Oman: Ishraq Fund launched to drive sharia-compliant investments in Oman
This innovative, Sharia-compliant endowment investment fund represents a significant advancement in enhancing waqf investments in the sultanate. It contributes to embedding sustainable development principles and maximising the social impact of investments – both key pillars of Oman Vision 2040.
In a statement to Oman News Agency, Dr Ahmed Ali al Ka'abi, Chairman of the Ishraq Endowment Fund's Board of Directors, said that the operational launch represents a major milestone in the fund's journey. He emphasised that the next phase will involve activating investments in line with a strategic vision carefully crafted by the board.
He added that the fund is moving from the establishment phase to active operations by initiating investments in Sharia-compliant public markets. The goal is to generate sustainable financial returns that support charitable initiatives and social projects.
'The fund offers diverse opportunities for investors – both individuals and institutions – through a range of subscription categories, including perpetual endowers, temporary endowers, and investing subscribers.'
Khalid Awadh al Balushi, CEO of Oman National Investments Development Company (Tanmia) and Investment Manager of the Ishraq Endowment Fund, noted that this initiative continues Tanmia's pioneering role in establishing and managing high-quality investment funds. He described the fund as a practical embodiment of socially impactful investment and a strategic step forward in enhancing the waqf sector's contribution to the national economy.
Balushi added that the Ishraq Endowment Fund provides sustainable, Sharia-compliant investment opportunities that deliver tangible, positive societal outcomes, aligning with national priorities on sustainability and community partnership. Tanmia will draw upon its extensive expertise in fund management to ensure that the fund meets its objectives and achieves the desired returns.
The Ishraq Endowment Fund introduces an innovative model that combines financial returns with social impact. Through its investment returns, contributors can support social and developmental projects in sectors such as health, education, and social care, while also generating stable financial yields.

Driving Innovation and Partnerships for Sustainable Progress The UAE delegation, in partnership with the UAE Consulate General in New York, showcased national leadership in advancing the SDGs through innovation and collaboration. The pivotal role of the Global Councils for SDGs – launched at the World Government Summit – was highlighted as a platform uniting leaders from government, international organizations, academia, and the private sector to accelerate progress through shared expertise. Sessions organized by the General Secretariat of the National Committee on SDGs focused on promoting gender balance and child welfare, addressing the digital gender gap, and strengthening women's leadership as essential drivers of sustainable growth beyond 2030. The UAE also hosted a roundtable on reimagining economic growth for people and the planet, and led discussions on economic diplomacy and integrating social and economic objectives for global stability. Additionally, the Ministry of Interior presented successful cross-border environmental initiatives, such as the Green Shield Operation, which aims to protect biodiversity in the Amazon Basin. Dubai Land Department, Masdar City sign memorandum to enable free zone companies to own properties in Dubai
Dubai Land Department signed a memorandum of cooperation with Masdar City, aiming to enable companies and establishments operating in the free zones under Masdar City to own land plots and properties under the freehold ownership system in Dubai, within a clear and comprehensive regulatory framework. This step is part of Dubai Land Department's efforts to enhance the competitiveness of the emirate's real estate market and expand the investor base by creating new opportunities for free zone companies, in line with the objectives of the Dubai Real Estate Strategy 2033. The MoC was signed by Majid Al Marri, CEO of the Real Estate Registration Sector at DLD, and Ahmed Baghoum, Chief Executive Officer of Masdar City, during an official ceremony held in Dubai, in the presence of several directors from both sides. Majid Al Marri said, 'We continue to expand access to Dubai's freehold market through collaborative models that enhance the integration of the real estate ecosystem across the UAE. Enabling companies registered in free zones to own property in the emirate aligns with our vision of building a more open investment environment that offers diverse ownership options. Held at the Permanent Mission of the United Arab Emirates to United Nations, the session showcased the UAE's advanced model in government knowledge sharing and its effectiveness in promoting institutional excellence globally. It brought together senior representatives from governments, international organisations, and research institutions to explore multilateral and shared experiences that support the 2030 Agenda for Sustainable Development.
