Iraq, Russia Discuss Economic and Regional Cooperation

Prime Minister Mohammed S. Al-Sudani met with Mikhail Bogdanov, Special Envoy of Russian President Vladimir Putin, to discuss strengthening Iraq-Russia relations.
Talks covered economic cooperation, regional stability, and the upcoming Arab-Russian Summit, which Al-Sudani signalled his intent to attend.
Discussions also focused on expanding collaboration in multiple sectors, including the Development Road project and Russian transit route initiatives.
Bogdanov conveyed Putin's greetings and reaffirmed Russia's commitment to activating bilateral agreements and preparing for the tenth Iraqi-Russian Joint Committee meeting.

In a separate meeting Bogdanov met with Iraq's Minister of Oil, Hayan Abdul Ghani. That meeting was attended from the Russian side by the First Deputy Head of the Middle East and North Africa Department of the Ministry of Foreign Affairs, Mr. Maxim Maximov, the Russian Ambassador to Baghdad, Mr. Elbrus Kotrashev, the Special Representative of the Russian Ministry of Defense, Mr. Sergey Afanasyev, the Vice President of Gazprom, Mr. Anton Galabov, and representatives of the company.
From the Ministry side, it was attended by the Undersecretary of the Ministry for Extraction Affairs, Mr. Basem Muhammad Khader, the Director General of the Reservoirs and Fields Development Department, Mr. Karim Yasser, and the Director General of the Petroleum Contracts and Licensing Department (PCLD), Mr. Basem Taher.

Baghdad ( – Turkish Energy Minister Alparslan Bayraktar revealed on Monday that a suggested new energy deal between Turkey and Iraq must incorporate an approach to secure full usage of the two countries' oil pipelines. An official in the Iraqi Oil Ministry revealed last week that Ankara has submitted a proposal to Baghdad to renew and broaden the energy agreement between the two countries to encompass cooperation in oil, gas, petrochemicals, and electricity. The official's statements took place following Ankara's announcement that the long-running oil pipeline arrangement with Iraq, reached in 1973, will be terminated in 2026. The initial agreement between the two countries, established in July 1973, will expire on July 27, 2026, together with any relevant protocols, annexes, and extensions. The 1973 agreement paved the way for the Iraq-Turkey crude oil pipeline. This critical infrastructure project enabled the transit of millions of barrels of Iraqi oil to the Turkish port of Ceyhan on the Mediterranean. Bayraktar told reporters following a cabinet meeting that the pipeline has a capacity of over 1.5 million barrels per day, explaining that it has never reached this capacity when oil flows were ongoing, according to Reuters. The Turkish minister stated that Turkey's proposal contained alternatives such as stretching the pipeline to southern Iraq. To reach the pipeline's full capacity, it needs to be extended to the southern part of Iraq, according to Bayraktar. After the International Chamber of Commerce (ICC) in Paris determined that Ankara had broken a 1973 convention by allowing oil exports without the permission of Baghdad, oil flows via the Iraq-Turkey oil pipeline were halted. Efforts to restore oil exports have accelerated in 2025, with the Iraqi government approving a new oil agreement between Baghdad and the Kurdistan Regional Government (KRG) in July.

The National Investment Commission (NIC) has reportedly announced that applications for housing units in the Bismayah Residential Project will reopen only after the resumption of work by South Korea's Hanwha Engineering & Construction, the company contracted to complete an additional 70,000 housing units under a new phase of the project. NIC spokesperson Hanan Jasem told the state-run Iraqi News Agency (INA) that three conditions must be met before applications can be accepted again: A full review of the existing digital application platform. Exclusion of applicants under the legal age or over 60 years old. Ensuring no duplicate applications from individuals within the same family, in accordance with public bank lending rules. Jasem confirmed that around 70,000 Iraqis had already applied via the "Ur" government platform. She added that the Bismayah complex has a total planned capacity of approximately 100,000 units, intended to house around 600,000 people. According to the INA article, Hanwha has completed about 30,000 units to date, of which roughly 21,000 have been officially handed over to the Commission and distributed to eligible citizens.
