
Samana accident: CM assures probe into tipper-trucks misused for illegal mining
Mann said that he would order a high-level probe into the plying of overloaded tipper-trucks that were being misused for illegal sand mining. 'I've already ordered the transport and police departments to conduct a statewide drive to check the licences of truck drivers and fitness certificates of heavy vehicles. Most tipper-trucks are overloaded. I hope that the sacrifice of these children won't go in vain, and we will unearth the nexus of illegal mining,' the chief minister said.
Asked about the involvement of an Aam Aadmi Party MLA in the business of tipper-trucks, Mann said no one would be spared even if he was an AAP legislator or worker for shielding the accused or interfering in the police investigation. The CM said that strict action would be taken against police officials, who delayed action in the case.
Following his assurance, the family members and scores of local residents lifted their four-hour blockade near Bhakra overbridge on state highway number 10 between Patiala and Samana. They were demanding justice for the seven children and their driver, who were killed when they were returning from school and their Toyota Innova was hit by an overloaded tipper-truck a month ago.
The protesters alleged laxity by the civil administration and police in arresting all accused in the case.
The truck was being driven by a 19-year-old with no licence for heavy vehicles. Records showed that the truck's fitness certificate had expired in January 2024 and its pollution certificate in July 2023, while its road tax was valid up to December 2023. In addition, the Regional Transport Authority (RTA), Yamunanagar, Haryana, had issued a challan for the truck way back in December 2022.
Though the driver was arrested, the parents of the children demanded that the truck owner, Randhir Singh, also be held accountable and sent behind bars.
Local MLA Chetan Singh Jouramajra has also been at the receiving end of protests for his alleged association with the truck owner. He has, however, denied shielding the accused.

NEW DELHI: The Delhi government has urged the Commission for Air Quality Management (CAQM) to defer the enforcement of a recent directive banning fuel supply to end-of-life (EOL) vehicles, citing serious technological challenges and growing public discontent. The request came through a letter sent by Environment Minister Manjinder Singh Sirsa, who reiterated the government's support for air pollution mitigation but called the fuel ban 'premature and potentially counterproductive.' The ban, mandated under CAQM's Direction No. 89 dated April 23, came into effect on July 1 and prohibits petrol stations from refuelling vehicles that are 10 years or older for diesel and 15 years or older for petrol, as per existing court orders. Sirsa told the media on Thursday that the ban has sparked anger among residents. 'People are unhappy. The government is with them,' he said, placing the blame for 'rigid norms' on the previous AAP government. According to Sirsa's letter, the enforcement via Automated Number Plate Recognition (ANPR) systems has exposed 'crucial operational and infrastructural shortcomings.' These include malfunctioning sensors and cameras, incomplete integration with databases of neighbouring states, and the system's inability to detect vehicles with missing or faulty High Security Registration Plates (HSRP). TNIE had highlighted these operational and implementation issues in a detailed report on May 30, after visiting over a dozen fuel pumps. The minister also argued that unless the ban is implemented uniformly across the entire National Capital Region (NCR), it risks pushing vehicle owners to procure fuel from neighbouring districts such as Gurugram or Ghaziabad, potentially creating an underground fuel economy. Sirsa said the Delhi government is already executing a multi-pronged pollution control strategy, from massive tree plantation drives to stricter Pollution Under Control (PUC) norms and trials of cloud seeding.

Delhi government says it won't scrap old vehicles; cites public backlash, systemic challenges
The Delhi government will clean the city's air but will not allow impounding of 'end of life' vehicles (ELVs), Environment Minister Manjinder Singh Sirsa said on Thursday (July 3, 2025), citing public backlash and systemic challenges in implementing the anti-pollution measure. The Minister said he had written to the Commission for Air Quality Management in NCR and Adjoining Areas (CAQM), requesting a hold on its directive, which had mandated fuel stations to deny petrol or diesel to ELVs starting July 1 and authorised their impounding based on automatic number plate recognition (ANPR) camera identification. 'We will clean Delhi's environment, but will not allow Delhiites' vehicles to be impounded. This is the resolution of our Chief Minister Rekha Guptaji – her promise to the people,' Mr. Sirsa said at a press conference. Ms. Gupta said her government will make 'all efforts' for the resolution of the problems related to the ban on ELVs, defined as petrol vehicles older than 15 years and diesel vehicles older than 10 years. 'The pain of Delhi people is understandable... We will raise the voice of people wherever necessary,' she said at an event, adding that some people are emotionally attached to vehicles gifted by a close person, and such less-driven cars are keepsakes. 'Public outcry' An official in Mr. Sirsa's office said that the ANPR-based enforcement at fuel stations would not be implemented from Friday. However, there was no formal confirmation from the Delhi government. In his letter to CAQM, the Minister wrote, 'Due to the technological integration challenges of this extremely complex system and lack of coordination with neighbouring States, there is public discontent and outcry. Under these circumstances, it is not feasibleto implement the denial of fuel to ELVs using ANPR at petrol pumps.' He said the government was considering a solution based not on banning all overage vehicles, but on actual pollution emitted by vehicles. The CAQM, in its April 23 directive, had ordered that from July 1, ELVs detected via ANPR cameras at Delhi's fuel stations be denied fuel. The same rule was to be enforced in five NCR districts – Gurugram, Faridabad, Ghaziabad, Gautam Buddha Nagar, and Sonipat – starting November 1, and across the rest of NCR from April 1, 2026. The Delhi government supported the directive. From July 1, Delhi's Transport Department and traffic police had begun impounding ELVs seen at fuel stations. According to CAQM data, Delhi has nearly 62 lakh ELVs, and the rest of NCR has about 44 lakh. The National Green Tribunal had banned ELVs across NCR in 2015. Political blame game The Aam Aadmi Party (AAP), which has criticised the move, said the public had forced the government to reverse its move. 'The BJP government was simply hiding behind a court order. But when the people united and raised their voice, it had to withdraw. In a democracy, the people are supreme,' said AAP's Delhi president Saurabh Bharadwaj. A similar measure was announced by then Environment Minister Gopal Rai in 2022 but never notified. Mr. Sirsa alleged that the previous AAP government took money from new car dealers and decided to install ANPR cameras to impound older vehicles.
