Ashwini Vaishnaw pitches for shared standards, clear rules for ethical use of AI

Time of India03-05-2025
Information and Broadcasting Minister
Ashwini Vaishnaw on Friday made a strong pitch for joint efforts by governments on shared standards and clear rules for ethical use of
artificial intelligence
. Addressing the
Global Media Dialogue
at the World Audio, Visual and Entertainment Summit (WAVES) here, he said tie-ups between government, industry and creators has become indispensable as there was greater focus on local stories.
The I&B Minister said the global media dialogue was anchored in creativity, culture and collaboration.
"As a government, we must provide a fair chance for everyone to showcase their story to the world. We must incentivise
local content promotion
and enforce IP framework among other things," Vaishnaw said, addressing the Dialogue, attended by External Affairs Minister S Jaishankar, Minister of State for I&B L Murugan, and representatives for several countries.
Vaishnaw also said that governments must support policies that preserve and promote all cultural forms as they connect people across borders.
"Focus is shifting towards local stories. We aim to build people-to-people and country-to-country exchanges," he said.
"Tie-ups with government, industry and creators have, therefore, become indispensable. Practical steps include co-production treaties to ease licences and talent movement. We need joint funds for new tech, shared standards, and clear rules for ethical AI," Vaishnaw said.
The minister said the media and entertainment industry was globally valued around USD three trillion dollars, but its true value was beyond numbers.
"It lies in the empathy it creates. In the ideas that it conveys. And in the future it helps us imagine," Vaishnaw said.

Vatican strikes solar farm deal to become worlds first carbon-neutral state

Rome, Jul 31 (AP) Italy agreed Thursday to a Vatican plan to turn a 430-hectare (1,000-acre) field north of Rome, once the source of controversy between the two, into a vast solar farm that the Holy See hopes will generate enough electricity to meet its needs and turn Vatican City into the world's first carbon-neutral state. The agreement stipulates that the development of the Santa Maria Galeria site will preserve the agricultural use of the land and minimise the environmental impact on the territory, according to a Vatican statement. Details weren't released, but the Vatican will be exempt from paying Italian taxes to import the solar panels, but won't benefit from the financial incentives that Italians enjoy when they go solar. Italy, for its part, can use the field in its accounting for reaching European Union clean energy targets. Any excess electricity generated by the farm beyond the Vatican's needs would be given to the local community, officials said, speaking on condition of anonymity because the agreement was not public. Vatican officials have estimated it will cost under 100 million euros (USD 114 million) to develop the solar farm, and that once it is approved by the Italian parliament, the contracts to do the work could be put up for bids. Vatican foreign minister Archbishop Paul Gallagher signed the agreement with Italy's ambassador to the Holy See, Francesco Di Nitto. The Italian parliament must approve the arrangement since it has financial implications for the territory, which holds extraterritorial status in Italy. The Santa Maria Galeria site has long been the source of controversy because of electromagnetic waves emitted by Vatican Radio towers located there since the 1950s. The once-rural site some 35 kilometres (20 miles) north of Rome is dominated by two dozen short- and medium-wave radio antennae that transmit news from the Catholic Church in dozens of languages around the globe. Over the years as the area became more developed, residents began complaining of health problems, including instances of childhood leukemia which they blamed on the electromagnetic waves generated by the towers. The Vatican denied there was any causal link but cut back the transmissions. Pope Francis last year asked the Vatican to study developing the area into a vast solar farm, hoping to put into practice his preaching about the need to transition away from fossil fuels and find clean, carbon-neutral energy sources. Pope Leo XIV visited the site in June and affirmed that he intended to see Francis' vision through. Leo has strongly taken up Francis' ecological mantle, recently using a new set of prayers and readings inspired by Pope Francis' environmental legacy. In the 1990s at the height of the controversy over the radio towers, residents sued Vatican Radio officials, claiming the emissions exceeded the Italian legal limit, but the court cleared the transmitter. In 2012, the Vatican announced it was cutting in half the hours of transmission from the site, not because of health concerns but because of cost-saving technological advances in internet broadcasting. Starlink granted satellite internet permit; spectrum allocation norms ready: Scindia

'Starlink has been granted a Unified License to launch satellite internet services in India. Frameworks for spectrum allocation and gateway establishment are ready, ensuring smooth rollout,' Scindia said. The announcement coincides with the 30th anniversary of the first cellular call made in the country in 1995. New Delhi, Jul 31 (PTI) Elon Musk-led Starlink has received a licence to launch satellite service in India, and a framework for spectrum allocation is also in place for a smooth rollout, Union Telecom Minister Jyotiraditya Scindia said on Thursday. Along with Starlink, Bharti Group-backed Eutelsat OneWeb and Jio SES are also awaiting spectrum allocation to roll out their satcom services. The minister said over the last 11 years, under the leadership of Prime Minister Narendra Modi, India's digital transformation has been nothing short of extraordinary. 'From remote villages to bustling cities, digital access has empowered citizens, bridged divides, and made India a global leader in affordable, inclusive technology,' he said. The minister said that telephone connections in the country now stand at 1.2 billion and internet subscriptions have surged by nearly 286 per cent to reach 970 million. 'Broadband usage has seen explosive growth of over 1,450 per cent, rising from 60 million in 2014 to 944 million today. Most notably, the cost of mobile data has dropped by 96.6 per cent, making India the global leader in affordable data at just Rs 8.9 per GB,' he said. Scindia said the revival of BSNL has been a major breakthrough. 'For the first time in 18 years, BSNL reported back-to-back net profits of Rs 262 crore and Rs 280 crore in FY 2024-25. Over 83,000 4G sites have been installed, with 74,000 already operational, all built on indigenously developed technology. Crack Teams, AI-powered monitoring, and fibre fault resolution within 12 hours have raised service standards across the board,' the minister said. He said India's rapid 5G rollout has covered 99.6 per cent of districts, with 4.74 lakh 5G towers and 300 million users. 'With the world's highest per capita 5G usage (32 GB per month) and 100 Use Case Labs in place, India is also among the top six countries in 6G patent filings. Investments under the Production Linked Incentive scheme have touched Rs 4,305 crore, resulting in Rs 85,391 crore in sales and over 28,000 jobs. Foreign Direct Investment has nearly tripled from USD 282 million to USD 710 million,' the minister said. Commenting on the 30th anniversary of the first cellular call in India, telecom industry body COAI Director General SP Kochhar said India's telecom sector has witnessed a phenomenal transformation since the country's first cellular call in 1995. 'Today, India stands as the world's second-largest telecom market, boasting over 1.2 billion subscribers and some of the most affordable tariff rates globally. An Indian subscriber now uses over 21 GB of data each month on average, which is a testament to the world-class infrastructure developed by leading Indian telecom operators,' Kocchar said. He said that the mobile service landscape in the country started with 2G and now over 85 per cent of India's population and over 99 per cent of the districts in India enjoy access to 5G services.
