C-suite, knows their role in safeguarding the business. Mark Molyneux, CTO, EMEA at Cohesity, added: 'These findings confirm what we're seeing across the region: employees are increasingly aware of cyber risks and are willing to step up, which is largely due to the UAE Cyber Security Council's approach to increasing security awareness across the Emirates. But this awareness must be matched with action. The future of cybersecurity will be defined by how quickly organisations can enable secure, informed decisions at every level. That means embedding cyber resilience into daily operations, investing in smart automation, closing the gap between detection and response, and instilling a culture that supports employees in raising concerns early in a safe space. In fast-moving threat environments, AI-powered data security is not a luxury, it's an operational necessity.'

The Dubai Land Department (DLD) has revealed that its Dubai Real Estate Broker Programme has driven more than AED500m ($136.1m) in real estate transactions since its launch, as the initiative continues to exceed expectations in boosting Emirati participation in the sector. Designed to develop national talent and promote sustainable economic growth, the programme has now trained and licensed a new generation of qualified Emirati brokers, achieving over 180 per cent of its annual target by the end of April 2025. In total, 231 new real estate brokerage firms have been officially registered under the programme so far. Dubai real estate Emiratisation As part of the initiative, Emirati participants undergo specialised training delivered in collaboration with accredited academic institutions. Graduates receive a three-year broker licence that allows them to operate legally within Dubai's regulatory framework. DLD noted that this has already translated into significantly improved broker performance and greater deal volumes. The programme forms a strategic part of the Dubai Social Agenda 2033, which aims to increase the share of Emiratis working in the real estate brokerage sector to 15 per cent within the next three years. DLD is calling on developers and brokers not yet involved in the programme to participate and contribute proposals. The initiative is built on strong public-private collaboration, with more than 71 strategic partners (including 26 real estate development firms, 38 brokerage companies, and four training institutes) working closely to support its objectives. To further incentivise firms, DLD will soon launch a points-based rewards system for brokerage companies that employ Emiratis. This system will boost participating firms' rankings within the DLD's evaluation framework, improving their competitiveness in the market.

