
Agriculture state's backbone, says guv at BAU convocation

hagalpur: Governor-cum-chancellor of universities, Arif Mohammed Khan, on Saturday said the economy of Bihar, and indeed the nation, rests on the foundation of agriculture.
Addressing the 8th convocation of Bihar Agricultural University (BAU) at Sabour, Bhagalpur, Khan, while stressing the transformative power of agricultural research and innovation, said technological advancement must directly benefit farmers and society, bringing tangible socio-economic change.
Motivating the graduating students, the governor urged them to become creators of employment rather than mere seekers.
"Students should develop themselves into employment providers rather than mere employment seekers," he said, praising BAU's holistic approach in shaping careers. He called on the graduates to dedicate themselves to the service of society, the state and the nation while highlighting PM Narendra Modi's 'Viksit Bharat 2047' vision.
Earlier in the day, the governor conferred degrees on 797 students at a glittering ceremony held in the Karpoori Auditorium.
Among them were 320 female and 477 male graduates, including 633 undergraduates, 134 postgraduates and 30 PhD scholars. Khan also felicitated Shivam Kumar and Avnish Kumar for their outstanding research theses and honoured several BAU scientists and faculty members for excellence in academic work.
Deputy CM and agriculture minister Vijay Kumar Sinha lauded the graduates and spoke at length about the state govt's 'Agriculture Road Map'.

He urged the new degree holders to utilise their training to improve productivity and promote intelligent resource use in farming.
Rural development minister Shravan Kumar commended BAU for establishing a high-quality academic atmosphere and its commitment to agricultural advancement. He praised the university's recent NAAC Grade 'A' accreditation, calling it a testament to its national standing.
Vice-chancellor D R Singh said BAU students were now recognised for advancing sustainable agriculture. He detailed infrastructure improvements, the introduction of smart classrooms, digital tools and capacity-building programmes that support farmers under the 'Unnat Bharat Abhiyan' initiative.

BAU launches Neera powder in sachet
1 2 Bhagalpur: Bihar Agricultural University (BAU) has introduced Neera in dried form, packaged in hygienic sachets, giving it a long shelf life and making it a market-ready product. The powdered Neera in sachets was unveiled by governor-cum-chancellor of universities, Arif Mohammed Khan, after the eighth convocation of the BAU on Saturday. On this occasion, the governor said the new product would make available Neera all through the year thus creating a sustainable business model for thousands of marginalised families in the state. BAU's Neera project, inspired by Mukhyamantri Neera Samvardhan Yojana (MMNSY) of the state govt and launched by CM Nitish Kumar, is aimed at providing employment and financial support to palm tree owners and toddy tappers, especially the Pasi community. Earlier, the BAU scientists had developed an innovative technology for processing and preservation of Neera in aluminium cans, said BAU, vice-chancellor, D R Singh. The VC said the new preservation and packaging technology of producing powdered Neera, developed indigenously at BAU, makes it suitable for long-distance marketing. It will also provide year-round livelihood support to those providing the raw material for preparation of Neera. Sachet of powdered Neera offers benefits like preservation, cost-effectiveness and extended shelf life besides making it easy to market, said the VC, adding that the Neera powder would soon be launched commercially.

