Lowy report finds Pacific nations 'grappling with a tidal wave of debt repayments' to China
Australian foreign policy think tank the Lowy Institute has crunched data from the World Bank and found some of the world's poorest countries are now facing "record high debt payments" to China.
China rapidly boosted investments in infrastructure last decade, funding railways, ports and roads across the developing world under its sprawling Belt and Road Initiative — projects which have often been welcomed by governments across Latin America, Africa, Central Asia and South-East Asia.
But the lending has also placed pressure on government balance sheets around the world.
Beijing has sharply pulled back lending in the last five to 10 years, but the Lowy Institute's Riley Duke says bills from earlier loans are now starting to land.
"Because China's Belt and Road lending spree peaked in the mid-2010s, those grace periods began expiring in the early 2020s."
"It was always likely to be a crunch period for developing country repayments to China."
The problem has been exacerbated by China's move to defer debt repayments during the COVID-19 pandemic, a move which was "helpful at the time" but is now "heightening … the current repayment spike".
The picture painted by the report is incomplete, because China typically does not provide data for its loans, and information isn't available for many developed nations.
But Mr Duke said it was obvious that developing countries — including in the Pacific — were now "grappling with a tidal wave of debt repayments and interest costs."
"The high debt burden facing developing countries will hamper poverty reduction and slow development progress while stoking economic and political instability risks."
Pacific nations like Tonga, Samoa and Vanuatu are already grappling with high levels of Chinese debt, and have been pushing Beijing for extensions on their loans.
For example, Tonga borrowed heavily from China to rebuild in the wake of the devastating 2006 riots in Nuku'alofa. It has now started gradually repaying loans worth around $190 million – a sum which Lowy says is roughly equivalent to a quarter of its GDP.
But those repayments — along with recent natural disasters — have placed significant strain on Tonga's budget, as well as stoking political controversy in the Pacific Island nation.
Australia has stepped in with significant financial support to help Tonga balance its books, including an $85 million budget support package unveiled earlier this year.
The report says that while Chinese institutions are at times willing to push back repayment demands, they've typically been unwilling to forgive debts — which means Beijing often faces a difficult diplomatic balancing act.
"At the same time, China's lending arms, particularly its quasi-commercial institutions, face mounting pressure to recover outstanding debts."
The report says Beijing's preference to kick the can down the road could create new financial dynamics in a host of developing countries.
"As a result, China's approach to debt distress increasingly echoes the 'extend and pretend' practices of Western lenders during the 1980s Lost Decade — a period that left many low-income countries deeply indebted and ultimately required sweeping restructurings and write-downs in the 1990s."

China to require EU brandy exporters to raise prices or face tariffs
China will require major European brandy exporters to raise prices or risk anti-dumping taxes of up to 34.9 percent from Saturday, the latest salvo in its long-running trade spat with the bloc. Almost all EU brandy is cognac produced in France, exports of which to China are worth 1.4 billion euros ($1.6 billion) per year. Beijing launched an investigation last year into EU brandy, months after the bloc undertook a probe into Chinese electric vehicle (EV) subsidies. It said it had determined in a preliminary ruling that dumping had occurred and imposed "temporary anti-dumping measures" on imports of the alcoholic beverage -- moves now costing the industry 50 million euros per month. Beijing's commerce ministry said on Friday that China's tariff commission had "decided to impose anti-dumping duties on imports of relevant brandy originating in the EU" from Saturday. But Beijing said in an explanatory note that several major French cognac producers had signed onto a price commitment to avoid the tariffs -- as long as they sell at or above an agreed minimum price. French liquor giant Jas Hennessy would be hit with levies of 34.9 percent if it reneges on the deal, it said. Remy Martin will be hit with 34.3 percent and Martell 27.7 percent. "The decision to accept the price commitment once again demonstrates China's sincerity in resolving trade frictions through dialogue and consultation," a commerce ministry spokesperson said in a statement. China has sought to improve relations with the European Union as a counterweight to superpower rival the United States. But deep frictions remain over economics -- including a yawning trade deficit of $357.1 billion between China and the EU, as well as Beijing's close ties with Russia despite Moscow's war in Ukraine. The new levy threats come as Chinese top diplomat Wang Yi has held fraught meetings with his counterparts during a tour of Europe this week. They will likely be high on the agenda when he meets French President Emmanuel Macron and Foreign Minister Jean-Noel Barrot on Friday afternoon in Paris. - Bitter taste - A trade row between Beijing and the bloc erupted last summer when the EU moved towards imposing hefty tariffs on electric vehicles imported from China, arguing that Beijing's subsidies were unfairly undercutting European competitors. Beijing denied that claim and announced what were widely seen as retaliatory probes into imported European pork, brandy and dairy products. The bloc imposed extra import taxes of up to 35 percent on Chinese EV imports in October. Beijing later lodged a complaint with the World Trade Organization, which said in April that it would set up an expert panel to assess the EU's decision. China and the EU are scheduled to hold a summit this month to mark the 50th anniversary of the establishment of diplomatic ties. Bloomberg News reported on Friday, citing unnamed sources, that Beijing intends to cancel the second day of the summit.

