Centre asks States to crack down on manufacturers selling sub-standard helmets

The Centre has asked States to take strict action on manufacturers and retailers selling sub-standard helmets to ensure the safety of two-wheeler riders.
"The Department of Consumer Affairs and the Bureau of Indian Standards (BIS) appeal to consumers across the country to use only BIS-certified helmets," an official statement said on Saturday (July 5, 2025).
The department also called for strict enforcement against the manufacture or sale of helmets without BIS certification, it added.
"With over 21 crore two-wheelers on Indian roads, rider safety is paramount," the department said, adding that wearing a helmet is mandatory under the Motor Vehicles Act, 1988.

It pointed out that the sale of sub-standard helmets compromises safety.
BIS standards
A Quality Control Order has been in force since 2021, mandating ISI-marked helmets certified under BIS standards for all two-wheeler riders.
As of June 2025, there are 176 manufacturers across India holding valid BIS licenses for protective helmets.
"The Department has observed that many helmets sold on roadsides lack the mandatory BIS certification, posing significant risks to consumers and numerous fatalities in road accidents," the statement said.
To enforce quality standards, the BIS conducts regular factory and market surveillance.
Misuse of standard mark
During the last fiscal year, more than 500 helmet samples were tested, and more than 30 search-and-seizure operations were carried out for misuse of the BIS Standard Mark.
In one Delhi operation, over 2,500 non-compliant helmets were seized from 9 manufacturers with expired or cancelled licences.
Similar action at 17 retail and roadside locations led to the seizure of around 500 substandard helmets.
Earlier, the Department of Consumer Affairs had written to District Collectors (DCs) and District Magistrates (DMs) to launch a nationwide campaign and take stern action against manufacturers and retailers who sell non-compliant helmets for two-wheeler riders.
BIS branch offices were instructed to engage continuously with district administrations and police departments to support this campaign.

At 7:19 AM, GIFT Nifty futures were trading at 25 points lower at 25,578, signalling a subdued start. Global markets also remained flat with the S&P 500 index ending the session at 6,225.52. The Dow Jones Industrial Average plummeted over 165 points or 0.37 per cent, concluding at 44,240.76. In the Asia-Pacific region as well, the cautious sentiment prevailed with Japan's Nikkei quoting 39,615.09, down by 72 points or 0.18 per cent. The Hang Seng index was down by 233 points or nearly 1 per cent, at 23,915.37. On the global front, Trump has once again dropped a bomb for the pharma sector, warning that the industry could witness a triple-digit tariff rate. 'They're going to be tariffed at a very, very high rate, like 200 percent,' Trump reportedly said. Here is a list of stocks to watch today: Union Bank of India: In its latest quarterly update, the banking firm reported a 5.01 per cent year-on-year (Y-o-Y) growth in its total business at ₹22.14 lakh crore for the first quarter of FY26. Domestic deposits stood at ₹12.40 lakh crore, up 3.62 per cent Y-o-Y, but down 2.54 per cent Q-o-Q. The Bank's total domestic RAM (Retail, Agriculture and MSME) advances surged 10.31 per cent Y-o-Y during the same period. Within this segment, domestic retail advances stood out with an impressive growth of 25.60 per cent Y-o-Y. Ola Electric: The EV player launched a mass roll-out of MoveOS 5 for its S1 scooters and Roadster X motorcycles. As per the company release, the new update is aimed at providing enhanced performance, better reliability and increased range. GOCL: The Hinduja group firm has announced that the company Board of Directors has recommended a dividend of ₹10 per equity share of face value ₹2 each for the financial year ended March 31, 2024. This dividend proposal is subject to the approval of shareholders at the company's upcoming 64th Annual General Meeting (AGM), scheduled for next month. Ceat: The Company has approved an investment of up to ₹355 Lakhs through subscription to the rights issue of equity shares of Tyresnmore Online Private Ltd. The investment will be made via subscription of up to 29,084 equity shares of face value ₹1 each, fully paid-up. KPI Green Energy: The Ministry of Corporate Affairs has approved the incorporation of a special purpose vehicle (SPV) of the Company, named 'KPIN Clean Power Four LLP'. The SPV has been incorporated by the company with a total contribution of ₹99,000 by KPI and ₹1,000 by KPark Sunbeat Private Ltd., a wholly owned subsidiary