43rd Ordinary Meeting of the Economic Community of West African States (ECOWAS) Committee of Chiefs of Staff (CCDS): Fight against the Growing threat of terrorism in the region on the agenda
The 43rd Ordinary Meeting of The Economic Community of West African States (ECOWAS) Committee of the Chiefs of Defence Staff (CCDS) opened on Tuesday, 11 March 2025, in Abuja, capital of the Federal Republic of Nigeria. This three (3) day meeting was convened to examine the general security situation in the region, in particular the growing threat of terrorism in the region as well as the consequences and security challenges following the withdrawal of Burkina Faso, Mali and Niger from the Organisation.
This 43rd CCDS meeting will consider several items on the agenda, namely (i) consideration of the implementation of the recommendations of its 42nd ordinary meeting held on 7 August 2024 in Abuja, (ii) consideration of the report of the ECOWAS Joint Chiefs of Staff meeting held from 25 to 27 February 2025 in Cabo Verde, (iii) the rotation of officers of the ECOWAS Standby Force and (iv) consideration of the outcome of the meeting of government experts on the ECOWAS logistics concept and standard operating procedures for the ECOWAS logistics depot in Lungi, Sierra Leone.
In addition, (v) an analysis of the challenges and consequences of the withdrawal of Burkina Faso, Mali and Niger from ECOWAS, (vi) a review of commitments to the Anti-Terrorist Brigade of the ECOWAS Standby Force, and (vii) an update on the ECOWAS mission in The Gambia and the ECOWAS mission to support the stabilisation of Guinea Bissau are also on the agenda of the 43rd CCDS meeting.
At the opening ceremony, some prominent figures gave speeches, including H.E. Mohammed Badaru Abubakar, Nigeria's Minister of Defence, who called for closer cooperation to improve regional defence capabilities against any security threat. He also called for good collaboration, shared expertise and the pooling of resources to combat terrorism and insecurity in the West African region.
For his part, Ambassador Abdel-Fatau Musah (PhD), ECOWAS Commissioner for Political Affairs, Peace and Security, said that regional security today is marked by an increase in the activities of armed terrorist groups (TAGs) and violent extremist groups (VEGs), as well as transnational organised crime (TOC).
Commissioner Dr Abdel-Fatau Musah stressed the need to reflect on the defence architecture in the light of the changing regional political situation following the withdrawal of the three Sahel countries from ECOWAS.
General Christopher Musa, Chief of Staff of the Nigerian Armed Forces, who chairs the ECOWAS Chiefs of Staff Committee, reaffirmed the commitment of the armed forces to security and democratic governance in West Africa, noting that 'security challenges in the countries and regions constitute a threat that includes terrorism and organised crime'.
On the sidelines of this 43rd meeting of the Chiefs of Staff, ECOWAS officially donated a large consignment of IT equipment to Nigeria's National Defence College. The National Defence College is the apex military training institution for the Nigerian Armed Forces, and a Centre of Excellence for peace support operations training at the strategic level in West Africa. It was established in 1992 as the highest military institution for the training of senior military officers in Nigeria.
The meeting will be attended by the Chiefs of Staff of the armies of ECOWAS Member States, accompanied by their Chiefs of Operations, Brigadier General Mactar DIOP, Chief of Staff of the ECOWAS Standby Force, Dr. Cyriaque Agnekethom, and the Chief of Staff of the ECOWAS Standby Task Force, Cyriaque Agnekethom, ECOWAS Director of Peacekeeping and Regional Security and experts from the ECOWAS Political Affairs, Peace and Security Department.

