Change & Building Government... High capabilities in facing challenges

Saba Yemen17-05-2025
Sana'a - Saba:
The Government of Change and Building exerted tremendous and exceptional efforts last week, reflecting a sense of responsibility and its ability to confront the challenges imposed by the aggression, as well as fulfilling its duty to secure citizens' needs.
It worked diligently to maintain security stability and public tranquility, activating follow-up and coordination efforts in the main operations room of the Emergency Committee, implementing the outcomes of the Supreme Emergency Committee, countering hostile media misinformation , incitement campaigns, and conveying media messages domestically and internationally about the crimes of aggression.
Sana'a Airport and Hodeidah Port
With high determination, resolve, and a steadfast message from the heart of Sana'a to the world, the government—represented by the Ministry of Transport, Public Works, and the General Authority of Civil Aviation—rehabilitated and maintained Sana'a International Airport following the Zionist aggression, restoring its full operational and technical readiness to receive civilian flights in accordance with the requirements and standards of the International Civil Aviation Organization (ICAO).
UN and international organization flights operating in the country resumed after a days-long halt due to the aggression, with all ground and navigational services provided as per international airport standards.
Meanwhile, the Ministry of Transport and Public Works began maintenance operations at Hodeidah and Ras Issa ports to restore operational, technical, and professional readiness. Transport Minister Mohammed Al-Qahaim reviewed emergency measures taken to contain damages and ensure the continuous supply of essential goods to the country, alongside mechanisms to enhance coordination between relevant authorities to improve efficiency and expedite ship entry procedures.
Significant efforts are being made to regulate the entry and exit of ships to and from Hodeidah Port's docks, scheduling vessels, organizing unloading operations, ensuring smooth maritime traffic, and securing the delivery of vital supplies to the people.
The ministry plans to implement several programs aimed at strengthening Hodeidah Port's role in meeting the people's basic needs , enhancing its technical and operational capacity to accommodate increasing maritime traffic.
Support for Gaza
In commitment to the pledge and steadfastness in the Yemeni people's faith-driven stance in support of Gaza, massive marches and rallies continued throughout the week in the capital secretariat and various provinces in solidarity with the Palestinian people, condemning the genocide crimes they face, declaring a general mobilization to confront the aggression's escalation, and disavowing traitors and collaborators.
The Yemeni Armed Forces continued to enforce a ban on flights to Zionist airports, targeting Lod Airport (referred to as "Ben Gurion" by Israel) during the week using hypersonic ballistic missiles and a "Zulfiqar" ballistic missile.
External Communication
The Ministry of Foreign Affairs and Expatriates continued its diplomatic efforts in external communication with relevant UN bodies and organizations, in line with the requirements of the current phase amid developments on the national, regional, and international arenas. It worked to clarify the truth of what is happening, the justice of the Yemeni cause, and convey it to international forums.
The Foreign Ministry affirmed that repeated Zionist aggression on Yemeni ports will be met with a painful response, considering it proof of the Zionist entity's abject failure in achieving its goals in Yemen and an attempt to seek illusory achievements after its image was shattered before all.
UN Engagement
Meanwhile, Deputy Chief of the General Staff and Head of the National Team for Redeployment in Hodeidah, Major General Ali Al-Mushki, met with the Acting Head of the UN Mission to Support the Hodeidah Agreement (UNMHA), Marie Mashette. He urged the UN and its mission to play a key and active role in alleviating civilians' suffering and facilitating their movement amid repeated violations and attacks by aggression mercenaries in southern districts of Hodeidah—the latest being the martyrdom of an entire family in Hays district due to mercenaries firing tank shells at civilian houses, coinciding with Zionist aggression on civilian sites in Hodeidah.
Additionally, National Team member Major General Mohammed Al-Qadri called on the mission to visit secret prisons in Al-Khokha, Mocha, and Hays and expose the crimes committed against civilians by the criminal Tariq Afash.
Summer Activities
Summer activities and courses continue with great momentum across various provinces. Agricultural initiatives were launched to instill a culture of farming among students, encourage afforestation, and educate them on its positive role in resilience and supporting national economic growth—in line with the directives of the Revolution Leader to focus on agricultural activities and strive for self-sufficiency.
Last week, the gifted students' forums were launched as part of the summer activities in the fields of innovation, storytelling, poetry, drawing, theater, chants, public speaking, folkloric arts, and more. These activities were accompanied by theoretical lessons on first aid skills for victims of various accidents, as well as practical applications for dealing with disasters and emergencies.
Additionally, training workshops were held for the scouting teams participating in the summer activities to introduce them to the concepts, foundations, principles, objectives, organizational structure, traditions, and scouting skills, as well as methods for forming and organizing scouting teams. Participants also engaged in cultural and sporting activities and scouting displays.
In Sana'a, an art exhibition titled "Gaza's Cry" was inaugurated. Organized by the Fine Arts Sector of the Ministry of Culture and Tourism with support and funding from the Heritage and Cultural Development Fund, the exhibition will run for a week.
The exhibition featured creative paintings crafted by a number of talented fine artists and students from summer schools, expressing the suffering of the people of Gaza and the importance of standing with, supporting, and advocating for the Palestinian cause. It also highlighted Yemen's brave and heroic stance in supporting Gaza and all of Palestine.
In appreciation of the supporters and contributors to the success of the summer programs, the Minister of Culture and Tourism, Dr. Ali Al-Yafai, and the Secretary-General of the Capital, Dr. Hamoud Abbad, honored businessman Mohammed Al-Dawah for his support to the summer program students in the Capital Secretariat.
Maintaining Security
The government of change and building has been keen on maintaining security and stability while strengthening the country's national security. Accordingly, the Ministry of Communications and Information Technology, in coordination with the relevant security authorities, has launched a comprehensive field campaign to seize and confiscate prohibited "Starlink" devices and equipment. This comes after the expiration of the deadline granted to citizens and legal entities to surrender these devices.
The ongoing campaign aims to prevent the use of prohibited Starlink equipment, which poses a threat to national security and public safety and violates the regulations governing the telecommunications sector.
To protect the country's economic and national security amid the economic war, the Ministry of Economy, Industry, and Investment organized a workshop on enhancing mechanisms to combat customs smuggling crimes.
Government agencies are working to establish a blacklist of those involved in smuggling operations and circulate their names to banks, financial institutions, airports, and border crossings to prevent dealings with them. This aims to protect local production and support localization plans and self-sufficiency.
The ministry approved an executive action plan to contribute to combating customs smuggling, activating operational rooms, and enhancing cooperation between government agencies. It also proposed legal amendments to toughen penalties against smugglers.
To expedite case resolutions and ensure justice, the Judicial Inspection Authority has instructed personal status judges to enforce compulsory division among heirs and include these procedures in court rulings on inheritance division cases. This is based on the provisions of compulsory division under civil law, which obligates judges to implement and include such divisions in their rulings.
According to the authority's findings from periodic and surprise inspections, merely issuing a ruling for division without enforcement prolongs compulsory division cases for years.
The Specialized Criminal Court in the Capital Secretariat began the trial of Ali Abdulaziz Abdullah Al-Sarfi, 25, accused of committing serial killings in the Sarf area. The charges involve brutally murdering three of his colleagues in premeditated attacks to steal their personal belongings.
Salary Disbursement
In line with the government's commitment to public service employees, the Ministries of Finance and Civil Service & Administrative Development began issuing financial supplements for March 2025 salaries to public service units included in the monthly payroll. This follows the state employee salary program under the exceptional mechanism law to ensure salary payments and reimburse small depositors.
Development Conference
As part of implementing the revolutionary leadership's directives to build a strong national economy, achieve self-sufficiency, and reduce import costs, the Government of Change and Construction organized the first Development and Popular Participation Conference over five days. The event included representatives from 51 districts, each represented by their district director and development coordinator.
The conference marked the launch of the first phase of integrated participatory development planning in 51 districts for the year 1447 AH, with community and government participation. It aimed to raise awareness about the importance of sustainable development under siege and aggression, improve public policies, and enhance planning, implementation, evaluation, and community participation methods. Additionally, it sought to exchange expertise, strengthen community engagement, assess economic and developmental interventions, and integrate mobilization efforts into local development.
The conference's objectives were divided into 14 themes, including reducing import costs, achieving economic empowerment, protecting the environment, as well as areas related to studies, preparation, and implementation of participatory plans, among others.

