Kolkata Corporation drafts rules for uniform standards for conservation, management of heritage structures in city
Kolkata city's right architectural legacy stands poised for consistent preservation, as the civic body has recently drafted a set of updated rules to ensure uniform standards for the conservation and management of all listed heritage structures in the city.
The Kolkata Municipal Corporation (KMC) has forwarded the draft guidelines to the West Bengal government for approval so that the architectural relics are conserved through enforceable preservation rules.
Experts feel that this step would significantly bring in a comprehensive system to protect the heritage structures dotting Kolkata city despite decades of identification and documentation.
Despite having a structured approach, the existing conservation rules and grading system formulated by a team led by historian Prof Barun De had left many buildings vulnerable to alterations, neglect, and demolition.
'We have prepared a detailed draft that can truly change the way heritage is preserved in Kolkata. What Kolkata needs now is not just admiration for its past, but commitment to its future. These rules are a start—but only if they're allowed to take effect,' said an official from the Heritage Conservation Committee. 'But until the government clears it, our hands are tied,' he added.
Prof Barun De-led subcommittee was tasked with reviewing and refining the list of heritage buildings compiled in 1998, as many entries were found to be either inaccurate, outdated, or lacking historical significance.
The revised document grouped 611 buildings under Grade I, which stipulated no structural changes, 197 buildings under Grade IIA that allowed minor additions in open spaces, and 109 structures under Grade IIB that permitted minor modifications under supervision.
In 1997, the Government of West Bengal formed an expert committee to identify heritage structures within the Kolkata Municipal Corporation (KMC) limits. By 1998, a detailed list was submitted, and the KMC Act was amended to include a section dedicated to heritage protection.
Although KMC acknowledged the revised list, the lack of proper regulatory support meant conservation efforts remained largely symbolic.

In the 19th century, the address of the building was 12 Sukia Street when it belonged to Rajkrishna Bandyopadhyay. Later, the address was changed to 48A Kailash Bose Street, according to KMC sources. As per the KMC's IB register, the name of Soumendranath Bandyopadhyay was updated as the present owner of the building in 2024, but the family, according to local sources, is settled outside the city. In his biography on Akhay Kumar Dutta, a noted figure of the Bengali Renaissance invited to the wedding, writer Mahendranath Roy mentioned in Bengali in 1885 that on Dec 7, 1856, the first widow remarriage in the country happened at Rajkrishna Bandyopadhyay's house at Sukia Street. Swachh Survekshan: Kanpur ranks 13, gets Water Plus cert
Kanpur: Kanpur, showing a remarkable improvement, earned the 13th rank in the Over 10 Lakhs Population City category in India for its performance in the Swachh Survekshan 2024-25 survey. Acording to the govt release on Thursday, Kanpur has also been awarded the Water Plus certificate in the ODF category and fifth place in Garbage Free City category in the survey. According to the data collected under the Cleanliness Survey-2024-25, the door-to-door collection was 96 per cent, sorting of garbage 79 per cent, 100 per cent marks in garbage generation and its processing and 95 percent points in development of the dumping site. The city also earned 100 per cent points in cleaning of residential, market areas and water corporations and secured 87 per cent marks in cleaning public urinls. Municipal commissioner Sudhir Kumar commented that Kanpur municipal corporation had pledged for continuous development in cleanliness of the city with the target of 'Healthy Kanpur and Clean Kanpur.' All the efforts will be focussed on achieving this target and further improvement in the cleanliness, he added. Mayor Pramila Pandey expressed happiness over the city's ranking and said that more efforts were needed to achieve the top spot in the Swachh Survekshan. 80 Kolhapur students make it to state list in school scholarship exam
Kolhapur: Students excelled in the school scholarship exam, with two securing the top rank in the state merit list. The Maharashtra State Education Council declared the results for the Stds V and VIII exam on Thursday, revealing that 80 students from Kolhapur district were among the 422 state toppers from rural and urban areas. The first prize was bagged by Ishwari Digvijay Kotkar of ZP-run Vidya Mandir Sonali in Bhudargad tehsil, securing 294 of 300 marks in the Std V scholarship exam. The second and third ranks were bagged by the ZP school students too. In urban areas, among the civic-run schools, four students from Laxmibai Jarag Vidyalay, run by Kolhapur Municipal Corporation, bagged positions in the top 10. "We have eight students in the state merit list this time. We have 44 students among the top 100 students from Kolhapur district. Last year, we had two students in the state merit list from Std V, who appeared for the scholarship exam," D C Kumbhar, administrative officer of KMC education board, said. The civic school is the most sought after for admissions by parents. In 2007, one of the students bagged the first rank in the state. Meena Shende, district primary education officer of Kolhapur ZP, said, "Twenty-seven students from the rural areas of the district have made it into the state merit list for the Std V scholarship exam and 18 in the Std VIII exam, which tests general knowledge, reasoning and mathematics. The total pass percentage of the students from Kolhapur district is around 36%, much higher than the state average." Sourabhi Suryakant Dawar from Kendra Shala Fejiwade in Radhanagar bagged the second rank in the state list with 292 marks. Shlok Shashikant Patil from Vitthal Vidyamandir Pedrewadi in Ajara tehsil came third with 290 marks in the Std V scholarship exam in the rural merit list. Among Std V scholarship urban students, Swara Arun Patil and Powar Advait Dilip bagged the joint fifth rank with 288 marks, Sanskar Shahaji Patil bagged the sixth rank with 284 marks with Madhurima Bharatkumar Jadhav. All these students are from KMC-run Laxmibai Jarag Vidyalay. In the Std VIII scholarship exam, Soushruti Amit Pundpal bagged the second position with 290 marks in the state merit list among students from urban centres. She is from Vyankatrao Highschool Ajara. Shwetal Sunil Bandgar of Bapuji Salukhe Highschool bagged the eighth rank with 280 marks. Nupur Yuvraj Powar of Namdeorao Bhoite Vidyalay Kasba Walve from Radhanagari tehsil bagged the first rank in the state merit list among Std VIII students from rural schools.
