Oman: AgriFish Fund unlocks sustainable solutions

The Agricultural and Fisheries Development Fund aims to preserve and develop agricultural, livestock and fisheries resources, enhance institutional and human capacities; and promote innovation and investment to achieve sustainable food security.
To realise these objectives, the fund has established several programmes under which it finances various projects. These programmes are generally categorised into two main groups: specialised programmes and joint programmes.
SPECIALISED PROGRAMMES
Among the key specialised programmes developed by the Agricultural and Fisheries Development Fund is a dedicated programme for the development and expansion of aquaculture.
Aquaculture in Oman provides effective solutions to address contemporary environmental challenges, including climate change and overfishing, which have threatened fish stocks and led to declining yields in traditional fisheries.
Commercial aquaculture was introduced in the Sultanate of Oman in 2003 and has since become a critical component of fisheries sector development, significantly boosting production.
Another specialised programme focuses on the use of non-traditional water sources in agricultural production. This includes the utilisation of treated wastewater, desalinated water, produced water from oil extraction and artificial rainfall.
Scientific studies conducted by the Ministry of Agriculture, Fisheries and Water Resources have demonstrated that treated wastewater can safely be used for cultivating seasonal fodder crops and grain crops for seed production.
These studies confirmed that the treated water and the resulting crops were free from microbial activity and that heavy metal concentrations remained within safe limits as per Omani standards.
Given that date palms are the most widely cultivated crop in Oman in terms of both area and production volume, a specialised programme has also been established for their development.
Dates hold significant economic, environmental and social value due to their deep cultural connection with Omani heritage.
The programme aims to enhance the role of date palms in food security by improving productivity and advancing processing techniques for date-based products.
JOINT PROGRAMMES
The Agricultural and Fisheries Development Fund has also launched several collaborative programmes in partnership with private sector institutions and local communities.
One of the key initiatives in this category is the Innovation Programme, which promotes innovation in agricultural, livestock and fisheries applications. Innovation plays a fundamental role in diversifying, improving and localising production systems while enhancing services and marketing strategies.
The programme has helped address challenges facing agricultural, livestock and fisheries production by integrating advanced technologies and supporting applied scientific research.
As a result, the programme has significantly increased the value-added of various products and optimised the use of local resources.
Another notable joint programme focuses on enhancing the role of rural and coastal women in agricultural, livestock and fisheries development. This initiative offers specialised training packages tailored to women, helping them improve product quality and develop effective marketing solutions. By doing so, the programme has empowered women to contribute actively to economic and social development.
Additionally, the fund has implemented programmes aimed at developing local feed industries for livestock and fisheries. The availability of animal feed is one of the major challenges affecting the growth of livestock production and aquaculture.
Historically, Oman has relied on imported raw materials for feed production, leading to high production costs and market instability due to fluctuating global prices. To address this issue, the fund has invested in local feed industry development by utilising agricultural and fishery byproducts — such as palm tree residues and sardines — as key inputs. These initiatives have improved feed availability, reduced production costs and decreased reliance on imports.
In summary, the programmes implemented by the Agricultural and Fisheries Development Fund — whether specialised or joint — have played a vital role in overcoming challenges facing agricultural and food production sectors in Oman.
These initiatives have strengthened local producers, supported food security and provided sustainable solutions to pressing issues such as climate change, water scarcity and agricultural pests affecting crop yield and quality.

