Who Is Sonal Patil, Pune Judge Set To Lead LGBTQ+ Pride Parade On June 8?
Pune's District Judge Sonal Patil launched the Nyaya Samhita Project to offer legal aid and spread awareness about government schemes among marginalised communities
In a significant show of support for the LGBTQ+ community, the District Judge of Pune will not only participate in but also lead the upcoming Pride Parade in the city scheduled for Sunday, June 8, 2025. Her decision to take part in the rally has surprised many and is being hailed as a powerful gesture toward inclusivity and equality.
While the LGBTQ+ community has long fought a legal battle for recognition—culminating in a historic Supreme Court verdict—social acceptance remains a challenge. The Yutak Charitable Trust's Pune Pride, held to raise awareness and visibility, is expected to be particularly special this year with the active involvement of the judiciary.
The Pune Pride 2025 March, organised by the Yutak Charitable Trust, is making headlines for the participation of Sonal S. Patil, Secretary of the Pune District Legal Services Authority (DLSA) and District Judge, who will join the march as a co-grand marshal.
With over 15 years of experience in the judiciary, Judge Patil has expressed strong support for the LGBTQ+ community and their ongoing struggle for equality. 'Inclusivity is essential for a free and just society," she said. 'When a person feels accepted, their confidence, motivation, and productivity increase," she added.
An Indian Express report highlights that inclusivity, according to Patil, promotes diversity and fosters a sense of belonging. She noted, 'When individuals feel included, they are more likely to experience a sense of belonging, which can boost their confidence, motivation, and productivity."
District Judge Sonal Patil has served in various judicial capacities across Maharashtra. In 2019, she was promoted to Deputy Registrar of the Bombay High Court and later appointed as Officer on Special Duty in the Supreme Court of India. Since 2023, she has been serving as the Secretary of the Pune District Legal Services Authority (DLSA). Judge Patil is also pursuing a PhD in Cyber Law from Bharati Vidyapeeth.
Settlement Of Cases Through Lok Adalats
Under the leadership of Judge Sonal Patil, more than 7.26 lakh cases have been resolved through National Lok Adalat, with settlements amounting to approximately Rs 2,698 crore. The District Legal Services Authority (DLSA) has also been actively supporting the LGBTQ+ community through a range of services, including free legal aid, counseling, awareness programs on legal rights and collaboration with NGOs.
'Our role is to ensure that every individual receives dignity and justice under the law," Judge Patil said. Referring to the landmark Navtej Singh Johar case, she noted that the Supreme Court has clearly affirmed the LGBTQ+ community's right to protection from discrimination.
Message To Society
In an interview with the Indian Express about her participation in the Pune Pride March, Judge Sonal Patil said, 'This is not just a step, but a message to society that every person is equal and deserves respect. We must all work together to build an inclusive society."
Patil highlighted that the Supreme Court of India has affirmed the LGBTQ+ community's right to protection against discrimination based on their sexual orientation and gender identity in the Navtej Singh Johar case.
Patil mentioned that the DLSA strives to empower marginalised communities by helping them assert their rights and access justice. 'Our mission is to uphold the rule of law and ensure that everyone is treated with dignity and respect," she stated.