Bridging the liquidity gap for small businesses in the Middle East

Small and medium-sized enterprises (SMEs) in the Middle East and North Africa (Mena) are being called the new engines of economic diversification. From Saudi Vision 2030 to the UAE's Projects of the 50, the region's leadership has placed SMEs at the centre of national development plans. In the UAE alone, the SME base is expected to reach 1 million by 2030. However, a persistent and growing liquidity gap remains the one factor constraining this crucial sector. As Saudi Arabia aims to increase SME contribution to GDP from 30 per cent to 35 per cent, a financing gap of more than SAR 300 billion still hangs over the horizon. The momentum for policy advancement is visible through various efforts across Mena countries; however, a yawning gap exists between the available financial capacity and the needs of evolving high-growth SMEs. Structural barriers like stiff collateral requirements, an underdeveloped credit scoring infrastructure, fragmented regulatory environments, and limited data-sharing frameworks restrict access to financing. Today's reality is stark: unless the financial system evolves to meet the speed, scale, and digital-first expectations of SMEs, economic ambitions risk falling short. A system still built for big corporates The SME financing journey across Mena remains fragmented, outdated, and often exclusionary. Traditional lenders continue to apply legacy credit models that are heavily based on collateral, formal balance sheets, and lengthy disbursement timelines — models designed for corporates, not the agile, tech-driven small businesses driving today's economy. The result: countless SMEs with strong revenue pipelines and growing markets find themselves locked out of the financial system simply because they do not fit a decades-old model. Consider the example of a logistics SME based in Riyadh, which operates with a strong monthly turnover but faces 90-day payment cycles from its corporate clients. Despite its financial health, the company struggled to secure a working capital loan because it lacked three years of audited financial statements — a standard bank requirement that does not reflect the agility demanded in today's supply chain businesses. UAE has initiated the Grand Khalifa Fund, which expanded from Dh300 million ($82 million) in 2007 to Dh2 billion. The Saudi banks have increased SME lending levels under Vision 2030 mandates. However, the extended financing ecosystem does not adequately cater to high-growing SMEs. Such schemes, though sincere, are often hampered by structural inefficiencies, showing limited risk appetite in the conventional banking sector, long time frames in the approval process, a lack of specialised products to customise, and integration inefficiencies vis-a-vis fintechs, from which flow streamlined access. Funding has been mismatched with the active capital requirements of emerging businesses in Mena due to that reason. Many businesses face payment delays, regulatory opacity, and the lack of tailored lending products that recognise the unique rhythms of small enterprise cash flows. Even growth-ready SMEs, which should ideally transition into mid-sized ventures, often stumble at the financing hurdle — not for lack of demand, but because financial institutions have failed to adapt. The urgency of now The timing could not be more critical. As Mena economies intensify their efforts toward non-oil diversification, SMEs are expected to play a crucial role — from creating jobs to driving innovation and enhancing resilience. Yet they remain among the most vulnerable when liquidity tightens, as seen during the COVID-19 pandemic and the ongoing global recalibration of interest rates. New programmes under Saudi Arabia's Financial Sector Development Program (FSDP) aim to raise SME lending from 5.7 per cent to 20 per cent by 2030. Similarly, the UAE's NextGenFDI initiative focuses on enabling digital companies, many of which are SMEs, to scale quickly. These policy shifts are significant. However, bridging the gap between promise and reality requires faster action, deeper innovation, and, above all, a financial system designed around how SMEs operate, not how they have operated in the past. Fintechs are not just filling gaps — they are rebuilding foundations Digital transformation is bringing about one of the greatest changes in current times: the emergence of fintechs, which are redefining SME finance. Unlike conventional banks with legacy systems, fintechs access SME workflows — marketplaces, accounting software, or ERP systems — and deeply embed financial services. This deep-level integration allows SMEs to access financing, effect payments, and track cash flow without leaving the very digital ecosystem through which they run their businesses. Contrary to the old-school thinking where collateral was the only valid form of assessment for lending SMEs, AI-assisted Bright underwriting models today have made it possible for fintech to assess SMEs primarily based on real-time business performance. The alternative data required for building accurate, data-led risk profiles to facilitate faster and more just credit decisions include transactional histories, current inventories, and habits of digital payments. Within the UAE, Beehive and Tabby offer small business lending and buy now, pay later solutions, while Rasan and Tamara target underserved business segments in Saudi Arabia through embedded finance and AI. Payment acceptance instruments embedded in finance allow SMEs instant payments, independent of wallets, net banking, and cards, compressing the payable cycle from months to minutes. Automated invoicing, cash flow, and reconciliation tools effectively eliminate traditional working capital bottlenecks, enabling SMEs to capitalise on unexpected opportunities in the digital economy. Even in supply chain finance, once the preserve of large corporations, new B2B fintech players are democratising access to this market. By enabling instant transfers and dynamic discounting models, they help SMEs smooth out cash flow and invest strategically in growth. Still, a major challenge persists — many SMEs do not have the digital infrastructure or credit visibility to take full advantage of these platforms, so even the most innovative solutions don't go far enough. Evolution is no longer optional but existential. Financial institutions that do not embed these capabilities risk complete obsolescence as SMEs will find greater refuge in responsive and integrated alternatives. Instead, the entire policy ecosystem must focus on underpinning platforms for collaboration and seamless integration on which fintechs and SMEs can mutually thrive. Policy push alone won't close the gap There's no doubt that the Khalifa Fund, Saudi Arabia's SME Bank, and other government-backed initiatives are critical enablers. However, policy alone cannot deliver systemic change unless the underlying financial infrastructure evolves in tandem with it. SMEs do not need more complex loan applications or longer assessment periods; they need real-time credit decisions, cash flow-based underwriting, and flexible financing options that reflect the dynamic nature of modern business. Ultimately, bridging the liquidity gap demands more than capital — it requires control, speed, and digital adaptability. A system that enables SMEs to act like big businesses — fast, flexible, and future-ready — is no longer aspirational. It is essential for the Mena region's economic ambitions. Final reflection The region's SME sector stands at a tipping point. The goals set by Saudi Arabia's Vision 2030 and the UAE's national strategies are bold and achievable. However, they will only be realised if the financing models evolve in tandem with the realities of SMEs. Policymakers, banks, fintechs, and ecosystem players must shift their perspective on SMEs, moving beyond a legacy lens to recognise them as the cornerstone of a diversified, digital-first economy. Liquidity exists in the system. The challenge — and opportunity — lies in connecting it meaningfully to the businesses that can turn national visions into reality.