India backs Dalai Lama's position on successor
Only the Dalai Lama and the organisation he has set up have the authority to identify his successor as the spiritual head of Tibetan Buddhism, a senior Indian minister says, in a rare comment contradicting rival China's long-held position. The Dalai Lama, who fled to India in 1959 after a failed uprising against Chinese rule, said on Wednesday that upon his death he would be reincarnated as the next spiritual leader and that only the Gaden Phodrang Trust would be able to identify his successor. He previously said the person would be born outside China. Beijing says it has the right to approve the Dalai Lama's successor as a legacy from imperial times. Kiren Rijiju, India's minister of parliamentary and minority affairs, made a rare statement on the matter on Thursday, before visiting the Dalai Lama's base in the northern Indian town of Dharamshala for the religious leader's 90th birthday on Sunday. "No one has the right to interfere or decide who the successor of His Holiness the Dalai Lama will be," Indian media quoted Rijiju as telling reporters. "Only he or his institution has the authority to make that decision. His followers believe that deeply. It's important for disciples across the world that he decides his succession." In response to the remarks, China's foreign ministry warned India on Friday against interfering in its domestic affairs at the expense of bilateral relations, urging it to be prudent in its words and actions. "We hope the Indian side will fully understand the highly sensitive nature of Tibet-related issues, recognise the anti-China separatist nature of the 14th Dalai Lama," spokeswoman Mao Ning told a regular media conference. India's foreign ministry did not respond to a request for comment on the Dalai Lama's succession plan. Rijiju, a practising Buddhist, will be joined by other Indian officials at the birthday celebrations. India is estimated to be home to tens of thousands of Tibetan Buddhists who are free to study and work there. Many Indians revere the Dalai Lama, and international relations experts say his presence in India gives New Delhi a measure of leverage with China. Relations between India and China nosedived after a deadly border clash in 2020 but are slowly improving now.

High Voltage: Lithium prices – and stocks – jump after market moves in China

Lithium stocks rose 10% yesterday off the back of an increase in spot prices, driven by a run in the Chinese futures market. Finally something for the bag holders to cling to. Fastmarkets' 6% lithia spodumene price lifted from US$633/t to US$667.50/t overnight Wednesday, and carbonate was up slightly from US$8100 to US$8200/t. The price increase followed a surge on the GFEX, China's main lithium futures exchange and strengthened market sentiment. Global sentiment is also positive, even with an oversupply of lithium depressing prices (generally) demand growth is forecast to soar. That saw market bellwether Pilbara Minerals (ASX:PLS) run a remarkable 11.3% higher on Thursday, with Mineral Resources (ASX:MIN) up 7.8%. Liontown Resources (ASX:LTR) climbed 5% and IGO (ASX:IGO) rose 4.4%. Earlier this week, the Department of Industry, Science and Resources released its Resources and energy quarterly report, which flagged that Australia's lithium export earnings are forecast to increase from $4.6 billion in 2024–25 to $6.6 billion in 2026–27. That's largely driven by a growth in export volumes, with Australian mine output expected to grow by more than 7% a year to 2027. Compare that to global demand, expected to grow almost 15% a year to 2027, and outstripping supply growth at 14%. 'The accumulated surplus will persist to 2027 and possibly beyond,' the report said. But with low prices persisting, more product could well come out of the market, stirring a real price recovery as demand continues to increase. manganese and iron mineralising systems with assays expected through July and August. Manganese mineralisation has now been delineated along 2km of strike by the drill program and remains open to the north and east. Plus, shallow to outcropping hematite dominated iron was also intersected in multiple drill holes over hundreds of metres strike and remains open to the north. The company says it confirmed an exciting commodity diversification opportunity, with further drilling to extend and delineate these targets planned for August 2025. 'We are pleased to update that the program has been highly successful in advancing the understanding and confidence for both scale and grade for both commodities,' MD Brendan Cummins said. 'From an exploration perspective it rarely gets better than this when every hole drilled yields important information about the key parameters of the mineralisation that include potential grade, thickness, depth of cover and areal extents of the manganese and iron enrichment. Lake has completed the front-end engineering design (FEED) study for the delivery of power to its flagship Kachi lithium brine project in Argentina. The study provides a solution for Kachi's electrical interconnection to the Argentine national grid, including proposed infrastructure routing, system specifications, and integration options tailored to Kachi's projected power demands. It's a solid milestone in the company's development plans for the project. Lake also welcomed the recent announcement by YPF Luz and Central Puerto S.A., which have signed a strategic agreement to jointly develop an electrical interconnection project aimed at enhancing power infrastructure and enabling sustainable mining growth in Argentina's Puna Region, which includes the Kachi site. Notable new intercepts include: 193m grading 1.74% total rare earth oxides, 0,23% niobium pentoxide and 229ppm molybdenum in the upper REE dominant layer and 46m at 0.76% TREO and 0.45% Nb in the lower niobium dominant layer (ND002A); 35m at 1.6% TREO, 0.28% Nb and 225ppm Mo in the upper layer and two separate intersections of 30m at 0.81% TREO and 0.46% Nb and 58m at 0.92% TREO and 0.28% Nb in the lower layer (ND003); and 10m at 2.78% TREO, 0.24% Nb and 88ppm Mo in the upper layer and 330m at 0.95% TREO, 0.27% Nb and 130ppm Mo (ND006B). Aldoro is also acquiring two new diamond drill rigs which will arrive on site in September 2025 and are expected to enable the company to increase the drill depth from the current maximum of 510m to about 740m.
