Federal Minister for Maritime Affairs Qaiser Ahmed Shaikh has stressed the need for a fresh and holistic Maritime Policy 2025 to harness the potential of growing economies in Central Asia.
Addressing the National Maritime Policy Workshop 2025, Shaikh pointed out that Pakistan's ports are currently operating at only 50% of their capacity and projected that capacity utilisation would increase significantly as Pakistan's total import-export volume rises.
"However, we need to keep an eye on Central Asian countries as they are rapidly expanding their trade opportunities, and Pakistan should seize the opportunity as they lack their own seaports," the minister said, adding, "Prime Minister Shehbaz Sharif has recently visited Central Asian nations to explore further business prospects."
The conference, organised by the Ministry of Maritime Affairs, served as a platform for discussion, collaboration, and feedback from all relevant departments and sectors related to maritime affairs. It brought together government and private sector experts.
Once approved, the National Maritime Policy (NMP) 2025 will remain valid until 2047.
The minister emphasised the need to expand port capacities, stating that instead of handling four containers, Pakistan's ports should be capable of accommodating ships carrying up to 20,000 containers.
He said that Pakistan is attracting significant interest from global maritime companies and investors.
He pointed out that the global average contribution of the maritime industry to GDP is 7%, and Pakistan can achieve a target of 5%.
He also added that the maritime sector suffered losses amounting to billions of rupees last year, but a target to generate Rs100 billion in profit this year has been set. "I am sure we will achieve it," Shaikh added.
The minister announced that the government has decided to route 60% of all official imports and exports through Gwadar Port.
He emphasised that Gwadar Port must be upgraded with world-class facilities to establish it as a modern and fully operational deep-sea port.

Proposed amendment on LGs: NA Secretariat asked to issue reminder to all parliamentary party leaders

ISLAMABAD: A parliamentary body on Tuesday directed the National Assembly Secretariat to issue a reminder to all parliamentary party leaders to submit their opinion on the proposed constitutional amendment aimed at strengthening local governments. The Senate Standing Committee on Law and Justice, which met with MNA Chaudhry Mahmood Bashir Virk in the chair, discussed 'The Constitution (Amendment) Bill, 2025' (Article 140-A) moved by MNA Muhammad Jawed Hanif Khan, seeking to make local government institutions more viable and effective in line with the aspirations of the people of Pakistan. The parliamentary body observed that, in compliance with its previous directions, letters were issued to the provincial governments as well as to the parliamentary leaders of all political parties, seeking their views regarding the proposed amendment in Article 140-A. However, the committee has so far not received a response of any parliamentary leader in this regard. The committee directed the secretariat to issue a reminder to all parliamentary leaders to submit their opinions as soon as possible to proceed further in the matter. The meeting also considered 'The Qanun-e-Shahadat (Amendment) Bill, 2025' moved by MNA Shazia Marri. During detailed deliberations, the mover informed the committee that, in light of the discussions held during the previous meeting, the proposed bill had been redrafted. The revised draft of the bill was placed before the parliamentary body for consideration, she said. The members of the committee observed that, since the bill now contained substantive amendments, it was not feasible to deliberate upon the revised draft without prior examination. Therefore, the committee decided to defer consideration of the bill till its next meeting to allow members sufficient time for a thorough review. The committee also considered the 'Constitution (Amendment) Bill, 2024' (Article 25) moved by MNA Nafeesa Shah and 'The Code of Civil Procedure (Amendment) Bill, 2024' (Section 54-A) moved by MNA Sofia Saeed Shah but due to the non-availability of the movers, the committee decided to defer consideration of both bills to its next meeting, with the observation that no further deferment shall be granted. The committee decided that, in case of continued absence of the movers, the bills shall be taken up and decided upon in absentia. MNAs Zahra Wadood Fatemi, Kiran Haider, Syed Ibrar Ali Shah, Syed Naveed Qamar, Syed Hafeezuddin, Hassan Sabir, Ali Muhammad Khan, Umair Khan Niazi, Changaze Ahmec Khan, Sardar Muhammad Latif Khan Khosa, Aliya Kamran, Shazia Marri, Jawed Hanif Khan, and senior officials of Ministry of Law and Justice attended the meeting. Senate clears Criminal Laws (Amend) Bill: Push to end death penalty for specific crimes

ISLAMABAD: The Upper House of the Parliament, Friday, passed the Criminal Laws (Amendment) Bill, 2025, a legislative draft that seeks to abolish death penalty for anyone found guilty of the crimes like 'assault or criminal force to women, and stripping her of her clothes,' and 'harbouring hijacker.' The bill mainly replaces death penalty with life imprisonment in the cases involving aforementioned offences. Interior State Minister Talal Chaudhry presented the bill in the Senate session, following its passage by the relevant standing committee earlier, presided over by Deputy Chairman Senate Syedaal Khan. The senators including Pakistan Tehreek-e-Insaf (PTI) Parliamentary Leader in Senate Ali Zafar and Samina Mumtaz Zehri from Balochistan Awami Party (BAP) opposed the bill— that was still passed by the House. 'In my opinion, this is a very serious offence—that warrants death penalty,' Zafar said, adding that the law endorsing death penalty in above-mentioned cases was passed by the Senate and the National Assembly after thorough consideration. Zehri, who is also the Chairperson of Senate's Functional Committee on Human Rights, supported death penalty in cases involving serious assault on women, saying, more stringent laws be introduced and implemented in this regard. 'From where did this thought come to our minds that severity of a punishment can stop a crime?' the law minister responded. 'This myth is wrong,' the minister argued. 'There is no death penalty in the entire Europe. The crime rate is only two percent. Jails are empty there. They are converting their jails to museums—on the other hand, we have death penalty for 80, 90 or 100 crimes—but crime rate here touches the sky,' he added. 'Unfortunately, the Senate and the National Assembly did not pass this law. It came from a martial law administrator,' he said, referring to Zia-ul-Haq. According to the Statement of Objects and Reasons of the Criminal Laws (Amendment) Bill, 2025, in an effort to comply with the requirements of GSP+, and Pakistan's international commitments under ICCPR (International Covenant on Civil and Political Rights), three meetings with all stakeholders were held—to review reduction of the death penalty in order to bring it in line with international law and Islamic jurisprudence. The Statement adds that the Ministry of Interior and Narcotics Control proposed the draft Criminal Laws (Amendment) Bill, 2025, proposing omission of death penalty from Pakistan Penal Code, 1860 with an alternative punishment of life imprisonment in the relevant sections. Meanwhile, the House also passed the Extradition (Amendment) Bill, 2025, Pakistan Citizenship (Amendment) Bill, 2025, and Federal Board of Intermediate and Secondary Education (Amendment) Bill, 2025. Also, the National Agri-trade and Food Safety Authority Ordinance 2025 was laid in the House. The Senate session was adjourned till Monday. Copyright Business Recorder, 2025
