
Who would take over if Luxon fell under a bus - Willis, Bishop or another?
There is no suggestion that Luxon's leadership is in trouble or that anybody is seeking to roll him.
But it is not uncommon to speculate on future leaders.
In Helen Clark's first term as Prime Minister, as she was preparing for an intrepid icy expedition, a reporter asked her who she thought would take over if she fell down a crevice.
Surprisingly enough, she answered the question. She did not suggest her Labour deputy, Michael Cullen, but offered up Education Minister Trevor Mallard.
At the time, Mallard was the equivalent of Jim Bolger's Mr Fix-it, Bill Birch, and John Key's Everything Minister, Steven Joyce. But in each successive year of the Fifth Labour Government, Cullen's stocks grew and by the second term, there would have been no doubt he would have filled any unforeseen vacancy.

When Ardern privately decided to leave office at the end of 2022, her close political partner, deputy leader and Finance Minister Grant Robertson did not want the job. Chris Hipkins took little persuasion by them that he would be the next best to lead the party into the 2023 election.
The Willis-Bishop partnership has some similarities with the Ardern-Robertson one.
Both were forged as political advisers before entering politics, and both have become the most influential politicians of their generation.
While Ardern eventually attained the senior role, in reality they were partners of equal influence in Government and in the party.
Willis and Bishop also have equal influence. Willis began as the senior of the two, having started in the National Party Opposition research unit in 2003, the year Bill English was dumped as leader by Don Brash.
English put his head down and worked intensively on education policy. By the time John Key became leader in 2006, Willis had been identified as a big talent. She worked for Key, including on his efforts to establish social policy credentials in his McGehan Close speech.

She also famously helped Key to practise for leaders' debates in the 2008 campaign by standing in as 'Helen Clark' and had to be asked to stop because she was crushing it, and Key's confidence. By then, Bishop had joined the research unit as well, but Willis was the senior.
When Key became Prime Minister in 2008, it was a natural move for her to become one of his senior advisers, despite her being only 27 at the time.
Bishop, by then aged 25, became a ministerial adviser to Gerry Brownlee in the first term but, in what can easily be described as an error of judgment, went on to become a tobacco company lobbyist, returning to the Beehive to work as a ministerial adviser to Steven Joyce.
Bishop was elected to Parliament in 2014, three years before Willis. Like Bishop, she had also sought business experience, but more sensibly with Fonterra, not a tobacco company.
That epitomises the pair of them. He is rough around the edges, more free-wheeling, spontaneous and flawed. She is more buttoned-down, more rehearsed and more focused on political management.
Authentic is a word often used to describe him. But Bishop gets into trouble more often than Willis – for example, his most recent controversy over saying 'what a lot of crap' at what he saw as the politicisation of Stan Walker's contribution at the Aotearoa Music Awards.
As Leader of the House, he is often forced to work collaboratively with MPs from other parties. Her default position is viscerally combative.
Importantly, he is more popular among Government MPs than Willis.

She is seen as a high-achieving, a perfectionist, someone who thinks things through. She is also highly ambitious, sometimes to the detriment of building relationships with colleagues, and also has to make unpopular decisions as Finance Minister.
She first stood in 2017, was elected from the list in 2018 and just under four years later, was invited by Luxon to be his deputy. Luxon's mentor, John Key, had helped Willis with her candidacy in 2017 and appeared in a video before the election in which he said: 'I personally think she could be the leader of the National party, and the leader of the country one day. I rate her as the most impressive candidate I've seen…'
Perhaps it was that endorsement that gave her the confidence as a first-term MP to get deeply involved in the plot to replace leader Simon Bridges with Todd Muller in 2020. Both she and Bishop were in donkey deep. After most of the other protagonists retired in 2020, she and Bishop carried much of the blame from the Bridges loyalists for the disastrous electoral consequences.
When Luxon replaced Judith Collins a year later, his choice of Willis as deputy helped to diminish the resentment towards her. But in the end, it was her and Bishop's own efforts as top caucus performers that sealed it, including Bishop's role as campaign chair in 2023.
And while she may have had seniority over Bishop in theory when they entered Government due to her role in Finance and as deputy leader, his stocks have risen since then.
His workload is prodigious, his reform agenda is immense, his relationships with coalition partners is strong, he performs well publicly, and despite his flaws, or perhaps because of them, he connects well with people, including the caucus.
That is why right now, despite Willis having been groomed for the role, having highly influential patrons, and being respected for her achievements, Bishop would likely have the edge to successfully fill any leadership vacancy if he wanted it.
Being loyal friends, it is unlikely either would openly challenge the other, but it would not be too difficult to find out which had more support among colleagues.

