Gauteng unveils tamper-proof number plate system

Gauteng Premier Panyaza Lesufi's commitment to combat crime, corruption, lawlessness, and vandalism was highlighted through the launch of the new high-tech, tamper-proof provincial number plate pilot system at the Nasrec Expo Centre.
The launch was carried out by Lesufi together with the MEC for Roads and Transport Kedibone Diale-Tlabela, on 5 June.
The number plate system is a secure, traceable, and smart solution, incorporating tamper-evident decals, forensic QR codes, and a fully digitised back-end portal.
These technological enhancements are designed to combat vehicle theft, fraud, and cloning while improving road safety and empowering traffic law enforcement across the province.
The system will be piloted over a six-month stress-testing project using g-Fleet vehicles affixed with the technologically advanced new number plates.
This system aims to improve the credibility of number plates and enable license plate tracking within the value chain.
It also seeks to address longstanding challenges in vehicle registration and law enforcement framework, tackling cloned or fraudulent license plates, lack of interoperability with Southern African Development Community systems, and inadequate data traceability.
Lesufi said the launch is a major step and a pioneering project in the fight against criminality in the province.
Previously, Lesufi indicated that vehicles were a common denominator in the commission of, particularly, violent crimes, either as stolen or getaway vehicles.
'We are letting go of the old ways of fighting crime and introducing new ideas in this fight. With the help of CSIR, we are now deploying a digital system that ensures we are able to account for every vehicle on our public roads. Those who are using fraudulent or duplicate number plates will have no space or time to drive on our roads.'
The Premier emphasised that the province has now launched a high-calibre weapon in the fight against criminality and restoring order.
Speaking at the launch, MEC Diale-Tlabela highlighted that the launch represents a strategic provincial intervention to combat crime effectively and strengthen regulatory compliance. She added that this is an important pillar in the broader Provincial Integrated Crime Prevention Strategy.
'By partnering with law enforcement agencies, metro police departments, and the private sector, we are enhancing vehicle identification and traceability.
'These smart number plates will significantly reduce vehicle cloning, trafficking of stolen vehicles, and the use of falsified plates in criminal activities. It is about disrupting criminal networks and improving road safety.'
The MEC further announced this system has the potential to catalyse economic participation and unlock local economic potential by localising the production of number plates.

Gauteng Premier Panyaza Lesufi has taken tough action taken against departmental heads following the release of a damning forensic report revealing that at least R1.8 billion in budget underspending and missed service delivery targets in the province. On Sunday, Lesufi addressed the media on the outcomes of the recently concluded a set of forensic investigation reports, which have been finalised by the Provincial Forensic Audit Unit. This latest release follows an earlier briefing held on 24 June 2025, where the Premier made public the outcomes of 47 forensic reports. "On the 17th of July, I responded to matters from our ethical council that responded to members or heads of departments who could not finish or conclude their lifestyle audits. I also indicated on the 17th of July that there were departments that underspent seriously. The total underspending at the time was R1.8 billion. It has now gone to R1.3 billion after the authorisation of some of the transactions that we requested be carried over. To me, this was a serious underspending by heads of departments. Some departments have missed their departmental performance targets, and we took serious exception," he said. Lesufi said some of the reasons are due to service delivery challenges, and as a result, he has acted to ensure that this does not continue. "With the serious challenges of service delivery, we cannot afford departments that are missing their targets. We also found some audit outcomes, which indicated that some departments are not performing ideally. Within that context, I have decided to reshuffle and reset heads of departments and remove other heads of departments from their responsibilities. From the 1st of August," he stated. Responding to Lesufi, the DA Provincial Chief Whip in the Gauteng Legislature, Mike Moriarty stated: "Our experience is that this Premier has the habit of creating positive spin to cover failure. For example, he refers to having previously issued 47 such reports, and now he is following this up with others. "The fact is, we have examined those previous reports, and indeed, they only relate to 37 cases and not the 47 that he claims. Moreover, these reports are heavily redacted and convey no information as regards people implicated therein and give no details regarding the disciplinary and criminal consequences that should have arisen in this case." Lesufi said the affected changes and reshuffle to HODs and other personnel, include e-government, infrastructure, education, treasury, COGTA, transport, human settlements, agriculture, environmental development, education, health, among others. "I am pleased that I have appointed a new HOD for the Department of Economic Development, Mr Matlatjo Moholwa, who brings a wealth of experience into public service. He has served as part of economic research and chief economist in the City of Johannesburg and the lead economist for the Land Bank, and Deputy Director General in Mpumalanga and the Gauteng Department of Economic Development. With the challenges that we are going to have with the US in terms of the tariffs, and the need for us to reposition the economy of Gauteng, we needed a chief economist to lead us in this department," he stated. Reports detail 'wide range of misconduct' The 39 forensic reports mentioned by Lesufi on Sunday follow the 47 reports announced by the premier on 24 June. 'The released reports detail investigations into serious offences and improper behaviour across multiple departments. They cover a wide range of misconduct, from criminal acts to minor breaches of conduct,' he said on Sunday. The Gauteng premier said the reports will not be released at this stage, to avoid 'harming the enforcement or implementation of the recommendations'. 'We are aware that releasing certain details early might disrupt ongoing legal cases or make it harder to follow the recommendations, including putting whistleblowers' identities and safety at risk.' 'Protecting whistleblowers is essential for transparency and justice. They risk their safety to expose corruption and abuse of power, helping ensure accountability and ethical governance.' On the relocation of heads of departments, Panyaza said his reshuffle follows recommendations from the Gauteng Ethics and Advisory Council (GEAC). Earlier this year, IOL reported that Lesufi condemned his administration for returning about R1.8 billion to the National Treasury after underspending on its annual budget. At the time, Lesufi acknowledged a marginal improvement in financial management but said returning unspent funds amid rising community needs cannot be justified. On Sunday, Lesufi described the under-expenditure as 'a serious underperformance' by the heads of departments. 'They are also heads of departments that have missed their performance targets and we took serious exception, that with the challenges that we are facing, of service delivery, we can't afford departments that are missing performance targets. 'We also found some audit outcomes which indicated that some departments are not performing ideally. Within that context, I have taken a decision to reshuffle and reset heads of departments, and remove other heads of departments from their responsibilities,' he said. From 1 August, these are the new heads of departments of the departments in Gauteng: * Department of eGovernment: Masabata Mutlaneng, coming from infrastructure development department * Department of Infrastructure Development: Rufus Mmutlana, moved from department of education * Treasury: Ncumisa Mnyani retained * COGTA: Darion Barclay retained * Transport: Dr Thulani Mdadane retained but the post will be advertised later this month * Human Settlements: Puleng Gadebe-Mabaso retained * Agriculture and Rural Development: Khululekile Mase retained 'In the following departments, I have appointed acting heads of departments with immediate effect.
