Certis says sick leave policy designed to address system misuse, not to penalise employees
'The aim is to ensure fairness and maintain operational readiness, especially amid ongoing challenges in recruiting and retaining officers in a tight labour market. The policy helps us address rostering challenges and mitigate manpower shortages, as we ensure the safety and well-being of our stakeholders,' said a spokesperson.
Details of the company's sick leave policy made headlines recently, with requirements for staff to remain at home or to share their "live" location via digital devices.
'We wish to clarify that the policy applies only to our frontline officers. We conduct care visits only under compelling circumstances, such as when officers are on frequent or extended medical leave,' Certis said on Tuesday.
'These visits can be to the officers' homes, or to the hospitals if they are hospitalised. Furthermore, supervisors will remain available if our officers require any assistance.'
The spokesperson added that the intent of such follow-ups was not punitive. It was instead to understand if its officers require further support and also to help manage manpower planning.
'In vast majority of the cases where medical leave is genuinely taken, such visits are often well-received by our officers,' said Certis.
'We have encountered a very small number of cases where individuals have misused medical leave. For instance, there have been situations where officers took MCs to travel overseas. These irresponsible behaviours affect overall team resourcing and are unfair to colleagues who need to cover additional shifts.'
Certis also said that it understands that there have been rumours of employees being terminated solely as a result of non-compliance to these policies.
'We firmly reject these rumours. Termination of employment is decided upon the severity of an officer's misconduct, such as proven malingering, and only taken as a last resort after an extensive and fair process.
'Since recent media reports, Certis has been actively engaging with our union partner, the Union of Security Employee. We are working with USE to review the current processes around the care visits, and will partner them to strengthen our engagement with employees to ensure greater clarity around our policies and to reinforce our commitment to fair and respectful treatment of all staff.'
The spokesperson added that Certis acknowledges its frontline roles can be physically demanding and challenging.
'We deeply value the efforts of our officers on the ground and recognise the importance of supporting their health and well-being.'

Driver who caused death of pillion rider not NUS student, says university
SINGAPORE: A driver who caused the death of a teenager riding pillion on a motorcycle has never been a student at the National University of Singapore (NUS), the university said in a statement on Tuesday (Jul 1). Jarrett Tee Lee Kiat had been identified as an NUS student at the time of the incident, in reports on court proceedings based on official court documents. However, after Tee's sentencing, NUS posted a statement on Facebook saying that Tee "has no affiliation with this university". "There are no records that this individual has ever been or is currently a student of NUS," said the university on its Facebook page. The 30-year-old Singaporean was sentenced to jail for five years and eight months on Jun 27 for dangerous driving causing the death of Ms Leann Lim Jia Le, 18. He had been driving along the East Coast Parkway expressway at speeds of up to 160kmh when he sped up and overtook the motorcycle Ms Lim was riding pillion on. He then began to play "blocking and braking games" with the motorcycle. After asking his passengers "Do you want to see motorcycle fly?", Tee side-swiped the motorcycle, flinging its rider and pillion five to eight metres away. Ms Lim died of multiple injuries from the collision, and Tee said "she deserved it as she come and push my limit", according to court papers. Court documents that media outlets based their reports on stated: "At the time of the incident, the accused was a full-time student at the National University of Singapore and was also working part-time as a chef as well as a social media influencer".