Economic Community of West African States (ECOWAS) will deploy a pre-election fact-finding mission to Côte d'Ivoire from 29 June to 5 July 2025
In accordance with the provisions of Article 12 of the ECOWAS Supplementary Protocol on Democracy and Good Governance, Article 53(C) of the ECOWAS Conflict Prevention Framework, and the decision of the Conference of Heads of State and Government to send pre-election missions in a timely manner to Member States holding elections, the ECOWAS Commission will deploy a pre-election fact-finding mission to Côte d'Ivoire from 29 June to 5 July 2025. This mission will be led by Professor Theodore HOLO, former president of the Constitutional Court of Benin. It consists of ten members, including Ambassador Abdel-Fatau MUSAH Phd, Commissioner for Political Affairs, Peace and Security of the ECOWAS Commission, and H.E. Ms. Adjovi Yekpe, Ambassador of Benin to ECOWAS, representing the Committee of Permanent Representatives of ECOWAS Member States. The mission will be assisted by electoral experts from the sub-region and a technical team from ECOWAS led by H.E. Fanta Cissé, ECOWAS Resident Representative in Côte d'Ivoire. The programme for the pre-election mission to Côte d'Ivoire includes meetings with the Ministry of Foreign Affairs, the Ministry of the Interior and Public Security, the Independent Electoral Commission (CEI), the High Authority for Audiovisual Communication (HACA), leaders of political parties from the presidential camp and the opposition, and civil society organisations. The various activities to be carried out during this mission will enable the Head of Mission and the experts to (i) collect all the legal texts governing the holding of the 2025 presidential election in the Republic of Côte d'Ivoire; (ii) meet with the electoral management body (EMB), the administration, the leaders of coalitions and political parties, civil society and all other stakeholders in the electoral process; (iii) collect all information relating to the conditions under which the presidential election will be held; Collect all relevant information concerning the competing political coalitions and parties; (iv) gather any other information useful for a proper assessment of the political atmosphere; and finally (v) assess the state of preparations for the holding of the presidential election under proper conditions. The information obtained by the ECOWAS pre-election mission at the end of its stay in Abidjan, will be subject to objective analysis and will be recorded in a report accompanied by recommendations to the management of the ECOWAS Commission. Economic Community of West African States (ECOWAS) Commission holds technical meeting for the establishment of economic and social council in west Africa
The ECOWAS Commission, through the Department of Political Affairs, Peace and Security (PAPS), is holding a technical session to advance the course of the establishment of an Economic and Social Council of West Africa (ECOWAS-ECOSOC), beginning from the 26th of June 2025 in Niger state, Nigeria. The two-day meeting brings together officials from the relevant ECOWAS Departments, Directorates and Divisions, including consultants and partners charged with building on the earlier phases of consultations within the context of the wider efforts aimed at consolidating democracy, peace and security while strengthening political stability, security, participatory governance and citizen's inclusion in the region. In his opening remarks, the ECOWAS Commission's Commissioner for Political Affairs, Peace and Security Amb Abdel-Fatau Musah charged participants to be mindful of the goal of an ECOWAS-ECOSOC which is to constitute that bridge of a powerful voice to interface with decision makers and at the same time being a reverse influential organ of citizenry engagement. He noted that the idea of an ECOSOC for ECOWAS is to mutually reinforce everyone through an institutionalized people's organ with a facilitating platform that is a voice of the regional community's farmers, young people's organisations, non-governmental organizations, women, youth and professional groups, etc. The Commissioner added that through ECOWAS-ECOSOC as an authentic voice of the people, 'we are our own architects, the People's social wellbeing in order to truly attain a people-centered development. The benefits will be for all as the proposed organ should be insulated from the control of national governments being an authentic voice of the people' He added. Following the welcome address by the Ag Head, Mediation and Coordination of Regional Political Affairs Mr. Constant Gnacadja, the facilitator and former Vice President of the ECOWAS Commission H.E Toga Gayewea McIntosh gave an overview of the previous consultative meetings. There were also goodwill messages from the