First announced in Budget 2008-09, 58-km railway project in Bihar's Kosi-Seemanchal region to finally get started
The Ministry of Railways has decided to commence the 58-km Kursela-Bihariganj New Line project, which falls in the Kosi-Seemanchal region of Bihar, 17 years after it was first announced. In a written response to a question in the Lok Sabha on Wednesday, Minister for Railways Ashwini Vaishnaw said that the project could not be taken up earlier because of low traffic projection. 'Kursela-Bihariganj (58 Km) New Line and Jalalgarh-Kishanganj (51.87 km) New Line projects were included in the Budget 2008-09. However execution of these projects could not be taken up due to low traffic projections. Subsequently, several representations were received to revive these two projects and after sanction of Bikramshila-Katarea New Line project, Kursela-Bihariganj New Line has become an operational requirement. As such, it has been decided to take up these projects,' said Vaishnaw. Officials said that an allocation of Rs 170.8 crore has been provided in the financial year 2025-26 for these projects. The 26.23-km Bikramshila-Katreah project with a bridge over river Ganga was sanctioned in August 2024. The total cost of the project is Rs 2,549 crore. This project is in the vicinity of Tejnarayanpur-Sahibganj (35 km) which could not be taken forward due to low traffic projections. The outlay for the project has been kept as Rs 64.05 crore in FY26. Vaishnaw added that a survey for 92-km Bihariganj-Virpur via Murliganj, Triveniganj, Bhimnagar new line project has been taken up and field survey has been completed. In response to another question in the Lok Sabha, Union minister Vaishnaw said a total of eight surveys, covering a length of 1,351 km, have been taken up to improve the connectivity in Bihar. This includes Deen Dayal Upadhyay-Kiul third and fourth line, Chhapra-Katihar third and fourth line, Bihta-Aurangabad new line, Rampurhat-Dumka-Bhagalpur doubling, and Bakhtiyarpur-Tilaiya doubling, among others. State releases Housing Policy 2025, targets to build 50 lakh houses in 10 years
In a bid to pursue its vision of 'My House, My Right' by 2030, the state government on Wednesday released a resolution on the Housing Policy 2025, for the implementation of which the government is expecting an investment of Rs 70,000 crore. According to the policy, the government proposes to carry out a comprehensive programme for slum rehabilitation and redevelopment. The specific needs of low-income earners, senior citizens, women, industrial workers and students will be given priority consideration in the policy. As part of the policy, the government proposes to construct 35 lakh houses in five years. Further, the government plans to increase the size of MahaAwas Fund to Rs 20,000 crore. 'The ultimate target is to build 50 lakh houses in the next 10 years…To achieve this ambitious target, existing provisions under the Development Control and Promotion Regulations/Unified Development Control and Promotion Regulations and relevant institutional frameworks will be strengthened and modified as needed. Additionally, active participation from the private sector will be promoted through a range of incentive-based measures,' the policy said. 'The state level portal will soon be developed for providing information on housing development through government private sector partnership, through developers and also through state-run undertakings,' it said. The policy, which focuses on housing for all, aims to be a slum-free state by laying emphasis on economically weaker sections (EWS), lower income group (LIG) and middle income group (MIG) segments of the policy. The policy proposes affordable housing initiatives, redevelopment of old buildings to improve living conditions, optimization of land use and transformation of slums through public-private partnerships. It promotes inclusive housing by capturing resources created by the private market, integrated townships that offer affordable housing with essential services, and industrial workers' housing to ensure proximity to workplaces. Affordable housing has been given infrastructure status. This enables the developers to avail external commercial borrowing (ECB) and foreign direct investment (FDI) for their projects. It is also a sector eligible for priority sector lending (PSL) from banks and HFCs. On the concept of Walk to Work, around 10 per cent to 30 per cent land will be reserved for housing in MIDC (Maharashtra Industrial Development Corporation) areas. Such land should be handed over to the appropriate authority at the applicable acquisition price, so that authority can create adequate housing stock in such areas. The authority can also partner with the private industries to provide housing for industrial workers in a public-private partnership model. The policy proposes to reserve 10per cent to 15per cent of the land suitable for housing projects adjacent to the ambitious infrastructure projects (such as Samruddhi highway, Delhi Mumbai Industrial Corridor). The policy focuses on green building initiatives to promote sustainable development through eco-friendly practices and certifications. To ensure inclusive development, the policy also attempts to address affordable housing for other vulnerable groups such as senior citizens, working women, students, project affected persons (PAPs) and migrant workers. Amid burgeoning challenges due to climate change, the policy advocates construction of resilient housing towards climate change mitigation and adaptation. The policy proposes a slew of incentives including single window clearance, 1 per cent GST, floor space index (FSI) up to 2.5 per cent, commercial use permitted up to 10 per cent of utilised FSI, concession in development changes, waiver of registration and stamp duty charges to the operators, reduced property tax for the first 10 years of operation and 100% deduction on the profit of operating student housing. In case of slum rehabilitation schemes on public land, the slum rehabilitation schemes can be implemented in a joint venture by setting up a special purpose vehicle (SPV) and adopting the Dharavi model of 20:80. For this purpose, the initiative will require the Slum Rehabilitation Authority (SRA) to set up a special purpose company, in which the SRA should hold a 20 per cent stake with voting rights.

