World Bank approves $194mn to support education & access to water in Balochistan
'The GRADES-Balochistan project aims to reduce learning poverty in the province, while the Balochistan Water Security and Productivity Improvement Project will help address the province's water security challenges and enhance climate resilience,' said Najy Benhassine, World Bank Country Director for Pakistan.
'The World Bank remains committed to supporting Balochistan through strategic investments in infrastructure and human development to build the foundations for more job creation, poverty reduction, and stronger resilience,' he added.
The Getting Results: Access and Delivery of Quality Education Services in Balochistan (GRADES-Balochistan) project, i.e. $100 million, will benefit 250,000 students with a focus on increasing enrollment and improving literacy and numeracy skills in early childhood and primary education.

The project will also provide support for 5,000 teachers through continuous professional development programs. Additionally, scholarships will be provided to 400 female students to pursue teacher pre-service education, fostering a new generation of educators who will serve as mentors and role models.
'The GRADES-Balochistan project is a strategically important initiative that addresses critical gaps in access to and quality of pre-primary and primary education in the province,' said Inga Afanasieva, Team Leader for the project.
'The project not only aims to enhance educational infrastructure but also to increase resilience to disasters and environmental sustainability. These efforts underscore the World Bank's commitment to creating a safer and more sustainable future for the children of Balochistan.'
Meanwhile, the World Bank also approved the Balochistan Water Security and Productivity Improvement Project (BWSPIP) i.e. $94 million, which aims to improve the lives of smallholder and tenant farmers in the Nari, Talli, and Lehri river basins of the Kachi Plain and improve water supply services in Quetta.
The project is expected to benefit 500,000 people with improved access to basic water supply services and benefit more than 80,000 people by providing climate-resilient infrastructure.
Key elements include enhancing flood protection, increasing access to water for productive use, and improving water supply service delivery.
'The project supports the implementation of Pakistan's Resilient Recovery Framework and aims to provide significant benefits for the farming communities in the province as well as for the residents of Quetta. It will also empower women in community-level water management,' said Carolina Dominguez Torres, Task Team Leader for the Project.
'Through strategic investments, improved water management, and community engagement, the project aims to deliver lasting benefits for the sustainable development of Balochistan.'
The GRADES project, designed to reduce learning poverty, and the BWSPIP project, designed to reduce child stunting through increased access to safe water and sanitation services, are key outcome targets under the 10-year Country Partnership Framework for Pakistan, the World Bank said.

KARACHI: Chief Minister Sindh, Syed Murad Ali Shah, while emphasising the urgent need to address Karachi's water challenges, criticised the federal government for allocating only Rs 3 billion this year out of the Rs 78 billion it had committed for K-IV project. In contrast, he said, the Sindh government has provided complete funding for all associated components of the important K-IV project. 'Four major sub-projects under K-IV are currently underway and Rs 50 billion project to expand the capacity of the water feeders will be completed this year. Another Rs 170 billion initiative is bringing water from Keenjhar Lake to Karachi, and a power plant is being installed via STDC to support two major pumping stations,' he added while inaugurating the 20th 'My Karachi-Oasis of Harmony' International Exhibition at the Expo Center Karachi on Friday. The chief minister announced that the Sindh government has completed the construction of a new 100 MGD Hub Canal which will be inaugurated on August 14. The old Hub Canal will also be restored and upgraded to 100 MGD capacity. By the end of this year, Karachi is expected to start receiving 200 MGD water from Hub Dam. He also highlighted the importance of the Dumlottee water supply project for southern Karachi and anticipated that 150 MGD additional water will be supplied to the city during the current year. He demanded that the federal government must increase Karachi's water allocation from Hub Dam, especially as water availability has improved due to climatic conditions. The chief minister, while warmly congratulating the Karachi Chamber on successfully organising the landmark 20th edition of the exhibition, stated that it has become a true symbol of Karachi's entrepreneurial energy, resilience, and cultural vibrancy. Announcing the commencement of Independence Day celebrations across Sindh on Friday (Aug 01) which will continue until August 14 under the theme 'Maarka-e-Haq,' he said that the theme reflects Pakistan's ongoing struggle for sovereignty, justice, and unity. Referring to the regional tensions, he stated that the people of Pakistan have proven their unity and resolve by giving a robust response to India's May 2025 conspiracy. Highlighting development issues, the chief minister referenced the 2015–16 World Bank gap analysis, which revealed that Karachi required Rs 3 trillion in investment to meet the standards of a modern metropolitan city. He emphasised that such large-scale projects cannot be undertaken by the provincial government alone and require active participation from the federal government. Addressing the issue of natural gas, the chief minister lamented that although Sindh produced 70 percent of Pakistan's gas, it does not receive its constitutional share. He criticised the federal government for not convening the Council of Common Interests (CCI) meeting for the past one and a half years and vowed to raise Sindh's case forcefully in the next session. He reminded that according to the Constitution, the CCI must meet every three months. He also called on citizens to fulfill their legal responsibilities, particularly by registering their vehicles and paying taxes, instead of blaming law enforcement agencies for lapses. He reassured the business community that the Sindh government stands shoulder to shoulder with them and with the Karachi Chamber. Murad Ali Shah strongly asserted that any hostile intentions toward Pakistan would be met with a firm response. 'Pakistan enjoys robust trade relations globally and every country is keen to do business with Pakistan,' he added. Chairman BMG Zubair Motiwala, in his remarks, paid glowing tribute to Sindh government for extending full support and cooperation to KCCI in dealing with numerous issues being faced by the business community in Karachi. WHT lines, T&T system and single portal: DLIs lag behind targets under PRR project: World Bank
ISLAMABAD: The Disbursement Linked Indicators (DLIs) regarding reduction in withholding tax (WHT) lines, implementation of track and trace system, harmonisation of definition of goods and services, and rollout of single portal to all sectors are lagging behind the targets under the Pakistan Raises Revenue project, says the World Bank. Official documents revealed that the bank has rated the overall implementation progress of the project worth $400 million moderately satisfactory, observing that Federal Board of Revenue (FBR) is taking measures to address challenges and improve implementation of these DLIs. The bank's official documents revealed that $328.75 million, i.e. 83.22 percent of the financing have been disbursed so far while undisbursed amount stands at $66.28 million. PRR project: World Bank approves additional $70m credit The bank has approved an additional $70 million credit in June 2025 for the project to boost Pakistan's domestic revenue collection and improve tax compliance. This additional financing brings the total amount of resources under the project to $470 million. The bank stated that overall satisfactory progress is noted towards achievement of project development objectives. There is improved performance in several Disbursement Linked Indicators (DLIs; also mentioned as Performance Based Conditions), as confirmed by the third party validation report and the World Bank team. The tax expenditure and revenue forecast reports have been published for fiscal year 2024, while reports for fiscal year 2025 are being prepared (DL1 2). Single returns portal for GST and General Sales Tax on Services (GSTS) has been rolled out with four provincial GSTS authorities, covering the telecom, microfinance and oil and gas sectors (DLI 7). Key Performance Indicators based bi-annual and annual progress reports have been published for fiscal year 2024 (DLI 10). The FBR has achieved project-end targets of DLI 5 (identification of new taxpayers through automated data sharing and ICT-based business intelligence), DLI 6 (risk-based audit), DLI 9 (FBR core business processes simplified and automated), and DLI 10 (organizational effectiveness and transparency). However, DLIs 1 (reduction in WHT lines), 4 (implementation of track and trace system), 3 & 7 (harmonization of definition of goods and services, and rollout of single portal to all sectors) are lagging behind relevant targets. The FBR is taking measures to address challenges and improve implementation of these DLIs. The procurement of equipment for data center under component 2 are in process. As per the government's request, the project restructuring and additional financing for its Component 2 has been approved. The additional financing will support activities in FBR's new transformation plan until fiscal year 2027. The technical streams have not been established in FBR. However, the FBR officers are assigned to different positions relevant to technical/core and non-core functions, such as procurement, internal audit, communications etc. Copyright Business Recorder, 2025

