Boundaries of administrative units to be frozen on Dec 31, 2025 for Census

The Centre has asked states and Union Territories to make any proposed changes in the boundaries of administrative units before December 31, when they will be considered final for the census exercise.
In a letter to all states and Union Territories, Registrar General and Census Commissioner of India Mritunjay Kumar Narayan has said that for the Census, all villages and towns are divided into uniform enumeration blocks and for each block, an enumerator is assigned to avoid any miss or repetition during the population count.
According to norms, the Census can be conducted only three months after the freezing of boundary limits of administrative units such as districts, sub-districts, tehsils, talukas and police stations.
Narayan said from April 1, 2026, the Houselisting Operation, the appointment of supervisors and enumerators and the work division among them will be done, and on February 1, 2027, the Census of the population will begin.
It is important that once enumeration blocks are finalised, boundaries of administrative units are not changed, the letter said.
In his letter addressed to chief secretaries, Narayan asked them to direct all departments to make any proposed changes in the boundaries of municipal corporations, revenue villages, tehsils, sub-divisions or districts before December 31.
He asked the states and UTs to ensure that no changes should be made in the boundaries of administrative units between January 1, 2026, and March 31, 2027, during which Census exercise will take place.
Any changes in the existing boundaries must be intimated to Census Directorates in the states and Union Territories and Registrar General of India by December 31, 2025, it said.
"For Census 2027, boundaries of administrative units will be frozen on December 31, 2025," the letter said.
To ensure a fair workload for enumerators, an administrative unit is divided into manageable sections for the Census called "blocks".
A block is a clearly defined area within a village or town on a notional map for census purposes.
These are termed Houselisting Blocks (HLBs) during Houselisting Operations and Enumeration Blocks (EBs) during Population Enumeration and serve as the smallest administrative units for the Census.
India's 16th Census with caste enumeration will be carried out in 2027 with the reference date of October 1, 2026, in snow-bound areas like Ladakh and March 1, 2027, in the rest of the country.
The Census will be conducted in two phases. In phase one i.e. houselisting Operation (HLO), the housing conditions, assets and amenities of each household will be collected.
Subsequently, in the second phase i.e. Population Enumeration (PE), the demographic, socio-economic, cultural and other details of every person in each household will be collected.
In the Census, caste enumeration will also be done, a Government statement had said.
For Census activities, about 3.4 million enumerators and supervisors and around 130,000 Census functionaries would be deployed.
It is the 16th Census till now and the eighth after independence.
The ensuing Census will be conducted through digital means using mobile applications. Provision of Self-enumeration would also be made available to the people.
Very stringent data security measures would be kept in place to ensure data security at the time of collection, transmission and storage, the statement had said.
The reference date for Population Census - 2027 will be 00:00 hours of the first day of March 2027. For the Union Territory of Ladakh and the non-synchronous snow-bound areas of the UT of Jammu and Kashmir and states of Himachal Pradesh and Uttarakhand, the reference date will be 00.00 hours of the first day of October 2026, a notification had said.
This Census will be carried out after 16 years as the last one was done in 2011.

The government had previously told the court in an affidavit that social media intermediaries did not have the locus to fight for their users in court. It had also cautioned that if X resisted, it might lose safe harbour. Section 79 of the Information Technology (IT) Act, 2000, provides a safe harbour provision for intermediaries, such as X, shielding them from liability for third-party or user content they host or transmit, provided they comply with takedown requests within 36 hours of receiving official notice. X has argued that this provision has been misused to create a parallel blocking mechanism that violates the Supreme Court's judgment in the case of Shreya Singhal vs Union of India, which provides for orders for content removal only under a defined process established under the IT Act. The high court posted the matter on July 8 for further hearing.

Terming the decision of the railway ministry to increase the fares 'against the general public interest and more of a business-minded decision rather than the welfare objective of the Constitution', she demanded that the government should immediately withdraw the hike. (HT file) Addressing a press conference in Lucknow, the BSP chief said, 'As it is known that when most of the people of the country are suffering and unhappy due to hunger, inflation, poverty, unemployment and decrease in income, the increase in the train fare in the country by the Centre in such a situation seems to be a decision taken against the general public interest.' Mayawati alleged that the practice of increasing the exploitation of the common man by increasing the burden on their daily life through railways just like GST in the name of 'Nation First' was extremely unfair. 'It would be better if the government reconsiders it immediately,' she said. 'For crores of people here, the train journey is not a fashion, pleasure or tourism, rather it is a very painful journey and compulsion due to the increasing poverty, inflation, acute shortage of respectable permanent employment in the country, compulsion to leave their homes and migrate to feed the family,' she claimed. The government should not adopt a commercial approach towards them but treat them with sympathy and welfare, she said and added this has been everyone's expectation. 'Therefore, instead of worrying only for its own benefit and for a handful of rich and prosperous people, the government should take proper care of the crores of people of the country who are yearning to live a life of self-respect,' Mayawati said. 'Around 95 crore people in the country have been forced to become beneficiaries of at least one social welfare scheme of the government. Due to this, the number of such helpless people has increased to about 64.3 per cent in the current year 2025, whereas in 2016 this number was only about 22 per cent,' the BSP chief alleged. Attacking the BJP government in Delhi, she alleged that it was adopting an anti-people attitude of ruthlessly displacing the poor and those who migrate from other states, especially from UP, Bihar and Bengal for livelihood, without making any other arrangements. 'Their slums are being demolished so ruthlessly that it is very sad and shameful,' she alleged, stressing that the Delhi government says it is following the court's order. But, the honourable court did not say that you should displace them without making any other arrangements. The court has definitely said you should remove them but the court did not say that you should not make any other arrangements for them, she said. 'It is the responsibility of the government to first make alternative arrangements to settle them before removing their slums,' Mayawati added.
