Head of US House panel urges schools to reconsider ‘nefarious' Chinese scholarship programme

Representative John Moolenaar, the head of the House Select Committee on the Chinese Communist Party, is calling on seven American universities, including Dartmouth College, to reconsider partnerships with a Chinese scholarship organisation.
The move is the latest congressional attempt to curb the flow of Chinese students to the US over national security concerns. Since taking over as chair of the committee, Moolenaar, a Michigan Republican, has made ending US-China partnerships a priority.
In letters dated Tuesday and released Wednesday, he asked the schools' presidents to reassess ties with the Chinese Scholarship Council, the primary body in China providing state-funded scholarships to facilitate academic exchange.
He also asked them to provide details about their contractual agreements with the CSC, the Chinese entities that CSC-sponsored students came from and joined after graduation, the students' involvement in US government-funded research and an explanation of how supporting China-linked talent aligns with US interests.
In addition to Dartmouth, targeted schools include Temple University; the University of California, Davis; the University of California, Irvine; the University of California, Riverside; the University of Notre Dame; and the University of Tennessee.
The CSC announced in August that up to 240 outstanding Chinese students would be selected to work towards a master's or doctorate degree at the seven schools this year. Study tracks across a wide range of disciplines, including agriculture, engineering, public health, liberal arts and sociology, would be open for application, and in some cases the costs would be borne by both the CSC and the US institution.
The Chinese Communist Party 'has a long track record of acquiring US technology through both legal and illegal tactics – including talent recruitment programs, academic partnerships that serve its military, forced tech transfer, espionage, and outright theft', Moolenaar said in a statement on Wednesday.
He characterised the CSC as a 'nefarious' Communist Party-managed 'technology transfer effort that exploits US institutions'. In his letters, he argued that CSC programmes were distinct from other international student programmes as they require students to return to China upon graduation and work there for at least two years, as well as provide regular updates to the Chinese government about their progress throughout their study period.
Many governments, including India, Malaysia and Singapore, provide scholarships to their citizens with mandatory return requirements, aimed at building capacity in critical sectors and preventing brain drain.
In 2023, the CSC sent over 10,000 students abroad for advanced education. Besides the US, other popular destinations included Australia, Canada, Europe, Japan and New Zealand.
US government interest in Chinese students has picked up in recent months, heaping fresh pressure on academic partnerships set up to share information and break down barriers between the US and China.
In May, US Secretary of State Marco Rubio said Washington would 'aggressively' revoke visas of Chinese students, including those with 'connections' to China's Communist Party and in 'critical fields'. During his first term, US President Donald Trump restricted visas for students affiliated with China's 'military-civil fusion strategy'.
Over the past year, as a result of pressure from Moolenaar's committee, schools across the country, from research giants such as the University of California, Berkeley, the University of Michigan and Georgia Tech, to less research-focused institutions like Michigan's Oakland University and Eastern Michigan University, have ended partnerships with Chinese entities.
China is the second-largest country of origin for international students in the US, behind only India. Most students do not attend with funding from the Chinese government.
The total number of Chinese students in the US dropped to about 277,000 during the 2023-24 academic year from a peak of about 372,000 a few years earlier, according to the latest data compiled by the New York-based Institute of International Education.
Many US universities and academics acknowledge a need to strengthen research security but caution against casting broad suspicion on Chinese citizens, noting that only small numbers have been accused of espionage. - SOUTH CHINA MORNING POST

EAST RUTHERFORD: Donald Trump experienced the rough side of football on Sunday as he was briefly booed at the final of the FIFA Club World Cup. The US president was applauded as he arrived for the match between Paris Saint-Germain and Chelsea at the MetLife stadium in New Jersey, just outside New York City. But when a jumbotron screen briefly showed Trump saluting to the US national anthem, there was some booing in the giant stadium, before the camera quickly cut away. Trump, 79, had earlier taken his seat in a suite alongside First Lady Melania Trump and FIFA president Gianni Infantino. The Republican's appearance at the game also came on the first anniversary of the assassination attempt that he survived at an election rally in Pennsylvania. Trump has made no secret of his desire to use this year's club championship and next year's 2026 World Cup as symbols of the "Golden Age of America" during his second term in the White House. Next year's World Cup, the final of which will be held at the same stadium, will coincide with the 250th anniversary of America's independence. Trump has even set up a White House task force to ensure next year's championship – hosted jointly with Canada and Mexico – goes smoothly. Another factor in his appearance at the match is that Trump has fostered a close relationship with Infantino, who has been a frequent visitor to the White House. Trump has kept the Club World Cup trophy next to his desk in the Oval Office since the FIFA president dropped by in March. Infantino, who is no stranger to dealing with hard-nosed world leaders including Russia's Vladimir Putin ahead of the 2018 World Cup, thanked Trump for his support on Saturday. He said Trump had "embraced immediately the importance of the FIFA Club World Cup, and of course of the World Cup next year." Infantino also joked that Trump "certainly loves as well the trophy" – whose gold-plated curves match the gilded makeover that the president has given the Oval Office. But Trump's fondness of football, or soccer as he would say, is also personal. The president's 19-year-old son Barron is a fan, as Infantino pointed out in a press conference at FIFA's new office in Trump Tower in New York on Saturday. Asked if Trump liked the game, Infantino replied: "Well I think he does. In his first term as president of the United States, there was a soccer goal in the garden of the White House. "He then explained to me that his son loved football, and that he loved the game. And of course when you are a parent, you love what your children love, so I think that he loves it." As a boarding school student at the New York Military Academy, Trump himself also reportedly played the game for a season. But in typical form, Trump has also mixed political controversy with his football fandom. Hosting Italian side Juventus in the Oval Office in June, he delivered a diatribe on transgender people in sports before asking the players: "Could a woman make your team, fellas?" Most of the players looked bemused before Juventus general manager Damien Comolli replied: "We have a very good women's team." "He's being very diplomatic," said Trump. BERLIN, July 13 (Xinhua) -- German Vice Chancellor and Finance Minister Lars Klingbeil said on Sunday that the European Union (EU) must take firm action against the United States if tariff negotiations fail to ease the escalating global trade conflict, according to German newspaper Sueddeutsche Zeitung. Klingbeil's remarks are in response to U.S. President Donald Trump's threat on Saturday to impose a 30 percent tariff on imports from the EU on Aug. 1, after negotiations so far have failed to yield a deal. Urging an end to the escalating trade tensions, Klingbeil said "Trump's tariffs produce only losers. They threaten the American economy just as much as they harm businesses in Europe." Klingbeil was quoted by Sueddeutsche Zeitung as saying that EU doesn't "need new threats or provocations," but "a fair deal." In addition, Klingbeil warned that Germany would not remain passive if discussions break down. "If a fair solution cannot be reached, we must take decisive countermeasures to protect jobs and businesses in Europe," he said, adding that preparations were already underway. "Our hand remains outstretched, but we will not go along with everything." Klingbeil also said Germany would accelerate efforts to diversify its global trade ties. The United States is Germany's largest export market. In 2024, Germany exported goods worth 161 billion euros (188 billion U.S. dollars) to the United States, with a trade surplus of nearly 70 billion euros, according to German government data.
