No Passports, No Study Abroad: China Limits Public Employees' Travel

When Tina Liu was hired to teach literature in a public elementary school in southern China, her contract included the usual warnings about absenteeism and job performance.
Then came another line: Traveling abroad without the school's permission could get her fired.
The rule was reinforced in a staff group chat. 'According to regulations from higher-ups, teachers need to strengthen their disciplinary awareness,' the message said. 'We will currently not permit any overseas vacations.'
Across China, similar warnings are spreading as the authorities tighten control over state employees' contacts with foreigners. Some kindergarten teachers, doctors and even government contractors and employees of state-owned enterprises have been ordered to hand in their passports. Some cities make retirees wait two years to reclaim their passports.
In many cities, travel overseas by public employees, even for personal reasons, requires approval. Business trips abroad for 'ordinary research, exchange and study' have been banned. And in most provinces, those who have studied abroad are now disqualified from certain public positions.
Officials cite various reasons, including protecting national security, fighting corruption and cutting costs. But the scope of the restrictions has expanded rapidly, sweeping up employees who say they have no access to sensitive information or government funds. The New York Times spoke to seven public employees, including an elementary school music teacher, a nurse and a literature professor, who confirmed the restrictions.

A growing number of North East attractions have confirmed they will stay closed for all of Monday or shut earlier than expected, as a weather warning has been issued for the region, as Storm Floris is expected to bring winds of over 80mph further north. And a 'do not travel' advice has also been given for anyone planning on heading north into Scotland. The North East is in for strong and potentially disruptive winds from around 6am on Monday and the yellow weather warning is in place until just before midnight, with the warning for Scotland being upgraded from yellow to amber, as conditions look set to be even worse north of the border. The warning for the North East covers all of Northumberland, as well as Newcastle, Gateshead, South Tyneside, Sunderland and Durham, extending down to Teesside. And it looks like the teams in charge of some of the region's most popular attractions are taking no chances, as, by Sunday evening, a whole host of them had confirmed that they wouldn't be opening at all on Sunday, while others will open for reduced hours. Asia's last bastion of Luddite resistance to modern payment technology is finally crumbling. From April 1, Hong Kong's cash-loving cabbies will be required to offer passengers at least two alternatives to banknotes. The drivers will be free to choose their digital-payment options. Most will probably install Octopus Holdings Ltd.'s readers, since Hong Kong residents use the ubiquitous stored-value card — or its app equivalent — on trains, buses and ferries anyway. The Octopus network can also be tapped by travelers from mainland China to pay via their Alipay and WeChat Pay accounts back home.
