Hong Kong Legco to hold special meeting for subsidiary security legislation

Hong Kong lawmakers will hold a special meeting to discuss new subsidiary legislation for the city's
domestic national security law , after a minister called on them to expedite the oversight process.
The Legislative Council's meeting schedule on Wednesday showed that its House Committee would hold a special one-day session on the morning of the next day following a government request, paving the way for the creation of a bills committee to proceed with scrutinising the Safeguarding National Security Ordinance's subsidiary legislation.
The new legislation came into force after its gazettal on Tuesday, just a day after the government unveiled the proposals. Authorities also issued an order designating six premises under Beijing's national security office in the city as 'prohibited places'.
Secretary for Security Chris Tang Ping-keung earlier wrote to Starry Lee Wai-king, chairwoman of Legco's House Committee, urging her to fully support the government's legislative work and consider holding a special meeting.
He stressed that the national security risks faced by Hong Kong could come 'suddenly and unpredictably'.
'Hong Kong has the responsibility to complete the legislative work surrounding the subsidiary legislation as soon as possible, as well as to expedite the relevant work under the principle of 'the sooner, the better,'' Tang wrote.

Wong spoke at a motion debate during a Legislative Council meeting on Thursday that centred on how to encourage more childbirths, conceding it was difficult to reverse trends of people staying unmarried and having no children. 'The younger generation would rather keep pets than have children, and now there is also the new challenge of AI companions,' he told the legislature. Wong, who is part of the Chinese University of Hong Kong's systems engineering and engineering management department, said that technology companies had launched 'obedient and caring' AI companions to address the needs of single people. 'These virtual partners not only know how to provide emotional value, but also save [the users] from the troubles of interpersonal conflicts. Their attraction [to people] is self-evident,' he said.

The EU and China agreed to a new 'export supply mechanism' to address Europe's concerns about Beijing's export controls on rare earths, European Commission President Ursula von der Leyen said after a summit in Beijing on Thursday. 'We agreed – and this is new – to have an upgraded export supply mechanism. In other words, if there are bottlenecks, this upgraded support supply chain support mechanism can immediately check and solve the problem or the issue that is out there,' von der Leyen said. She acknowledged China's efforts 'on fast tracking licences for the critical raw materials' and said progress was vital to repair 'trust in our trade relationship'. 'We need a reliable and secure supply of critical raw materials from China. Being seen as a reliable supplier and partner is clearly aligned with China's long-term economic and strategic interests,' she said. The remarks came after the 25th summit between the EU and China, held in Beijing to mark the 50th anniversary of diplomatic relations this year. The two parties pledged to work together on global issues such as tackling climate change and preserving biodiversity, signing a joint statement on climate ahead of the Cop30 summit in Brazil later this year.