More than US$2.7 billion (S$3.4 billion) in alleged misappropriated funds is being sought from Standard Chartered Singapore (StanChart) in a High Court lawsuit filed by liquidators in the 1Malaysia Development Berhad (1MDB) saga. The suit, which represents the latest wide-ranging effort to recover funds siphoned from Malaysia's sovereign wealth fund 1MDB – from which US investigators claim about US$4.5 billion was stolen between 2009 and 2014 – was brought by court-appointed liquidators Angela Barkhouse and Toni Shukla from financial services firm Kroll. When asked by The Straits Times why the lawsuit was being brought at this juncture, a Singapore-based lawyer for the liquidators declined to comment. The suit, which was filed on June 30, seeks to hold StanChart accountable for its role in allegedly enabling fraud to be committed against 1MDB and the systematic theft of funds. Three companies in liquidation linked to 1MDB – Alsen Chance Holdings, Blackstone Asia Real Estate Partners and Brightstone Jewellery – alleged that between 2009 and 2013, StanChart permitted over 100 intra-bank transfers that helped conceal the flow of stolen funds and chose to overlook obvious red flags regarding these transfers. The suit claims that in doing so, the bank failed to comply with Singapore's anti-money laundering (AML) regulations and client due diligence rules. StanChart, in a statement on July 1, said: 'Any claims by these companies are without merit and Standard Chartered will vigorously defend any lawsuit commenced by the liquidators.' The suit claims that the three companies lost over US$2.7 billion and $20 million in public funds. StanChart, in response to ST's queries, said it has 'not yet received the legal claim documents, and emphatically rejects any claims made by these companies'. The liquidators who are making these claims have publicly stated that these companies were shell companies with no legitimate business and were linked to fugitives Low Taek Jho and his associate Eric Tan Kim Loong, StanChart said. They operated under false pretences, and acted as a conduit for funds misappropriated from 1MDB to launder monies, the bank said. According to the lawsuit, the transfers demonstrate serious breaches and control failings that ultimately enabled the theft of public funds by people operating at the highest levels of the Malaysian government during that period. The account held by Blackstone Asia Real Estate – a firm owned by Tan – allegedly disbursed US$150 million directly to the personal bank account of Najib Razak, the former prime minister of Malaysia who has since been jailed for corruption and money laundering. Some US$4.7 million was disbursed to jewellery, watch and bag vendors to pay for the luxury goods purchased by Najib's wife Rosmah Mansor. Another US$1 million allegedly went to Red Granite Pictures, a movie production and distribution company controlled by Rosmah's biological son Riza Aziz, to pay for movie development expenses, among other things. An account held by Alsen Chance Holdings disbursed US$53.4 million to jewellery, watch and bag vendors to pay for Rosmah's luxury goods purchases, and another US$38.75 million to Red Granite Capital. The account held by Brightstone Jewellery disbursed US$77.2 million to jewellery, watch and bag vendors to pay for Rosmah's luxury goods purchases. According to the suit, these amounts, along with the nature of the money flows, are evidence of how StanChart had failed to conduct the anti-money laundering safeguards. In 2016, the Monetary Authority of Singapore (MAS) imposed financial penalties of $5.2 million on StanChart and required that disciplinary action be taken against its officers who failed to perform their duties, following findings of significant lapses and serious regulatory breaches. A spokesperson for the 1MDB board said on July 1: 'The Malaysian people were the true victims of this global fraud, and all parties are determined to hold every facilitator to account – including financial institutions that failed in their most basic duties of vigilance and responsibility.' StanChart, in its statement, pointed out that the transactions at issue date back to 2010. 'We reported the transaction activities of these companies, both before and at the time we shut their accounts in early 2013, and fully cooperated with the investigating authorities,' it said. 'As set out in the MAS' December 2016 media release on the penalties on StanChart for 1MDB-related AML breaches, MAS concluded their inspection of StanChart in relation to 1MDB-related fund flows. 'While MAS identified regulatory breaches, the inspection did not find pervasive control weaknesses or wilful misconduct at Standard Chartered,' the bank said. 'Standard Chartered takes our responsibility to fight financial crime extremely seriously. TOKYO - The total number of officially recognised Hiroshima and Nagasaki atomic bomb survivors has fallen below 100,000 for the first time since the certification system began in fiscal 1957, government data showed July 1. The number of survivors holding a health book, which entitles the holder to free lifetime medical care, stood at 99,130 as at the end of March, down 7,695 from the previous year, according to the Ministry of Health, Labour and Welfare. Their average age rose 0.55 years to 86.13. As the 80th anniversary of 1945 US atomic bombings and the end of World War II approach, questions are being raised about how best to support aging survivors and pass on their stories. According to the ministry, Hiroshima Prefecture had the highest number of health book holders at 48,310, followed by Nagasaki at 23,543 and Fukuoka at 3,957. There were around 200,000 health book holders in fiscal 1957, with the number peaking at over 372,000 in fiscal 1980 before beginning a steady decline. The number of holders fell below 300,000 in fiscal 1999, and 200,000 in fiscal 2013. Individuals are recognised as 'hibakusha,' or survivors of the atomic bombings, if they were within designated areas or in utero at the time of the attacks, entered either of the two cities within two weeks of the attacks, or were exposed to radiation under conditions likely to affect their health. While hibakusha are entitled to receive medical care and may receive allowances depending on their illnesses, there are some individuals who decide not to apply for the health book despite qualifying for fear of discrimination.
