President Ramaphosa to undertake Working Visit to the Kingdom of Lesotho

President Cyril Ramaphosa will tomorrow, Wednesday, 23 April 2025, undertake a Working Visit to Maseru, Lesotho, to Co-Chair the Second Session of the Bi-National Commission (BNC) between the Republic of South Africa and the Kingdom of Lesotho, with His Excellency Samuel Ntsokoane Matekane, Prime Minister of Lesotho.
This South Africa–Lesotho Bi-National Commission (BNC) follows the Inaugural Session which was held in September 2023 in Pretoria.
The elevation of bilateral cooperation to a BNC level in 2022 was a recognition of the solid foundation upon which relations between the two countries are founded.
Further, it is a practical demonstration of the two countries' resolve that cooperation in various sectors should benefit all.
South Africa will use the upcoming session of the BNC to promote greater solidarity among countries of the region and the South in the light of geopolitical shifts.
South Africa will also underscore the strategic importance of the Lesotho Highlands Water Project (LHWP) and highlight a need to expedite the speedy implementation of Phase II of the project, taking into consideration the agreed timelines and allocated budget.
Many South African companies have made significant investments in Lesotho, which have created thousands of jobs.
The Bi-National Commission is expected also to reflect on the movement of people between the two states.
This week's engagement between the two countries will, among other discussions, focus on:
Fostering stronger political and bilateral relations between the two countries;
Deepening economic cooperation;
Reviewing implementation of the outcomes of the inaugural session of the BNC and identifying new priority areas; and
Exchanging views on regional, continental and global issues of mutual concern.
The BNC will be preceded by the Meeting of Senior Officials (SOM) and the Council of Ministers Meeting scheduled for 22 April 2025.
President Ramaphosa will be accompanied by 15 Ministers.

South Africa's lower house of parliament on Wednesday, 23 July 2025 passed the last major piece of annual budget legislation, after the two biggest parties in the coalition government found common ground after months of disagreements. The Appropriation Bill, which allocates funds to government departments and entities, was approved by a majority vote in the 400-seat National Assembly, a presiding officer said. The budget of Africa's biggest economy went through repeated delays and revisions this year as it became the focus of a power struggle between the long-ruling African National Congress and its biggest coalition partner, the Democratic Alliance. The DA, which until last year was the main opposition party, had initially refused to back the budget because of a value-added tax increase, which the ANC ultimately abandoned after it failed to secure the necessary support. The DA then said it would not approve the budgets of departments led by ANC ministers whom it had accused of wrongdoing. President Cyril Ramaphosa fired one of those ministers on Monday, which the DA said was enough to secure its support. Finance Minister Enoch Godongwana has admitted that navigating the budget process under a coalition government was difficult. South Africa's coalition, which is only a year old, followed three decades of ANC rule since the end of apartheid in 1994. The National Treasury released new technical guidelines on Wednesday aiming to improve the process next year, saying there would be "continuous political endorsement".

The Portfolio Committee on Women, Youth and Persons with Disabilities has noted the appointment of the new Board of the National Youth Development Youth Agency (NYDA) by President Cyril Ramaphosa. The Chairperson of the committee, Ms Liezl van der Merwe, said that the committee welcomes the new Board which replaces an interim one that has been in place since November 2024. She expressed the optimism of the committee on the new Board with members who have relevant skills and knowledge that will add a meaningful value to the NYDA and take it to the new heights. Ms van der Merwe said the committee expressed its faith in the new leadership of the NYDA, which is led by a new Chief Executive Officer. The committee wished the new Board well and trust that it will rise to the occasion. The Chairperson said the committee is looking forward to working together with the new Board and hopes that it will provide innovative solutions that will address the complex and vast challenges that currently face the young people. President Cyril Ramaphosa has, in terms of Section 9(1)(a) of the National Youth Development Agency (NYDA) Act of 2008, appointed members of the Board of the Agency for a period of three years, with effect from 1 August 2025. An Act of Parliament established the NYDA, primarily to address challenges faced by the nation's youth. The Agency functions as a single, unitary structure addressing youth development issues at national, provincial and local government level. President Ramaphosa has appointed the following Board members: - Ms Kelly Sandra Baloyi - Ms Thembisile Precious Mahuwa - Mr Bonga Siphesihle Makhanya - Mr Sibusiso Makhathini - Dr Wiseman Mfaniseni Mbatha - Dr Sunshine Minenhle Myende - Mx Busisiwe Nandipha Nxumalo President Ramaphosa has also, in terms of Section 9(5)(a) of the NYDA Act, designated Dr Sunshine Minenhle Myende as the chairperson of the of the National Youth Development Agency Board, and Mr Bonga Siphesihle Makhanya as the deputy chairperson of the Board. The President appreciates the willingness of the Board members to avail themselves for the national task of securing a promising future for the nation through the empowerment of young people.