Abu Obeida: Al-Aqsa Flood led to end of Zionist deterrence

Gaza – Saba: Spokesman for Izz ad-Din al-Qassam Brigades Abu Obeida confirmed on Sunday that al-Aqsa Flood led to the end of Zionist deterrence forever. In a tweet monitored by the Yemeni News Agency (Saba) on the anniversary of the martyrdom of former al-Qassam Brigades commander Mohammed al-Deif, Abu Obeida said: 'A year has passed since the passing of the great martyr of the nation, Commander Mohammed Deif, who, along with his brothers, led al-Aqsa Flood, delivering the harshest blow in its history to the Zionist enemy. This led to the end of Zionist deterrence forever, unifying the nation's energies, directing its compass toward Palestine, and restoring the Palestinian cause to the forefront once again.' Abu Obeida added: 'The brothers of Deif (the former commander of al-Qassam Brigades), his sons, and his loved ones around the world continue on his path, inflicting more strategic losses on the occupation every day, and his specter will remain a nightmare that haunts war criminals and thieves.' Those who will not enjoy life in the land of Palestine after al-Daif and his brothers wrote with their blood the final chapter in the book of Palestine's liberation. He added: Decades of jihad, persecution, sacrifice, leadership, and creativity were crowned with martyrdom, so that our great leader may join the ranks of our people's martyrs and great leaders. His blood and that of his fellow leaders will mingle with the blood of our people and our nation, who sacrificed their most precious possessions for Al-Aqsa and Palestine. He continued al-Daif has revived throughout the entire nation the memory of the Companions and the early mujahideen, such as Ali, Khalid, al-Qa'aqa, al-Muthanna, and other conquering leaders. For decades, Abu Obeida has remained an inspiration to generations who did not know his face but who were proud of the deeds of his victorious battalions. He will remain, like other great leaders, a beacon for all the free people of the world. Whatsapp Telegram Email Print more of (International)
