In boost to irrigation, MATY extended by 5 years
Bhubaneswar: The Odisha Cabinet on Friday approved five key proposals put forward by four different departments. The Cabinet okayed the proposals during a meeting of State Cabinet held here under the chairmanship of Chief Minister Mohan Charan Majhi. In a big boost to the irrigation facilities in the State, the Odisha Cabinet on Friday gave the green light to the proposal for the extension of the 'Mukhyamantri Adibandha Tiyari Yojana (MATY)-3.0' scheme by an additional five financial years. The government projected to spend Rs 2,738.00 crore between Financial Year 2025-26 to 2029-30 for the implementation of the third phase of the scheme. As per an official statement, the government has planned to construct 3,313 new check dams and improve 3,529 existing check dams to ensure assured irrigation facilities in areas where farmers traditionally depend on temporary cross-bunds across streams. The scheme aims to create 57,525 hectares of additional irrigation potential and restore 41,713 hectares of existing irrigation capacity. 'The check dams will also provide drinking water facilities to villages during the post-monsoon period, aid in groundwater recharge, and enhance kharif irrigation in water-stressed blocks,' said the State government. The Cabinet, during its meeting on Friday, also okayed Odisha Goods and Services Tax Act, 2017 aiming to simplify the provisions and provide certain facilities to the taxpayers and tax authorities. Addressing the media persons after the Cabinet meeting, Chief Secretary Manoj Ahuja stated that these amendments have been brought as per the decision taken during the recent GST Council meeting. To streamline the administration and approval of fiscal incentives under the Odisha Food Processing Policy, 2016, the government has proposed certain amendments to align it with the provisions of the updated 2022 policy. 'This would lead to simplification and reducing procedures for administration of financial incentive to MSMEs under the Industrial Promotion Policy leading to increase in pace of promotion of investment in the Food Processing Sector in the State and generation of more number of Employment Opportunities,' informed the State government in an official statement. This apart, the Cabinet in its meeting on Friday also gave its nod to two proposals placed by the State Law department.

The funeral in absentia of Tahir Habib, one of the terrorists killed in Operation Mahadev, has triggered tensions in his native village of Khai Gala in Pakistan-occupied Kashmir. Habib's family barred Lashkar-e-Taiba members from attending, but a confrontation broke out when a local LeT commander tried to force his way in. Tahir's family had made it clear they did not want any LeT members at the funeral. Hanif tried to defy that request, and a confrontation broke out.A source present at the scene told TOI, "Lashkar operatives threatened mourners with a gun, sparking outrage among villagers. The residents of Khai Gala, who have long been wary of radicalisation, are now planning a public boycott to oppose terror recruitment."Villagers reportedly pushed back, forcing Hanif to leave. That rare open defiance sent a clear public rejection of LeT presence, during the funeral of one of their own, suggests something deeper is changing in the told to TOI, a source following the developments added, "A Lashkar commander facing public backlash and being forced to flee is a testament to the changing dynamics in the region."The backlash comes amid the wider consequences of Operation Sindoor, India's counter-operation launched after the Pahalgam massacre . While military in nature, its impact now appears to be resonating socially, even across the Habib's path into militancy followed a familiar arc seen in the region. He began with involvement in the Islami Jamiat Talaba (IJT) and the Student Liberation Front (SLF), both ideological stepping stones for radicalised youth. Later, he joined the Pakistan Army before becoming an operative for the intelligence records, he was often referred to by the alias 'Afghani', a nod to his belonged to the Sadozai Pathan community , a group that migrated from Afghanistan in the 18th century and played a prominent role in the Poonch Rebellion. His community's history is steeped in resistance, though now the nature of that resistance seems to be fallout from this funeral may seem like a small village dispute. But it cuts to the core of a larger shift underway in Pakistan-occupied Kashmir. For years, militant groups have operated with impunity. Now, even in strongholds like Khai Gala, they are beginning to face public villagers' message was simple. Fear alone no longer guarantees silence.
