AP to launch instant auto-mutation system for property transfers in 17 municipal corporations

VIJAYAWADA: The State government will launch an Instant Auto-Mutation System for property ownership transfers on August 1, initially in 17 municipal corporations. The system will automatically update municipal property records during property registration, eliminating the need for citizens to visit Urban Local Bodies (ULBs) separately. Auto-mutation will be triggered once the buyer pays the applicable mutation fee and clears all pending municipal dues, including property tax, water and sewerage charges, and vacant land tax. Municipal Administration and Urban Development Principal Secretary S Suresh Kumar called the initiative a 'citizen-first reform' and a significant shift in service delivery. 'This is not just a technological upgrade, it's about transparency, speed, and removing red tape,' he affirmed. Developed in coordination with the Registrations and Stamps Department, the reform aims to eliminate delays, duplication, and departmental misalignment. Orientation sessions for municipal commissioners, sub-registrars, and district registrars were held on Friday to facilitate the rollout. Beyond Aadhaar and mobile verification, the system will include PAN card validation, electricity data, and geo-tagging to improve accuracy and bring unassessed properties into the tax net. The government has planned an awareness campaign and staff training within 48 hours.

Property auto-mutation to be rolled out in 17 corporations

Vijayawada: Ina major step toward transforming urban governance, the state government unveiled a groundbreaking Auto-Mutation System that will enable the instantaneous mutation of property ownership records at the time of registration. This pioneering digital initiative, which will initially be introduced in 17 municipal corporations starting August 1, 2025, marks a critical milestone in e-Governance and citizen service reforms. This innovative solution is designed to eliminate the need for property owners to visit urban local bodies (ULBs) separately for mutation formalities, thereby drastically reducing bureaucratic delays and enhancing transparency in property transactions. The state government has adopted a phased rollout approach, with the Auto-Mutation System first being deployed across 17 municipal corporations. The system will gradually be introduced in all urban local bodies. Until now, property mutation — the official update of municipal ownership records — has been a manual and time-consuming process. Property owners often faced challenges such as multiple visits to government offices, repeated document submissions, and a lack of transparency. These issues disproportionately impacted senior citizens, working professionals, and non-resident property owners. In response, the municipal administration and urban development department, under the leadership of principal secretary S Suresh Kumar collaborated with the registrations and stamps department to develop an integrated and fully automated IT system. With the Auto-Mutation System, when a property is registered at the sub-registrar's office, the mutation process is automatically triggered in the background. To ensure the process is instant and seamless, the system requires two conditions to be met: the buyer must pay the applicable mutation fee, and all outstanding municipal dues (property tax, vacant land tax, water supply, and sewerage charges) must be cleared. Once these conditions are fulfilled, the system instantly processes the mutation request and updates the ownership records within the respective municipal corporation's database. This eliminates the need for property owners to submit a separate application or visit the ULB, ultimately creating a more efficient and user-friendly experience for all citizens.

Irdai sets higher targets for rural, social, and motor TP coverage in FY27

The Insurance Regulatory & Development Authority of India (Irdai) on Friday issued a master circular raising the minimum specific cover for insurance companies under the rural, social, and motor third-party (TP) obligations for the financial year 2026-27 (FY27). According to the master circular, every life, general, and standalone health insurance company will have to cover 15 per cent of lives under individual and/or group insurance policies in 25,000 Gram Panchayats allocated to them in FY26. However, this number will increase to 50,000 Gram Panchayats by FY27, with 25 per cent coverage for the Gram Panchayats allocated in the previous year and 10 per cent for newly added Gram Panchayats during the year. Similarly, for companies with 2-5 per cent market share, there should be a 10 per cent increase in FY26 and 11 per cent in FY27. Insurers with 5-10 per cent market share are expected to see a 7.5 per cent increase in the number of vehicles insured over the last fiscal year, which should increase by 8.25 per cent in FY27. Companies with over 10 per cent market share in the motor TP segment should see a 5 per cent increase in the number of vehicles insured in FY26 and a 5.5 per cent increase in FY27.