MUSCAT: Global clean energy specialist Tree Energy Solutions (TES) is actively exploring investment opportunities in large-scale production of renewable natural gas—also known as electric natural gas (e-NG)—in Oman. The initiative aims to support the country's energy transition while also creating an export platform for carbon-neutral fuels targeting international markets. TES CEO and Co-founder Marco Alverà recently visited Oman for high-level discussions with senior executives from key energy stakeholders engaged in advancing the Sultanate's green hydrogen ambitions and broader decarbonisation strategies. The visit marks the latest in a series of engagements between TES and Omani entities, viewed as potential long-term partners in the company's efforts to expand its global footprint into the Middle East. Headquartered in the Netherlands, TES is a pioneer in the production of e-NG—a synthetic methane derived by combining green hydrogen with biogenic or recycled CO₂. This carbon-neutral gas can be transported using existing natural gas infrastructure from pipelines to LNG vessels, offering a scalable clean-energy alternative to fossil natural gas. 'We had productive discussions on how e-NG can support both Oman's domestic decarbonisation goals and its ambitions to export clean fuels—especially to Europe and Asia, where demand is growing,' said Marco Alverà. 'Oman has a very ambitious green fuels strategy supported by the Ministry of Energy and Minerals, OQ Group (e.g. OQAE, OQGN), and Energy Development Oman (EDO) through Hydrom. At TES, we view Oman as a uniquely positioned country to lead in the global green gas trade, thanks to its world-class solar and wind resources and robust gas infrastructure,' he noted.. In mid-2024, TES signed a Joint Study Agreement with OQ Alternative Energy (OQAE)—the clean energy arm of OQ Group—to assess the feasibility of establishing an e-NG facility in Oman. 'This is a fundamental approach in the way we assess our global opportunities. It is a necessary step that could pave the way for TES to invest in green e-NG production in Oman,' said Alverà. 'By adding CO₂ to green hydrogen, you get a green product—e-NG—that behaves just like fossil natural gas but with a fraction of the emissions. What's more, it can be distributed through the current infrastructure with little or no modification, making the energy transition more cost-effective,' he said. 'Launching a few e-NG projects here would be like unlocking new gas reserves—millions of barrels of oil equivalent.' TES' modular e-NG production approach combines electrolysers, methanisers, and balance-of-plant systems, enabling efficient, scalable green gas generation which is being implemented across the most promising e-NG locations. TES is further supporting this in Germany, where it is developing a giga-scale import terminal at the Wilhelmshaven Green Energy Hub that will serve Germany and Europe with e-NG produced worldwide. TES is a founding member of the e-NG Coalition, alongside TotalEnergies, Engie, Sempra Infrastructure, Mitsubishi, Tokyo Gas, Osaka Gas and Toho Gas which aims to accelerate global e-NG adoption. Oman stands out as a priority destination. 'Beyond its transparent regulatory framework and existing infrastructure, Oman enjoys strong geopolitical positioning and is a trusted partner—qualities that matter immensely to markets like Japan,' said Alverà. He added that e-NG offers major advantages over green hydrogen, particularly for international trade. Unlike hydrogen, which still faces technical and economic barriers, e-NG can be easily shipped as LNG or transported via pipelines. It can be a drop-in fuel for green manufacturing, like steel and aluminium production, green shipping, and to support the international power and gas grids alike across Europe and Asia, making it a versatile and impactful solution in the global push for decarbonisation.

Ibra – Ministry of Agriculture, Fisheries and Water Resources has announced the launch of a fish market project in Ibra, North Sharqiyah. The initiative aims to boost seafood trade, expand market infrastructure, and improve marketing and sales outlets for fish across the governorate. Dr Anwar al Saadi, Director of Department of Agriculture and Water Resources in Ibra, said the Ibra market project falls within efforts to rebuild and modernise the existing market, located in the commercial district of Al Saffala. One of the oldest fish markets in the governorate, it serves as a key trading point, receiving an estimated 1,250 tonnes of fish annually. The market will cover a total area of 2,081sqm. Fully funded by the ministry at a cost of RO50,000, the project is scheduled for completion in the second quarter of 2026. Facilities will include 12 fish display platforms, an ice-making unit, a waiting area, pump room and other public utilities, all within a climate-controlled environment. 'The ministry, in cooperation with the Office of the Governor of North Sharqiyah and other stakeholders, will establish a closed, air-conditioned market that meets public health standards, supports economic activity, and serves the needs of traders and consumers,' Saadi said. Ibra – A new agricultural products collection centre is being developed in North Sharqiyah aimed at enhancing local farming output and improving access to markets. Located in the Masroon area of Ibra, the facility will function as a logistics hub to receive, store and distribute seasonal produce across the governorate. Mohammed bin Ali al Duwaiki, Vice-Chairman of Oman Agriculture Association in North Sharqiyah, said the project – funded by Ministry of Agriculture, Fisheries and Water Resources and Agricultural and Fisheries Development Fund with more than RO300,000 – represents a significant step in supporting the agricultural sector. He said the centre will help farmers add value to their products while ensuring quality standards are met for both local and export markets. Covering 42,000sqm, the centre will include modern storage units, sorting and packaging facilities, sales outlets, and a display space for fresh produce collected daily from across the governorate. Duwaiki informed that the project is currently in the bidding stage with construction scheduled to begin in the last quarter of this year and expected to take 24 months. He added that the centre will improve efficiency of agricultural marketing and regulation in the governorate, allowing farmers to sell their produce through supervised channels. The aim is to enhance supply and demand while maintaining product quality through professional sorting and packaging before distribution in Oman and abroad.