World Bank-supported DEEP: Govt to hire consultancy firm for digital framework
ISLAMABAD: The government has decided to hire consultancy firm for Citizen-Centric Service Insights, Analysis & Complete Assessment for Digitalization under the Digital Economy Enhancement Project (DEEP) worth $77.73 million. The Ministry of Information Technology and Telecommunication in collaboration with the World Bank is implementing DEEP. The main objective of the programme is 'to enhance the government's capacity for digitally enabled public services delivery for citizens and businesses.' The objective of this consultancy is to support the development and implementation of the National Citizen Portal in Pakistan by conducting a comprehensive assessment of public services, identifying gaps, and designing a scalable and interoperable digital framework. This includes compiling an extensive service inventory across federal and provincial agencies, prioritising services for digitisation through a structured gap analysis, and establishing a robust service architecture that ensures seamless integration between government systems. The consultancy will also focus on business process reengineering to enhance service efficiency and user experience while ensuring compliance with national standards and regulations The DEEP proposes a whole of government approach to develop the framework and technology that will increase access to and promote the use of digital services across Pakistan. The project will develop Pakistan Digital Government Enterprise Architecture, which will create a government ecosystem transcending existing processes and siloed departments, including by mapping roles and responsibilities and setting key principles across technology, business, information, and service design. This digitalisation will not only provide ease to citizens and businesses but would also enable higher degree of transparency, lower the cost of processing, and increase the tax collection capabilities of the federal and provincial governments which is one of the priority focus areas of the government. The scope of work for this consultancy firm includes the comprehensive assessment, design, and implementation support for the National Citizen Portal in Pakistan. This involves compiling an exhaustive inventory of public services across federal and provincial agencies, conducting a gap analysis to prioritise services for digitisation, and designing a scalable service architecture that ensures interoperability between government systems. The consultancy will also focus on reengineering business processes to improve efficiency and user experience, while coordinating with relevant stakeholders to ensure alignment with national standards and regulations. The consultancy firm will be responsible for providing a robust super app and web portal framework based on a scalable and secure architecture to integrate citizen services across the country. This includes customisation to meet diverse user needs and government requirements, ensuring multi-channel service access across mobile, web, and other digital platforms for a seamless user experience. The firm must also ensure data security and privacy protocols to safeguard user information while complying with local/international data and cybersecurity standards. Additionally, it will be responsible for digital payment integration to facilitate secure and efficient financial transactions. Compliance with legal and regulatory requirements is essential to align with national and international frameworks. Furthermore, the firm must provide comprehensive reporting and documentation to maintain transparency and support informed decision-making processes. The consultancy firm shall conduct comprehensive risk and vulnerability assessments to identify potential security threats and areas of risk. It will ensure strict compliance with relevant data protection and security regulations or laws. Additionally, the firm will perform thorough penetration testing and complete end-to-end system testing to validate the security and resilience of the platform. The consultancy firm shall implement robust quality assurance processes to ensure the National Citizen Portal meets the highest standards of functionality, performance, security, and user experience. This includes defining and executing comprehensive test plans, conducting rigorous testing at every stage of development, and verifying that the portal complies with defined requirements, regulatory standards, and industry best practices.
