Scottish Secretary and defence minister to launch £250m Faslane investment
The funding for HMNB Clyde at Faslane was announced in the spending review last month and will be spent over the next three years to improve infrastructure at the site.
The upgrade will ensure the base can house the next generation of nuclear submarines.
UK Government ministers Ian Murray and Maria Eagle will visit the site on Wednesday, meeting with senior military officials, the leaders of Inverclyde and Argyll and Bute councils, and local MPs.
Scottish Secretary Mr Murray described the spending as a 'defence dividend' as he continued to talk up the economic impact of investing in the sector in Scotland, including through the Clyde 2070 programme, which will see billions pumped into the industry in the coming decades.
'With Faslane home to the nation's first and final line of defence – the UK's nuclear deterrent, it's only right that Clyde 2070 represents one of the most significant UK Government investments over the coming decades,' he said.
'It will ensure the Royal Navy can deliver the continuous at sea deterrent from a modern, efficient base which will result in a better environment for our hero submariners to live, work and train in.
'Crucially it will also create skilled jobs – including for small and medium-size firms – boost the economy and help tackle the critical skills gaps facing the country in sectors such as nuclear, construction, maritime and project management, by bringing together government, Scottish communities, industry, supply chains and academia to address the challenges.'
Defence procurement minister Ms Eagle said Scotland plays a 'crucial role' in the country's Trident nuclear deterrent, which forms the 'bedrock of the UK's defence'.
She added: 'We are today re-affirming that unshakeable commitment by launching this multibillion-pound investment to His Majesty's Naval Base Clyde, which is vital to our deterrence capability.
'The initial £250 million of funding over three years will support jobs, skills and growth across the west of Scotland.
'This Government will keep the UK safe for generations to come while delivering on the Plan for Change and making defence an engine for growth.'

Nine charged after protests outside Epping asylum hotel, Essex Police say
Nine people have been charged following last week's protests outside an Essex hotel believed to be housing asylum seekers. Protests outside the Bell Inn hotel in Epping began peacefully but 'escalated to the point of disorder and criminal damage'. Now Essex Police say a total of nine people have now been charged following the force's continuing investigation into last week's incidents. Assistant Chief Constable Stuart Hooper said on Friday: "I'm really grateful to the people of Epping who wanted to make their voices heard yesterday and did so peacefully. "I'll take this opportunity to thank them again. As people will have seen, we had a really robust police operation around the protest. "We wanted to ensure everyone could safely go about their business, minimising disruption, while facilitating peaceful protest. "We are continuing to investigate those few intent on exploiting peaceful protests to launch assaults on officers, cause criminal damage, or commit disorder. "They can expect a knock on the door." There have been a series of demonstrations outside the hotel since asylum seeker Hadush Gerberslasie Kebatu, 38, was charged with sexual assault after an incident earlier this month in which he is alleged to have attempted to kiss a 14-year-old girl. Kebatu denied the charge when he appeared at Chelmsford Magistrates' Court last Thursday. The Home Office, meanwhile, has said it is working to close hotels and 'restore order' after a council unanimously voted to urge the government to shut a hotel housing asylum seekers following a series of protests around the site. Further protests took place on the evening of Thursday, July 24, outside the same hotel, and one person was arrested. Dozens gathered outside the venue – although shortly after 7.30pm, police said the latest demonstration had 'so far been peaceful'. However, an arrest was made over breaching an order in place that prevents anyone from wearing a face covering, Essex Police confirmed. Some of the protesters could be seen wearing English and Union flags draped over their backs as they stood behind fencing erected outside the hotel. A large billboard set up behind the fencing also showed English flags with the words 'Protect Our Kids'.

Palestine Action ban ‘disturbing misuse' of UK law, UN human rights chief says
Britain's proscription of Palestine Action is a 'disturbing misuse' of anti-terror laws, the United Nations human rights chief has said. Volker Turk has urged the UK to lift the ban, which he described as 'disproportionate and unnecessary' in an intervention on Friday. The Government moved to designate the group a terrorist organisation after it claimed responsibility for vandalising two planes at RAF Brize Norton on June 20. The ban means that membership of, or support for, Palestine Action is now a criminal offence punishable by up to 14 years in prison. A legal bid to challenge the proscription at the High Court by the group's co-founder, Huda Ammori, is ongoing. Mr Turk, a lawyer who serves as the UN's high commissioner for human rights, urged the UK Government to repeal the decision. 'The decision appears disproportionate and unnecessary,' he said. 'It limits the rights of many people involved with and supportive of Palestine Action who have not themselves engaged in any underlying criminal activity but rather exercised their rights to freedom of expression, peaceful assembly and association.' He added that the Government should 'rescind its decision to proscribe Palestine Action and to halt investigations and further proceedings against protesters who have been arrested on the basis of this proscription'. 'I also call on the UK Government to review and revise its counter-terrorism legislation, including its definition of terrorist acts, to bring it fully in line with international human rights norms and standards,' the high commissioner said. Lawyers representing the Home Office have said that by causing serious damage to property, the group's alleged actions fall within the terrorism laws used in proscription. The Government has been contacted for comment.