of the Company. The SPV is yet to commence business operations and currently has no turnover. "The main objective of the SPV is to generate, develop, transform, distribute, transmit, sell, and supply power or electrical energy using wind energy, solar energy, or other renewable sources," the company stated in its exchange filing. Synergy Green: Adani Wind has awarded Synergy Green Industries Ltd. a development order for 3.3 MW turbine parts. The development is expected to be completed in Q3 of FY26. Synergy Green is already supplying bearing housing castings for Adani's 5 MW turbine platform. With this latest order, the company's order book with Adani Wind is expected to grow significantly from ₹20 Crores in FY25 to an estimated ₹40 Crores in FY26, based on projected volumes. Supreme Industries: The company has received a Letter of Acceptance (LOA) from Bharat Petroleum Corporation Ltd (BPCL) for the supply of 2,00,000 units of 10 kg composite LPG cylinders, awarded via a tender process. The total order value is estimated at approximately ₹54 crores. The contract will be valid for 6 months from the date of LOA, with a provision for extension or repetition for an additional 6 months at BPCL's sole discretion. Tata Steel: The company reported crude steel production of 5.26 million tons in Q1FY26, slightly lower than the 5.44 million tons recorded in the previous quarter (Q4FY25). On a Y-o-Y basis as well, production declined marginally from 5.27 million tons in Q1FY25. ZEE Entertainment Enterprises: The media company informed the exchanges that its shareholders approved the appointments of Divya Karani as an independent director and Saurav Adhikari as a non-executive director of the Company's Board. These appointments come at a time when the promoters of Zeel are planning to raise their stake in the company to 18.39 per cent via a preferential allotment of fully convertible warrants valued at ₹2,237.4 crore. CAQM defers ELV fuel ban to Nov 1, expands it to NCR

The Commission for Air Quality Management (CAQM) in National Capital Region and Adjoining Areas on Tuesday amended its order banning the refuelling of end-of-life vehicles (ELVs) in Delhi, deferring its implementation to November 1. The decision comes just a week after the directive took effect, following strong objections from the Delhi government over apparent technical challenges and legal inconsistencies. The fuel ban will now be rolled out simultaneously in five other high-vehicle-density NCR districts. (Sunil Ghosh/HT Photo) The fuel ban—initially enforced in Delhi alone—will now be rolled out simultaneously in five other high-vehicle-density NCR districts: Gurugram, Faridabad, Ghaziabad, Gautam Budh Nagar, and Sonipat. The rest of NCR will follow from April 1, 2026. The changes were made during CAQM's 24th general meeting with representatives of all NCR states in attendance. The reversal came after the Delhi government last week requested the direction be put on hold, citing operational difficulties in enforcement and lack of coordination among NCR states. In its revised order, CAQM acknowledged 'technical glitches' in Delhi's Automated Number Plate Recognition (ANPR) system, including sensor failures, poor camera placement, and integration issues with vehicle databases across NCR. '[The Delhi government] … has brought to the attention of the commission some operational and infrastructural challenges … stating that while it is fully aligned with the commission's objective to phase out older, polluting vehicles… the ANPR system lacks the requisite robustness, with issues related to technological glitches, camera placement, working of sensors and speakers, and that the system is not yet fully integrated with the database of NCR states,' CAQM said in a statement on Tuesday. It added that Delhi officials had argued that restricting the ban to the city would simply push fuel purchases across the border into neighbouring towns, undermining the measure's intent. 'The commission, in view of the concerns raised by Delhi government, and after detailed deliberation of all issues raised … has decided to partially amend [the direction],' the statement said. CAQM also said that the Delhi chief secretary flagged legal ambiguities in enforcing ELV thresholds locally while identical vehicles remain legal in the rest of the nation, calling it a violation of equitable treatment under the Motor Vehicles Act, 1988. The chief secretary in his letter also questioned the criteria for defining ELVs, stating aspects such as vehicle fitness, actual emission performance, or usage were not being considered, adding this was adding to the hardship of the middle class. However, CAQM reiterated that ELVs—diesel vehicles older than 10 years and petrol ones older than 15—remain illegal in Delhi-NCR under National Green Tribunal (NGT) and Supreme Court orders. 