BBC Radio 2 has lost half a million listeners since it controversially shook up its weekday schedule.
The station had an estimated weekly audience of 12.62million across April to June, figures show, down from 13.11million in the previous three months and from 13.3million this time last year.
Scott Mills replaced Zoe Ball as host of the flagship breakfast show in the revamp, which also saw Trevor Nelson given a new afternoon show and DJ Spoony present a late evening Monday to Thursday slot.
It is the lowest total for Radio 2 since the method of measuring listeners was introduced by the Radio Joint Audience Research in 2021, following a break during the Covid pandemic.
Ms Ball left as breakfast host in January after nearly six years, with Gaby Roslin and Mark Goodier filling in until Mr Mills took over. It saw her salary of £950,000 drop to £515,000 in the latest yearly figures.
The breakfast show had an average weekly audience of 6.22million in the three months to June, down from 6.45million in January to March.
Radio 2's weekly audience has now fallen by nearly 2million in three years, from an average of 14.53million in April-June 2022 – though it remains comfortably the UK's most popular radio station.
Radio 2 challenger Boom Radio, aimed at baby boomers and is now is now the UK's fastest growing commercial station, has recorded a record 711,000 weekly listeners after Ofcom this month blocked BBC attempts to launch a copycat Radio 2 spin-off station.
Zoe announced in November that she was leaving her Radio 2 Breakfast Show host to 'focus on family'.
The broadcaster, who had taken a mysterious six week absence hosting last summer, shares Woody, 23, and Nelly, 14, with ex husband Norman Cook.
Speaking about her departure on her show, Zoe said: ''After six years of fun times alongside you all on the breakfast show, I've decided it's time to step away from the early alarm call and start a new chapter.'
The veteran presenter said she was 'thrilled' to reveal her good friend Mill, as her replacement, telling listeners: 'Scott and I go way back to our Radio 1 days, when he was doing early mornings before me. He's been a close friend for years, and I'm beyond thrilled it's him taking over the Breakfast Show.
'Breakfast has always been his dream, and what a year he's had - from racing around the world to his beautiful wedding to Sam. He's not only a blooming brilliant producer but one of the best in radio. I can't wait to tune in on the school run!'.
It comes after Ofcom raised concerns with the BBC that the plans for a new station could have a significant adverse effect on competition.
The BBC unveiled plans for the new spin-off station in February which will focus on the music of the 1950s, 1960s and 1970s.
This would have come months ahead of the launch of the fully-fledged digital radio station, which is subject to a different regulatory process, including a 'Public Interest Test' consultation.
Online stations are not subject to the same scrutiny as proper DAB (Digital Audio Broadcasting) stations.
This sparked alarm among commercial rivals that the corporation was planning to plough ahead with the station on BBC Sounds before the plans were properly tested.
But it is understood that Ofcom has now blocked the imminent launch of the station on BBC Sounds and directed the corporation to include the online plans in the Public Interest Test.
This comes after an internal review by the BBC had reportedly found that the online launch would not have a significant adverse effect on fair and effective competition.
Commercial radio stations have complained to both Ofcom and the broadcaster about the plans and about the potential lack of scrutiny over the online launch.
There are concerns it would target the listeners of stations like Boom Radio, Greatest Hits and Absolute.
Phil Riley, co-founder of Boom Radio, which has successfully appealed to disaffected Radio 2 listeners, said he was 'delighted' Ofcom was telling the BBC to scrutinise the first stage of the launch.
He said: 'Our view has always been that this service, even if only delivered on BBC Sounds, represents unfair competition to our fledgling station, with huge risks to our future.
'It deserves the detailed scrutiny that only a full Public Interest Test and subsequent Ofcom BBC Competition Assessment can bring.'
He said the BBC had produced 'scant evidence' of the 'public value' of the plans and 'is not what the BBC should be doing'.
An Ofcom spokeman said: 'We will publish our decision in the coming days on whether the BBC's plans require a public interest test.'
A BBC spokesman said: 'We are surprised to hear commercial radio's comments on what they understand to be Ofcom's decision before this has been published.
'We are respectfully following the right regulatory processes in line with the Charter, Agreement and Ofcom regulation.
'This includes running a detailed Public Interest Test for our music extensions and having an ongoing dialogue with the music industry, Ofcom and our radio industry colleagues. Our plans are distinctive and measured, offering more choice and value to licence fee payers and doing so in a way only the BBC can.'
According to sources spin-offs plans for Radio 1 and Radio 3 spin-offs on BBC Sounds have been given the go-ahead.