Anandiben's tenure set to be longest by any UP guv post independence
When Uttar Pradesh governor Anandiben Patel completes six years in office on July 29, she will have the distinction of becoming the longest serving governor of the state in independent India. Uttar Pradesh governor Anandiben Patel (Sourced) No other Uttar Pradesh governor has completed six years in office post independence though Sir Maurice Garner Hallett was the governor of the United Provinces from December 6, 1939 to December 6, 1945 when India was under British rule. Patel is the second woman governor of the state. The only other woman to grace the post was Sarojini Naidu who served as the governor of United Provinces from August 15, 1947 to March 2, 1949. After taking oath as the 28th governor of Uttar Pradesh on July 29, 2019, Patel has worked in and outside Raj Bhavan, setting out her priority areas that include the strengthening of Anganwadi Kendras, vaccination against cervical cancer and eradication of tuberculosis. Patel has distributed pre-school and health kits to nearly 35,000 Anganwadis and pushed awareness campaigns against cervical cancer for girls in the 9-14 year age group, launching drives for HPV vaccination, those aware of the development said. As the chancellor of state universities, her efforts have led to 16 out of 34 state universities getting A++, A+ and A NAAC rankings and 9-10 universities getting women vice chancellors in the state. She has ensured additional UGC grants for strengthening about 14 state universities. These include an additional grant of ₹600 crore to six ( ₹100 crore each) and ₹120 crore ( ₹20 crore each) to six other universities of Uttar Pradesh. While undertaking visits to districts, Patel has turned proactive on several occasions and reviewed the implementation of central schemes. She has interacted with ministers and given them a lesson or two and shared her experiences. Patel completed her five-year term on July 29, 2024 and continues in her office. Will she continue as the governor? The governor holds office during the pleasure of the President. Article 156 of the Constitution of India provides: '(1) The Governor shall hold office during the pleasure of the President. (2) The Governor may, by writing under his hand addressed to the President, resign his office. (3) Subject to the foregoing provisions of this Article, a Governor shall hold office for a term of five years from the date on which he enters upon his office. Provided that a Governor shall, notwithstanding the expiration of his term, continue to hold office until his successor enters upon his office.'

India eyes tie-ups for affordable housing research, plans dedicated research centre
New Delhi: Centre is looking to forge global partnerships in research and data analytics to strengthen its affordable housing strategy under the Pradhan Mantri Awas Yojana–urban (PMAY-U) and set up a dedicated research centre. Drawing from the experience of the first phase of the scheme the ministry of housing and urban affairs will focus on data compilation and statistical analysis to support interventions from the government for affordable housing and ensuring housing for all, said two people in the know of the developments. The Central Sanctioning and Monitoring Committee for the flagship urban housing scheme, has approved the creation of a research centre for affordable housing as part of PMAY-Urban 2.0 and also suggested study of international experiences in countries like France, Singapore and the Netherlands and consultation with global players including UN Habitat, they said. "The committee observed that data compilation and statistical analysis to understand housing dynamics keeping in view the vision of 'Viksit Bharat 2047' is the need of the hour. It would support housing-related policy interactions at the central and state levels with relevant data and knowledge inputs for better understanding housing related issues especially in the area of affordable housing, according to the committee," said one of the two people mentioned above. The person added that the Centre is focusing on statistical analysis for better implementation of the PMAY (Urban) 2.0. "The committee also suggested consultations with stakeholders like UN-Habitat for cross learnings," the person added. The United Nations Human Settlements Programme (UN-Habitat) is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities. UN-Habitat is the focal point for all urbanization and human settlement matters within the UN system. Data analytics is considered key for demand analysis in urban planning and UN-Habitat has been a pioneer in the collection of urban indicators data. According to its website, in India, UN-Habitat is devising an integrated and demand-driven approach that combines refining urban planning and design frameworks, providing infrastructure upgrading policy and technical guidance, implementing pilot projects for learning-by-doing and mainstreaming innovations through testing technology solutions to transform India's urban landscape. UN-Habitat's Strategic Plan 2020-2025 emphasizes on increased and secure access to land and adequate and affordable housing. The focus on data analytics gains significance as India's housing for all goal which was initially targeted to be achieved by 2022, is yet to be achieved and the second phase of the PMAY Urban scheme is aimed at providing all-weather houses to people in urban areas including through affordable housing projects and rental housing programmes. The Union cabinet in August last year approved PMAY-U 2.0, under which financial assistance is provided to 10 million urban poor and middle-class families through state government and union territories to build, buy or rent a house at an affordable cost in urban areas in five years. As of 18 June, a total of 709,979 housing units have been sanctioned under PMAY-U 2.0. On 21 July, Mint reported that vacant affordable homes had prompted the Centre to propose a temporary halt on new projects in some cities and submission of new projects under the second phase in those cities. According to data provided by the ministry to Parliament in March, out of the 118 million houses sanctioned under PMAY, about 90 million have been completed and 87.5 million occupied.
