Parliament's Monsoon session to begins from Monday, eight new bills to be introduced
Parliament will hold its monsoon session from July 21 to August 21 in which both the houses – Lok Sabha and Rajya Sabha – will convene after a break of over three and a half months. This session will be the first session in parliament after Operation Sindoor, a precise attack by India in reply to the Pahalgam Terror Attack. The PM Modi led Union Government has listed to introduce 8 new bills with addition to the already pending 7 bills that were earlier introduced. While the opposition led by Congress plans to raise issues regarding the Pahalgam Attack, the Special Intensive Revision (SIR) of the electoral rolls in Bihar, the restoration of full statehood to Jammu and Kashmir and rising atrocities against women in the country, during the upcoming Monsoon session of Parliament.
The Joint Parliament Committee introduced in Lok Sabha during last Budget Session is scheduled to adopt the draft report of Income Tax Bill 2025 on Wednesday. Then the amended bill will be sent to the Union Cabinet for approval and might also be brought to Parliament for passing in this session. The Manipur Goods and Services Tax (Amendment) Bill, 2025 and the Jan Vishwas (Amendment of Provisions) Bill, 2025 are two key bills that the gov plans to consider.

Here is the list of 8 bills that the Union government has listed to be introduced in the upcoming Monsoon Parliament Session:
1-The Manipur Goods and Services Tax (Amendment) Bill, 2025 for amending the Manipur Goods and Services Tax Act, 2017.
2-The Taxation Laws (Amendment) Bill, 2025 for amending certain tax laws.
3- The Jan Vishwas (Amendment of Provisions) Bill, 2025 for creating ease in doing business.
4-The Indian Institutes of Management (Amendment) Bill, 2025 for adding IIM Guwahati to the schedule of the Indian Institutes of Management Act, 2017.
5-The Geoheritage Sites and Geo-relics (Preservation and Maintenance) Bill, 2025 for providing the declaration, preservation, and maintenance of geo heritage sites and geo-relics of national importance for research, education, awareness generation, and tourism.
6-The Mines and Minerals (Development and Regulation) Amendment Bill, 2025 for providing the recovery of critical minerals, the inclusion of contiguous areas in a mining lease for mining of deep-seated minerals, and widening the scope of the National Mineral Exploration Trust.
7-The National Sports Governance Bill, 2025 for promotion of sports, sportspersons' welfare, and ethical practices in sports; to establish standards for the governance of sports federations; and to institute measures for the resolution of sports grievances and disputes.
8-The National Anti-Doping (Amendment) Bill, 2025: for aligning the definitions and provisions of the National Anti- Doping Act, 2022 with the World Anti-Doping Agency Code and international best practices, and to ensure the independence of the National Anti-Doping Appeal Panel. Here is the list of 7 bills that the Union government has already listed & introduced in the last Parliament Session:
1-The Income Tax Bill, 2025 which aims to replace the Income Tax Act, 1961 while retaining most of its provisions, including tax rates and offences. This was introduced on February 13, 2025.
2-The Readjustment of Representation of Scheduled Tribes in Assembly Constituencies of the State of Goa Bill, 2024 which reserves seats in the Goa Legislative Assembly for Scheduled Tribes. It was introduced in Lok Sabha last August.
3-The Indian Ports Bill, 2025: Repeals the Indian Ports Act, 1908 for providing regulation of the ports sector by creating Maritime State Development Council, State Maritime Boards, and Dispute Resolution Committee. This bill was also introduced last year.
4-The Merchant Shipping Bill, 2024 which aims to replace the Merchant Shipping Act, 1958. This Bill has been pending in Lok Sabha since December 2024.
5—The Coastal Shipping Bill, 2024: The Bill was introduced to regulate vessels engaged in trade within Indian coastal waters is pending in the Rajya Sabha. It was passed in theLok Sabha in April 2025.
6- The Carriage of Goods by Sea Bill, 2024 aims to replace the Indian Carriage of Goods by Sea Act, 1925, which provides for the rights and liabilities attached to goods transported by sea from Indian ports. It was passed in Lok Sabha in March 2024 and is pending in Rajya Sabha.
7-The Bills of Lading Bill, 2024 aims to replaces the Indian Bills of Lading Act, 1856, which provides for a legal framework for issuing bills of lading, which provide conclusive evidence of goods on board. This Bill was passed in Lok Sabha in March 2025 and is pending in Rajya Sabha.

