Only 1 of 8 city division gave dilapidated bldgs' list: CAG

Mumbai: Authorities displayed a casual approach towards dilapidated buildings as only one out of eight selected divisions in the city submitted a list of identified dangerous or dilapidated structures in its area, and that too without proper verification.
Only the Kalachowki division provided a list of 248 buildings, but the audit revealed that 76 had already been demolished, redeveloped, or were under redevelopment. In the past, the city had witnessed instances of collapse of such dilapidated buildings or its parts, resulting in deaths.
Under the Mhada Act, the BMC must submit full details of cess buildings in ruinous or dangerous conditions, likely to collapse without urgent repairs, or those for which BMC has served notice. The audit observed that among eight selected divisions of Mumbai Building Repairs and Reconstruction Board (MBR&RB), BMC provided the list of only Kalachowki division. The govt replied to the CAG that directions were issued to all Executive Engineers (of Mhada) to obtain lists from their respective ward offices.
The audit noted that MBR&RB relied solely on visual inspections, ignoring recommendations for technical audits to decide on status of cess dilapidated buildings.

"A total of 66 small-sized Casuarina trees have been planted on the median divider. The plan is to beautify more such median stretches," said local councillor and BMC chairman, Sabyasachi Dutta. Locals said the median divider stretches across Salt Lake are mostly in shambles. "Not only defunct cable lines, old worn out party flags, rubbish and even abandoned clothes could also be seen dumped on the median stretches," said Pritam Majumdar, a resident. 1 2 Bhubaneswar: In a bid to boost green cover, the Bhubaneswar Municipal Corporation (BMC) recently launched an avenue plantation, targeting the planting of 35,000 saplings across 265 identified locations in the city. The civic body has already dug pits at these sites. "We have dug the pits and started planting saplings in areas like Ashok Nagar, Janpath, Master Canteen, and Hatiasuni new road near the Salia Sahi slum, where green cover is sparse," said BMC deputy commissioner Kajal Pradhan. According to a report by iForest, a private organisation, Salia Sahi — comprising wards 20, 21, and 26 — has the least green cover in the city. Five other wards (27, 38, 41, 57, and 61) also fall short of the WHO-recommended green cover per person. BMC has sourced trees resilient to wind and cyclones from forest department nurseries. Salia Sahi experiences extreme heat due to factors such as corrugated sheet roofs and low vegetation, the report said. The civic body aims to ensure a 5:1 survival ratio — five saplings surviving for every one lost over the next five years. Last year, the BMC introduced Miyawaki plantations at five sites and recorded an 80% survival rate. "Heat reduction measures are underway, and we plan to introduce the green roof concept in the city, though a strategy is still being developed," said a BMC environment officer. The Miyawaki method involves planting herbs, shrubs, and trees in dense clusters, with less than one foot between plants, to create quick green cover.

Mumbai: Chief minister Devendra Fadnavis called a meeting on Tuesday to discuss the issue of shutting down kabutarkhanas in Mumbai. Fadnavis said the kabutarkhanas are being shut on court orders and it has nothing to do with the state govt. "Taking into consideration the sentiments of the people, I have called a meeting tomorrow (Tuesday) for which a few prominent citizens will be present to discuss the issue. We will make all efforts to resolve the issue," he said. The BMC has not only stopped the feeding of pigeons but has also covered the kabutarkhanas, which has been met with strong protests from the Jain community. Mumbai suburban guardian minister Mangal Prabhat Lodha has asked for temporary feeding zones to be set up at BKC, Mahalaxmi Racecourse, Aarey Colony, and Sanjay Gandhi National Park under supervision. The civic body charges each person Rs 500 for feeding of pigeons. Further, police cases have also been registered over the past few days. At Dadar's iconic Kabutarkhana alone, 61 people have been penalised Rs 27,200. A few local shopkeepers, on the other hand, said that they were "happy". Sunil Shah, a resident of Shivaji Park, who operates a store near Plaza Cinema, said, "Overall, we are happy and feel that if people want to feed they should do so at their own homes and not in public places as such as it only leads to larger public inconvenience," said Shah. Former Colaba corporator Puran Doshi said, "These kabutarkhanas have been erected about a century ago and it's now that there is suddenly a hue and cry over it. If the courts do not give a favourable order in the coming days, we have again planned a protest over the coming weekend," said Doshi. Meanwhile, Lodha met with the BMC commissioner to express his concerns over the situation. Lodha said, "There is a need for a balanced middle path to be taken by the authorities. Alternative arrangements should be made for feeding of pigeons." The BMC also plans to cover the other kabutarkhanas in the city, said officials.