'It is pertinent to mention that while ELVs are deregistered… and they cease to have any legal sanctity… and must be impounded once identified, regardless of detection method,' the commission said. The Delhi government, which welcomed the extension, also plans to approach the Supreme Court to seek a review of the age-based ELV ban, chief minister Rekha Gupta had said on Sunday. The government has argued that scrappage should be linked to actual emissions, not arbitrary age limits. Gupta, speaking Sunday, criticised the one-city rollout. 'Delhi cannot have different ELV rules than the rest of the country,' she said. Delhi environment minister Manjinder Singh Sirsa echoed the position, saying that the extension will provide a big relief to Delhi residents. 'We are glad CAQM has understood the ground realities. The relief till November will allow us time to push for a more rational emissions-based policy. We will also approach the SC and NGT with data and studies to support our case. The 80,000 vehicles scrapped under the AAP regime were done without a scrapping unit in Delhi. We will investigate where they were scrapped and expose any scam.' CAQM's original directive had seen patchy enforcement. On day one, ANPR cameras flagged 98 ELVs; 80 were impounded. But the momentum fizzled—only seven were seized the next day, and none thereafter. The revised timeline was also welcomed by fuel dealers. Nishchal Singhania, president of the Delhi Petrol Dealers Association, said, 'This buys us time to fix technical issues, prepare citizens, and ensure uniform enforcement across NCR. Otherwise, fuel sales in Delhi would've suffered, with people refuelling across the border.' The decision also sparked political sparring. Aam Aadmi Party (AAP) leader Atishi accused the BJP-led Delhi government of staging a drama. 'Writing to CAQM—another BJP-controlled body—was just theatrics. If the BJP is serious, let them pass a law protecting 10-year-old vehicles. We'll support it. Else it proves their nexus with scrappers and vehicle dealers,' she said. Delhi BJP president Virender Sachdeva hit back: 'Atishi and Kejriwal sat on this issue for a decade. Their failure to challenge the NGT ban forced us to act. Calling our SC appeal a 'drama' only shows the AAP's anarchic mindset.' The Motor Vehicles Act, which governs vehicle scrappage norms, allows for exemptions based on roadworthiness and emissions. Delhi's current blanket ban on older vehicles—regardless of condition—has been criticised by experts as unfair to the middle class, especially when other cities allow such vehicles with fitness certificates. This follows China restricting exports of rare earths, disrupting global supply chains at industries reliant on rare earth magnets like Suri Marwah, president, Automotive Component Manufacturers Association of India (ACMA) said while auto parts makers are continuing to invest in value addition, technology upgradation, and localisation to align with evolving customer needs and global supply chain dynamics, the shortage of rare earth magnets is proving to be a challenge."The limited availability of rare earth magnets is a concern, underscoring the need for national strategy on critical materials to secure EV's future and mobility manufacturing in India," said Marwah, also MD of auto parts maker Subros She said India has adequate raw materials for making rare earth magnets and can attain self-sufficiency if processing centres are set up. "The industry is agile and has also started working on alternate solutions," she geopolitical and supply chain challenges globally, Marwah said the Indian auto parts industry clocked a 10% increase in revenues at $80.2 billion in FY25. The industry, in fact, grew at 14% compounded annually between FY20 and FY25, nearly doubling in size in five years. "FY25 was yet another milestone year where the industry's growth was underpinned by strong domestic demand, rising exports and increasing value addition," said Marwah, adding that as India transitions towards new-age mobility, the industry is making the necessary strides in investments, technology and localisation to serve both domestic and global markets exports rose by 8% to $22.9 billion last fiscal, imports went up at a slower 7.3% to $22.4 billion, resulting in a trade surplus of $453 million. The trade surplus improved from $300 million in Mehta, director general, ACMA said, "This increase in trade surplus indicates India's growing manufacturing competitiveness in the global market and localisation initiatives."
