PRA achieves record-breaking tax collection

LAHORE: The Punjab Revenue Authority (PRA) has achieved a significant milestone by collecting a record Rs. 26.12 billion in tax revenues during May 2025, reflecting a 23% increase compared to the same month last year.
From July 2024 to May 2025, the Authority has collected a total of Rs. 240 billion, marking a 16% growth over the corresponding period of the previous fiscal year. Out of this, Rs. 225 billion was collected under Punjab sales tax, also showing a 16% year-on-year increase. Furthermore, Rs. 5.6 billion was generated through the Punjab Infrastructure Development Cess, showing an 18% rise, while the Punjab Workers Welfare Fund witnessed a substantial 30% growth, with Rs. 9.3 billion collected during the same period.
It is important to note that this performance has been achieved without imposing any new tax or increasing existing tax rates. The PRA credits this success to a robust enforcement strategy and the effective deployment of modern technology. With continued efforts, the Authority is confident of surpassing its annual tax collection target for the fiscal year.

ISLAMABAD: The federal Board of Revenue (FBR) will disallow 50 percent business expenditure in cases where a person makes a sale of Rs 200,000 or above on a single invoice and payment is not received through banking channel or digital means. According to an income tax circular issued by the FBR on Monday, new clauses have been inserted to make disallowance for expenditure under certain specific circumstances: Through Finance Act, 2025, a new clause (q) has been inserted in Section 2L of the Income Tax Ordinance,2001 whereby ten percent expenditure attributable to purchases from persons who are not NTN holder will be liable to disallowed. lt aims to enable formal sector to capture more market share as compared to that of informal sector. This provision will not apply on agriculture produce unless it is sold by middle men. EPBD's BoG rejects granting FBR excessive powers This provision also authorizes the board to exempt any class of persons subject to conditions and limitations as it deems appropriate. Through Finance Act 2025, a new clause (s) has been inserted in Section 21 of the Income Tax Ordinance,2001, which envisages that where a person makes a sale of Rs. 200,000 or above on a single invoice and payment is not received through banking channel or digital means 50 percent of the proportionate business expenditure attributable to such sales shall be disallowed. For the purposes of section 21(s), it is clarified that when a person, whether an NTN holder or otherwise, deposits the cash against invoices in the bank account of the seller, the payment shall be treated as having taken place through banking channel and no disallowance of the expenditure will be made in this regard under this clause. Through Finance Act, 2025, in section 22 of the Ordinance, the depreciation expense of any capital asset shall be inadmissible if the capital asset has been acquired without discharging the withholding obligation on the payments made under sections 152 or 153 of the Ordinance as the case may be. The said amount paid to a supplier of capital assets on which tax was not withheld and deposited will not become part of the cost of asset for the purpose of computation of tax depreciation for the tax year in which the acquisition is made. In an interesting but important development, US President Donald Trump has said he 'will substantially raise tariffs on India' over its purchases of Russian oil. In his new post, the US President assailed New Delhi for buying Russian oil and then selling it. Over the weekend the Indian government had said that India would keep purchasing oil from Russia despite Trump threats, prompting White House Deputy Chief of Staff Stephen Miller to officially accuse India of effectively financing Russia's war in Ukraine by purchasing oil from Moscow. The Indian diaspora or NRIs (non-resident Indians) in North America in particular are being chastised for Modi government's policy of funding the Russian war to kill innocent men and women in Ukraine. India deserved it because it had been trying to appease both the US and Russia simultaneously by pursuing the policy of running with the hares and hunting with the hounds. Now for the Sangh Parivar chickens have finally come home to roost. The consequences of India's bad actions are therefore unpleasant and unavoidable. CDA chief orders third-party audit of uplift projects

ISLAMABAD: Chairman Capital Development Authority (CDA) and Chief Commissioner Islamabad Muhammad Ali Randhawa on Monday directed third-party audits for all ongoing development projects, and ordered expedited completion of Islamabad Model Jail, IT Facilitation Centres, electric tram feasibility, and the operationalisation of the Blue Area Food Street. The directives came during a review meeting at the CDA headquarters. The meeting was attended by senior CDA and ICT Administration officials, including Member Administration and Estate Talat Mehmood, Member Engineering Syed Nafasat Raza, Member Environment Esfandyar Baloch, and others. The meeting reviewed progress on critical infrastructure and urban uplift projects such as Shaheen Chowk, Kashmir Chowk, Faizabad Interchange, Gardenia Hub (CDA Model Nursery), Pak Secretariat uplift, modern streetlight installation, police station upgrades, Safari Park, Theme Park, cable car, ferris wheel, and dancing fountain initiatives. Randhawa also instructed a detailed financial study of all projects recently transferred from PWD to CDA, including cost assessments, fund utilisation, and quality evaluation. He tasked the Planning and Engineering Wings to develop a strategy for the timely and efficient completion of these projects. In addition, directives were issued to accelerate the rollout of electric buses, establish charging stations, enhance the solid waste management system, improve water supply across sectors, and upgrade all 279 parks in Islamabad.