representatives of ECOWAS Commission's partners- the African Union, the United Nations Office for West Africa and the Sahel (UNOWAS) as well as the ECOWAS Community Court of Justice. At the meeting, participants will examine, among others, the justification of ECOSOC, membership and eligibility criteria, structure and sustainability. A firmly established ECOWAS-ECOSOC is seen as movement that can play a crucial role in identifying emerging social and economic trends and issues by strengthening the use of dialogue, advocacy, as well as policy recommendations in the resolution of common challenges of poverty, inequality, political instability, environmental difficulties and conflict. The technical meeting builds on the foundations laid by the earlier held Internal consultative Meeting of ECOWAS Staff, which took place on the 12th to 13th of December 2023 in Lagos, the regional consultative meeting of civil society organisations that happened on the 22nd and 23rd of February 2024 in Abuja and the experts' group meeting which held on the 12th and 13th of June 2024, in Cotonou, Republic of Benin. Visit of Prime Minister to Ghana, Trinidad & Tobago, Argentina, Brazil, and Namibia (July 02 - 09)
Prime Minister Shri Narendra Modi will undertake a visit to Ghana from July 02-03, 2025. This will be Prime Minister's first ever bilateral visit to Ghana. This Prime Ministerial visit from India to Ghana is taking place after three decades. During the visit, Prime Minister will hold talks with the President of Ghana to review the strong bilateral partnership and discuss further avenues to enhance it through economic, energy, and defence collaboration, and development cooperation partnership. This visit will reaffirm the shared commitment of the two countries to deepen bilateral ties and strengthen India's engagement with the ECOWAS [Economic Community of West African States] and the African Union. In the second leg of his visit, at the invitation of the Prime Minister of the Republic of Trinidad&Tobago, H.E. Kamla Persad-Bissessar, Prime Minister will pay an Official Visit to Trinidad&Tobago (T&T) from July 03 - 04, 2025. This will be his first visit to the country as Prime Minister and the first bilateral visit at the Prime Ministerial level to T&T since 1999. During the visit, Prime Minister will hold talks with the President of Trinidad&Tobago, H.E. Christine Carla Kangaloo, and Prime Minister H.E. Kamla Persad-Bissessar and discuss further strengthening of the India-Trinidad&Tobago relationship. Prime Minister is also expected to address a Joint Session of the Parliament of T&T. The visit of Prime Minister to T&T will impart fresh impetus to the deep-rooted and historical ties between the two countries. In the third leg of his visit, at the invitation of the President of Republic of Argentina, H.E. Mr. Javier Milei, Prime Minister will travel to Argentina on an Official Visit from July 04-05, 2025. The bilateral visit of Prime Minister will further deepen the multifaceted Strategic Partnership between India and Argentina. In the fourth leg of his visit, at the invitation of President of the Federative Republic of Brazil, H.E. Luiz Inacio Lula da Silva, Prime Minister will travel to Brazil from July 5-8, 2025 to attend the 17th BRICS Summit 2025 followed by a State Visit. This will be Prime Minister's fourth visit to Brazil. The 17th BRICS Leaders' Summit will be held in Rio de Janeiro. During the Summit, Prime Minister will exchange views on key global issues including reform of global governance, peace and security, strengthening multilateralism, responsible use of artificial intelligence, climate action, global health, economic and financial matters. Prime Minister is also likely to hold several bilateral meetings on the sidelines of the Summit. For the State Visit to Brazil, Prime Minister will travel to Brasilia where he will hold bilateral discussions with President Lula on the broadening of the Strategic Partnership between the two countries in areas of mutual interest, including trade, defence, energy, space, technology, agriculture, health and people to people linkages. In the final leg of his visit, at the invitation of the President of the Republic of Namibia, H.E. Dr. Netumbo Nandi-Ndaitwah, Prime Minister will embark on a State Visit to Namibia on July 09, 2025. This will be the first visit of Prime Minister to Namibia, and the third ever Prime Ministerial visit from India to Namibia. During his visit, Prime Minister will hold bilateral talks with President Nandi-Ndaitwah. Prime Minister will also pay homage to the Founding Father and first President of Namibia, Late Dr. Sam Nujoma. He is also expected to deliver an address at the Parliament of Namibia. The visit of Prime Minister is a reiteration of India's multi-faceted and deep-rooted historical ties with Namibia.