Prince Andrew looked 'wary and threatened' as he was seen for the first time after the release of a scathing new biography about his life, a body language expert has claimed. The disgraced Duke of York, 65, was spotted driving a black Land Rover Defender alongside his ex-wife of 10 years, Sarah Ferguson, who herself looked in 'sadness or deep pain'. The pair were reportedly heading to Windsor Castle for some down time and a casual walk. It comes after the prince was heavily criticised in the book penned by Andrew Lownie and serialised by the Mail, called Entitled: The Rise and Fall of the House of York. One of the most explosive claims was that Prince Andrew and his nephew Prince Harry had a violent altercation in 2013 - something which the Sussexes have denied. It is also alleged in the biography that Prince Andrew was dubbed 'sex obsessed' and a 'perverted animal' by convicted paedophile Jeffrey Epstein. Body language expert Judi James told the Daily Mail that in the photos, which were first published yesterday, the Duke's eyes have a 'wary look' to them. She added that his 'tongue in cheek' expression could imply that he is 'threatened' or is experiencing feelings of 'contempt'. Ms James said this marks a contrast from Prince Andrew's more 'ebullient-looking body language at recent royal appearances'. 'Here his eyes have a wary-looking expression, and his mouth is closed with the lips pulled down at the corners,' Ms James explained. 'He either has a large sweet in his mouth or he is pushing his tongue into his cheek. 'The phrase "tongue in cheek" will be used to suggest someone is secretly laughing at something or wanting to appear dryly humorous or even mocking. 'As a performed gesture though it can be prompted by a range of emotions. Like teeth-licking, it can imply someone feels threatened or it can suggest contempt. 'It can occur when someone is deep in thought although this looks like the least likely cause here as Andrew is driving and he has his ex-wife beside him for company.' Speaking of Fergie, who is the mother of Andrew's two children, Princesses Beatrice and Eugenie, Ms James said she looks in 'pain'. 'Fergie's expression is in total contrast to her signature look,' the body language expert explained. 'Her brows are pulled into a deeply etched frown, and her eye expression suggests deep sadness or pain. 'Her chin is raised to hint at defiance or resilience, but her lips are tightly clamped and even sucked inward, also signalling a sense of inner pain and a possible desire to hide or self-protect.' The ex-couple were reportedly heading to Windsor Castle for some down time and a casual walk. Andrew donned a blue long-sleeved collar shirt, and kept one hand on the steering wheel as he glanced out of the four-by-four's windscreen window. Meanwhile, the Duchess of York donned a round-neck blouse and her signature red locks were tied away from her face. The new pictures came after Prince Harry denied having a 'physical fight' with Prince Andrew amid claims in the new book that punches were thrown. It was alleged that the altercation took place during a family gathering in 2013 over 'something Andrew said behind Harry's back'. Author Mr Lownie claimed 'Harry got the better of Andrew by all accounts', with Harry leaving his uncle 'with a bloody nose' before their brawl was broken up. Later Andrew is said to have told Harry his marriage to Meghan Markle would not last more than a month and accused his nephew of going 'bonkers' and not doing any due diligence into her past. On Saturday night, representatives for the Duke of Sussex denied the fight ever happened, adding that Andrew never made the alleged comments about Harry. There was even a long-standing rumour of an affair with a household staff member when he was still married to the Duchess of York. One nanny is said to have left because he made unwelcome advances. As a young man Andrew was said to be juvenile and fond of sly pranks - and sources said he has not changed much as an adult. At the same time he has a strong sense of of his own position as a senior member of the Royal Family, demanding people call him 'Your Royal Highness' and 'Sir' and insisting people stand up when he comes into the room. Some aides have been reduced to tears, while another was moved to different duties because Andrew 'disliked a mole on the man's face'. Former prime minister Boris Johnson was said to have remarked after being forced to dine with Andrew: 'I'm the last person to be a republican but, f***, if I ever have to spend another lunch like that, I soon will be.'

In a bid to ensure that soap fans' eyes are also on the Rovers Return, they have brought back Catherine Tyldesley, 41, (AKA Eva Price) as the pub's new sexy landlady. She will not be alone in catering to the drinking needs of Weatherfield and will be joined by Aaron McCusker, 46, who will play her new husband. An insider told The Sun: 'Corrie bosses were never going to take EastEnders ' shrewd decision to reinstate Kat and Alfie at the Vic lying down. 'So they took their time looking for the perfect actor to play her husband to Eva as she makes her return to Corrie as the new boss of the Rovers. 'When Aaron walked in, and once paired with Catherine, bosses knew they had the perfect partnership to run the soap's iconic pub.' Describing the pair's chemistry as 'electric', the insider noted that Aaron will bring his Irish charm to the pub as the pair put on a 'happy and loved-up' display. However, despite having all the friendliness associated with the Irish, the insider stressed that Aaron is not a character to be messed with. This meant that there have been an impressive one billion streams on ITVX so far this year. To put the change into context, compared to this time last year, soap viewing has increased by 35 percent. ITV's Managing Director of Media and Entertainment Kevin Lygo said: 'We have totally transformed our streaming offer with ITVX over the past couple of years.