China is building the world's largest Yarlung Tsangpo dam on the Brahmaputra river in Tibet. Yarlung Tsangpo dam, the world's largest hydropower dam being built by China on the Yarlung Tsangpo River, which is known as the Brahmaputra in India, in Tibet, could pose a significant danger to India and other lower-riparian states including Bangladesh once $170 billion (about Rs 14 lakh crore) mega project is completed and becomes operational by 2030. Why China is building the world's largest dam on Brahmaputra? China has claimed that the gargantuan dam is aimed to bolster the country's energy independence as the gigantic hydropower project is projected to produce 60,000 MW of electricity or 300 billion kilowatt-hours of electricity annually, which is equal to the annual electricity consumption of entire Britain, and three times more than the capacity of the Three Gorges Dam– currently the largest dam in the world. With an estimated cost of 1.2 trillion yuan (about $170 billion), the Yarlung Tsangpo dam is the costliest infrastructure project in recorded history, and is being constructed in the Nyingchi region of Tibet, on the lower part of the river where its makes a U-turn at the Great Bend and enters Arunachal Pradesh in India. The mega dam will have as many as five cascading hydropower generation station, taking complete advantage of the Brahmaputra's 2,000- metre elevation slope. However, the project presents a major engineering challenge as it requires around half a dozen tunnels to be built the Namcha Barwa hills in order to divert about half of the river's water. The Yarlung Tsangpo dam was announced after Chinese Premier Li Keqiang visited the border region in 2021. Terming it as the ' project of the century', Keqiang asserted that the dam will solve electricity crisis in Tibet and also supply the surplus power to the northern and eastern parts of China. How Yarlung Tsangpo dam could impact India and Bangladesh? China has repeatedly stated that the gigantic dam will not cause any harm to lower riparian states like India and Bangladesh, claiming that the project was approved after decades of peer-reviewed research and studies. However, both New Delhi and Dhaka have expressed concern that the sheer size and magnitude of the dam would enable Beijing to weaponize the Brahmaputra waters in a conflict scenario. According to experts, northeastern states like Arunachal Pradesh and Assam could face severe water shortages if China decides to use the dam as a reservoir to store water, especially in non-monsoon months. In contrast, China could also cause severe floods in these states if it releases the stored water, essentially turning the dam into a weapon of mass destruction in a conflict scenario. In a recent statement, Arunachal Chief Minister Pema Khandu called the dam a ticking 'water bomb', that can store or release a whopping 80% of the river's water. The Brahmaputra's sediment makes farms in Assam and Bangladesh fertile, and this could be held back by the dam, hurting agriculture and fisheries in these states. Similarly, about 55% of irrigation in Bangladesh is dependent on the Brahmaputra, and agricultural production in the country could fall by 15% if the flow of the river dips by just 5%. Additionally, the country's famed mangrove forest, a UNESCO World Heritage Site, could also be at risk due to potential water shortage. As per various estimates, Brahmaputra meets 65% of Bangladesh's water needs, and potential water shortages could affect agriculture, fisheries, and increase salt intrusion in the country's coastal areas. Furthermore, the Yarlung Tsangpo dam is being built in an earthquake-prone region of the Himalayas, and could cause major devastation in lower riparian states if it ruptures or breaks apart due to a large seismic event. What is India's response? Meanwhile, India plans to build Siang hydropower project in Arunachal Pradesh with an expected capacity of 10 gigawatts. The project aims to ensure water security in the region and reduce the impact of China's mega dam, however, the undertaking faces hurdles like local opposition and environmental challenges. Additionally, India has demanded transparency and data sharing from China through the Expert Level Mechanism (ELM). Experts believe that India and Bangladesh can jointly put pressure on China, and the three countries reach a tripartite agreement under the UN Water Convention 1997. Notably, Bangladesh has also recently sought technical information on the impact of the dam.