PAC calls for Aadhaar review, flags high failure rate of biometric verification
Parliament's Public Accounts Committee has called for a review of the functioning of the Unique Identification Authority of India (UIDAI), flagging several concerns, including the high rate of failure of Aadhaar biometric verification which can lead to many beneficiaries being excluded from social welfare schemes. At its meeting on Thursday (July 17, 2025), the committee, headed by senior Congress leader K.C. Venugopal, received a briefing from the Comptroller and Auditor General (CAG) team which produced a 2021 report on the UIDAI. The panel also listened to oral evidence from officials of the Ministry of Electronics and Information Technology, and the UIDAI itself. 'This is a common man's issue. We flagged various problems and have raised several questions,' Mr. Venugopal told reporters at the conclusion of the meeting. Changing biometrics Across party lines, MPs on the committee pointed out that biometric verification failure is a serious issue since the majority of the government's social welfare schemes are tied directly to Aadhaar. This has led to many eligible beneficiaries being prevented from recieving food rations or jobs, under schemes such as the Public Distribution System or the Mahatma Gandhi National Rural Employment Guarantee Scheme, because their biometric data no longer matches the UIDAI record. The UIDAI officials, according to sources, explained that in many cases of people doing hard labour, their fingerprints are not read properly by the machines. In the case of elderly people, there is often a failure in matching iris patterns. However, the officials also insisted that the UIDAI is constantly upgrading its systems to address these challenges. Data leaks and duplicates Sources said that several MPs also cited various reports to underline the dangers of data leaks. The UIDAI officials claimed that their central repository is unbreachable, and their investigations have shown that whatever leak has been reported has come from the enrolment centres. They added that UIDAI has strengthened the monitoring mechanism to plug all holes. Some estimates suggest that there are more Aadhaar cards currently in use than the total population of the country, indicating possible duplications as well as delays in deactivating the cards of the deceased. The UIDAI officials said that in the case of the deceased, it is dependent on voluntary deactivation. The PAC directed the UIDAI to act proactively to clean up the list of Aadhaar card holders.

PM Modi to visit Bihar on Friday, projects worth over Rs 7,000 crore to be launched
PATNA: Prime Minister Narendra Modi will be in Bihar on Friday when he is scheduled to address a public rally in East Champaran district, besides launching development projects worth over Rs 7,000 crore. Tight security measures are in place at Gandhi Maidan in Motihari town, the district headquarters, where Modi is expected to reach in the forenoon and share the stage with Governor Arif Mohammed Khan, Chief Minister Nitish Kumar and a number of Union ministers. India-Nepal border sealed ahead of PM's rally in Motihari today
Motihari: A day ahead of Prime Minister Narendra Modi's rally at Motihari in East Champaran on July 18, the porous India-Nepal border, especially at Raxaul in the district, was sealed on Thursday evening, with the deployment of Anti-terrorism Squad and special branch police personnel. The border will be opened on Friday after the rally of PM Modi. The police have been conducting a massive checking drive at different places on the border, with frisking of all people crossing the border to and from Nepal. The SSB jawans have also launched a day-and-night patrolling. Nishit Kumar, the SSB IG, said that surveillance cameras were installed at several places on the border to check infiltration. East Champaran district magistrate (DM) Saurabh Jorwal said that the Special Protection Group (SPG) of the PM took charge of the meeting venue, Gandhi Maidan, besides deployment of 16 IPS officers around the venue and two helipads, constructed for the occasion. The PM will land on the police line campus helipad, and CM Nitish Kumar and governor Arif Mohammed Khan will land near the firing range helipad. East Champaran superintendent of police (SP) Swarn Prabhat said that 10 companies of police force, including paramilitary, were deployed in the district to maintain law and order, and to keep a close watch on bad elements. Chairman of Railway Board, Satish Kumar; general manager of ECR, Kshtrashal Singh; and other top officials will participate in the PM's meeting, when he will lay foundation stones for rail projects worth Rs 5,398 crores and virtually flag off three Amrit Bharat Express trains. Special trains from Narkatiyaganj, Raxaul and Mehasi to Motihari station will also run on Friday for the convenience of passengers who would attend the PM's meeting scheduled to start around 11am. Local MP Radha Mohan Singh said on Thursday that apart from the three Amrit Bharat trains, two bi-weekly Amrit Bharat Express trains will also run from Motihari to Anand Bihar.
