Oman launches lantern-fish development pilot

Fisheries Development Oman (FDO), the government's investment arm for the fisheries sector and a subsidiary of Oman Investment Authority (OIA), has launched a key initiative to tap into the Sultanate's vast stocks of lantern-fish – a sustainable and largely unexploited marine resource with significant commercial potential across a range of industries.
Lantern-fish, known locally as Al Fanar, are known not only for their suitability in fishmeal and fish oil production, but also for their applications in pharmaceuticals, cosmetics, and nutritional supplements. This first-of-its-kind project marks Oman's formal entry into lantern-fish development and harvesting.
FDO – which manages a diverse portfolio of businesses spanning shrimp farming, aquaculture, pelagic fishing, fisheries vessel operations, large-scale fish processing, and port management – is now extending its scope to include the commercial exploration of lantern-fish. In this regard, it has signed a strategic partnership with an international entity to carry out experimental fishing operations targeting lantern-fish.
According to OIA's recently released 2024 Annual Report, this collaboration aims to "enable Oman to optimally utilize this vital biological resource," laying the groundwork for sustainable exploitation that aligns with the country's long-term food security and economic diversification goals.
The initiative builds on extensive research and survey work undertaken over the years by the Ministry of Agriculture, Fisheries and Water Resources, Sultan Qaboos University, and the Food and Agriculture Organization (FAO). The most recent of these surveys was launched by the Ministry in October 2023—a multiphase study to assess lantern-fish stock volumes in the Sea of Oman and the Arabian Sea.
Findings from earlier studies have already revealed significant lantern-fish biomass. One such survey conducted between 1985 and 1991 estimated the biomass at 4.5 million tonnes annually in the Sea of Oman alone—underscoring the resource's vast potential if harvested sustainably.
The skinnycheek lantern-fish (Benthosema pterotum), a member of the Myctophidae family, is the species under focus. These fish typically inhabit offshore waters near the continental shelf, particularly in areas deeper than 100 metres. During the day, they gather in two distinct vertical layers, with dense schools found between 80–130 metres. At night, they migrate to shallower depths of 30–70 metres, forming a more dispersed layer closer to the surface.
Supporting this initiative are a number of national programmes and entities, including the Oman Vision 2040 Implementation Follow-up Unit, the National Investment and Export Development Programme, and the National Employment Programme. These stakeholders are helping to assess how lantern-fish development can contribute to economic growth, job creation, and food security.
Potential downstream opportunities include the extraction of bioactive compounds for pharmaceuticals and cosmetics, the production of fish oil and nutritional supplements, and manufacturing of sustainable fishmeal to support Oman's growing aquaculture and animal feed sectors.

MUSCAT: International ratings agency Fitch Ratings has affirmed its long-term credit rating of OQ SAOC, Oman's fully state-owned integrated energy group, at 'BB+' with a Positive Outlook. The unchanged credit rating reflects OQ's robust strategic role in the national economy and its growing prominence in the country's green energy ambitions. According to Fitch, the rating mirrors OQ's continued close alignment with Oman's sovereign credit profile (also rated 'BB+' with a Positive Outlook), given its ownership by the Oman Investment Authority (OIA) and its central role in the country's oil, gas and renewable energy infrastructure. 'OQ accounts for a substantial portion of assets transferred to OIA from the Ministry of Finance in 2020. The government exercises strong influence over OQ's business and funding strategy through OIA. The state has no plans for the privatisation of OQ, but we expect the disposal of minority stakes in its subsidiaries, including core operating companies, to continue,' the ratings agency stated. OQ's Standalone Credit Profile (SCP) was assessed at 'bbb-', underscoring its low leverage, strong operational performance and a conservative financial policy. These strengths provide the company with sufficient financial flexibility to pursue expansion projects, even as its operations remain primarily concentrated in Oman, said Fitch. The ratings agency also referenced the successful IPO of two subsidiaries — OQ Exploration & Production (OQEP) and OQ Base Industries (OQBI) in 2024, which raised $2.5 billion. The proceeds helped significantly reduce OQ's debt by $1.7 billion, nearly wiping out net leverage. 'We expect leverage to gradually increase to about 1.5x by 2028 as the company invests in growth and Fitch-adjusted EBITDA normalises at about $2 billion on moderating oil prices and weaker refining margins. Major expansion initiatives are focused on the upstream business, including Marsa LNG project, the expansion of gas networks and decarbonisation,' Fitch stated. The agency also underlined the 'very strong' incentive for government support, highlighting OQ's status as a strategic state asset. The company operates all of Oman's domestic refining assets, manages the entire natural gas transportation infrastructure and is a key national developer of clean energy projects. This deep integration into Oman's critical infrastructure means a default by OQ would significantly impact the country's access to foreign financing — especially as the company is one of the largest non-sovereign borrowers in Oman, with a Fitch-adjusted gross debt of $7.7 billion at end-2024. A significant aspect of OQ's future growth is its green transition. Through its subsidiary, OQ Alternative Energy, the company has been designated as Oman's national champion for clean energy and green hydrogen development. Its pipeline now includes up to 7 GW of clean energy projects, with a first wave of five wind and two solar projects slated for tender in 2025. Substantial capital expenditures are expected over the next five years, especially following the final investment decisions on these clean energy initiatives. Capex is projected to average RO 600 million per year during 2025–2028.

