
Vessel Speed Bylaw Out For Consultation
The proposed Navigation (Vessel Speed) Bylaw is aimed at high-speed commercial traffic to regulate their speed in Queen Charlotte Sound and Tory Channel and does not affect recreational vessels.
Harbourmaster Captain Jake Oliver told June's Council meeting the bylaw looked ahead to technological changes and advancements in ship design to mitigate risks that could arise with ship wash and wake.
'At the moment there are no changes for ferries transiting the Sounds and it doesn't stop people operating in Tory Channel,' he said. 'We are looking ahead and want to be prepared for risks any new or future ships may pose regarding wash and wake. It does not change the status quo but enables Council to have appropriate tools available to manage potential future issues.'
The bylaw would enable operators to apply for a permit to exceed the speed limit, provided the resulting wake did not exceed a certain threshold.
The previous bylaw came into force in 2010 and was aimed at managing the fast ferries of the day. It reduced their speed to convert their wake outputs so they were essentially the same as those of the conventional ferries. This managed a significant hazard at the time for other users of the Sounds, Captain Oliver said.
Submissions open on Monday 14 July and close at 5pm on 15 August.

Community aims to stop Takapuna golf course conversion

Greytown skatepark construction well underway

Photo: LDR / EMILY IRELAND When Greytown resident Deb Dennes first picked up the fight to get the town's first skate park built, she had visions of her then 6-month-old being one of the many children to use it. Eighteen years on, and although her kids have grown up, the ground has finally broken, and construction on the wheels park is well underway at the corner of Cotter and Pierce streets. "It's super exciting to see that our kids will finally have what all the kids in Wairarapa have had for decades," Dennes said. After battling for progress and "throwing our hands up in the air", she passed the torch to fellow Greytown resident Sid Kempton, who has been pushing the project along for more than a decade. "I still remember 16 years ago Deb and her husband Mike came to my house and they had a cardboard box of all the work they had done to that point and their parting words were, 'good luck'," Kempton said. As a parent and skateboarder, Kempton was pleased he had been able to keep the momentum for the project going. Despite "ups and plenty of downs", ground has broken on the site and stage one of the Greytown Wheels Park was on track to be completed by the end of October. Approved as part of South Wairarapa District Council's 2021-31 Long Term Plan, the project was part-funded by council to the value of $1 million, with the balance to be raised by the community for further stages. The council funds were from developer contributions and could only be used for the development of reserves and open spaces. Councillor Alistair Plimmer said it was this project that was one of the driving reasons he stood for council in 2019. At the time, he said council's support of the wheels park was "deadlocked" and "going nowhere". He and fellow Greytown ward councillors had helped push the project along over the past two trienniums. First-term Greytown councillor Martin Bosley said being able to see tangible progress on the park was a good thing. "It makes you feel good about being on council." The wheels park was being built by Convic Creative Community, which had carved a name for developing more than 800 community spaces around the world, including parks in Avalon and Auckland, as well as Australia and Dubai. An agreement was previously signed with another contractor in August 2023, with construction set to begin at the start of this year, but the contractor withdrew from the project. Stage one, which would be completed in a few months, would deliver the core elements of the wheels park suitable for kids to use. Resident Satisfaction On The Up
Horowhenua residents say they're more satisfied with Council than they were last year. Every year Council asks the community to provide feedback on how satisfied they are with the services and facilities we provide. This year we asked more than 8,000 residents for their views, and when we crunched the numbers their overall satisfaction rate was 63 percent. That's upslightly from last year's 62 percent, and it's much better than the 49 percent satisfaction score from 2022. 'While there will always be more work to do to improve the amenities and services we provide, we're proud of this result,' says Chief Executive Monique Davidson. 'It shows that the hard work being put in by your Council and its kaimahi is paying off – and that you're seeing the results.' Things people liked included our libraries, which recorded a 94 percent satisfaction rating, and kerbside rubbish collection, which scored 92 percent. On the other hand only 39 percent of respondents were satisfied with footpath maintenance, and just 40 percent believed Council is open and transparent with its decision-making. The Net Promotor Score (NPS), which measures customer loyalty and satisfaction and can range from 100 to –100, dropped from –9.5 last year to –13.2. 'We appreciate the frankness with which people have told us we can do better in some areas, and we're working hard to improve,' says Monique Davidson. 'The survey is so useful to us. It allows us to celebrate when the community tells us we're making a difference – but it also helps us focus closely on what isn't working as well.'