This analysis was done by Oxford Business Group (OBG), which publishes economic intelligence on the markets of the Middle East, Africa, Asia and Latin America. Through its range of print and online products, OBG offers comprehensive and accurate analysis of macroeconomic and sectoral developments, including banking, capital markets, insurance, energy, transport, industry and telecoms. OBG together with OIA published an advisory report on the basis of their market analysis titled Oman's Strategic Vision: The Role of Future Fund Oman in Economic Transformation. The report explored how the sultanate leveraged strategic funding mechanisms and robust governance frameworks to spur economic diversification, foster sustainable growth and strengthen its appeal as a regional business and investment destination. The publication highlights the pivotal role being played by Future Fund Oman (FFO) in supporting economic transformation by backing projects that promote innovation, job creation, and the development of small and medium-sized enterprises (SMEs) and venture capital (VC) firms – which combine to underscore OIA's role as a strategic partner in unlocking the sultanate's potential. Abdulsalam al Murshidi, President of OIA, shared his insights on the country's investment priorities and the pivotal role of FFO. 'Oman's investment attractiveness has improved in recent years, driven by strategic initiatives under Oman Vision 2040 which aim to diversify the economy beyond oil and gas. MUSCAT: The State Council on Wednesday hosted Abdulsalam bin Mohammed al Murshidi, Chairman of Oman Investment Authority (OIA), to review the OIA's efforts in managing, monitoring, and governing companies to achieve the goals of Oman Vision 2040. The meeting was attended by Shaikh Abdulmalik bin Abdullah al Khalili, Chairman of the State Council, the council members, the secretary-general of the State Council, the OIA's two vice-chairmen for operations and investment, and a number of the council's employees and specialists from the OIA. At the meeting outset, the state council chairman welcomed the chairman of the OIA, pointing to the importance of such meetings in strengthening cooperation between government institutions on one side and the State Council on the other side. These meetings, he said, aim to shed light on the programmes and initiatives implemented by various state institutions as well as the goals they are working to achieve and the challenges they face. The presentation highlighted the most prominent features of the OIA's performance in 2024, its investment portfolios, the geographical distribution of assets, the Generations Portfolio and its developments for 2024 and foreign investment objectives. It also addressed the features of the National Development Portfolio and its developments for 2024, the OIA's procedures, and examples of the programmes and initiatives it has implemented to improve the performance of its subsidiaries. The chairman of the OIA shed light on the Rawabet Programme, the OIA's corporate governance system and the Oman Future Fund. The chairman of the State Council emphasised that the meeting with the chairman of the OIA and its representatives, and their presentations to council members, provided an opportunity to review the strategies, plans and projects being implemented by the OIA and to closely examine the achievements and challenges it faces. This, in turn, enhances the role of the State Council. It also reflects the OIA's commitment to the principle of good governance.