The other person who couldn't be entirely discounted in the bus scenario would be Erica Stanford.
She is doing very well as Education Minister, a notoriously difficult portfolio for National ministers, and is said to be making it clear she considers herself to have future prospects.
But she would be a greater risk in terms of wider political management and strategy than Bishop or Willis, who have lived and breathed it for years.
Under the bus scenario, the outcome could depend on how National was polling at the time. If it were doing very well, that would favour Bishop or Willis as candidates for stability and continuity.
If it were polling very badly, that might favour a riskier contender such as Stanford, who might have public appeal, if not caucus appeal.
A Stanford leadership would almost certainly suit Act and NZ First, because she would not have the business and rural credentials that Bishop or Willis are gaining. She would therefore leave more space for those parties to draw that vote next time around.
But in a more likely scenario, if Bishop were the leader, Stanford could be his deputy, and Willis could remain in Finance.
Health Minister Simeon Brown is the other minister worth considering, but not as a leader, yet. A highly political and competent minister, he is a darling of the wider party, but at age 34, he has time on his side.

If Bishop did not want the leadership and Willis were the leader, Simeon Brown could be her deputy, and Bishop could be the Finance Minister.
An even bolder option, the one that would muster a certain excitement, would be Willis as leader, Stanford as deputy and Bishop as Finance Minister.
Again, it is the sort of novel combination that would only be contemplated if the party needed rescuing at the time the leader fell under the bus.
National does not sweat the gender and geographical balance stuff in the same way Labour does. And while there has usually and ideally been a liberal and conservative blend in the leadership team, it has not always been strictly adhered to.
Political competence and promise would ultimately trump all else if unforeseen events created a vacancy.

Africa-Asia Dialogue On Agrifood Systems Transformation To Open In Viet Nam
Hanoi - Agriculture ministers and top-level policymakers from 15 African countries will meet with their counterparts from 3 Asian countries here on 15 July 2025 to discuss making agrifood production efficient, resilient, sustainable and inclusive, to reduce high levels of hunger, malnutrition and poverty in both regions. The High-Level Inter-regional Knowledge Exchange on One Country One Priority Product (OCOP) Models, co-organized by the Government of Viet Nam and the Food and Agriculture Organization of the United Nations (FAO), is the first intercontinental dialogue on agrifood systems transformation, guided by the FAO 'Four Betters' vision – Better Production, Better Nutrition, Better Environment and Better Life, leaving no one behind. The dialogue is an initiative of FAO Director-General QU Dongyu to familiarize developing countries in Africa with Viet Nam's success in agrifood systems transformation, which is helping reduce wide urban-rural economic disparities in the Southeast Asian nation. The event includes an exchange of national experiences in implementing FAO's flagship One Country One Priority Product (OCOP) initiative, which was launched in 2021 to promote sustainable value chains of nutritious, but underutilized, special agricultural products with unique geographical and cultural traits. 'We look forward to this exchange of knowledge and ideas, and to learn together how to transform agrifood systems for the benefit of all,' said Alue Dohong, Assistant Director-General and FAO Regional Representative for Asia and the Pacific, in a video message ahead of the event. Ministers and top agriculture officials from Bhutan, Cameroon, Cote d'Ivoire, Democratic Republic of the Congo, Gabon, Ghana, Ethiopia, Lesotho, Malawi, Mozambique, Nepal, Sierra Leone, South Sudan, Tunisia, Viet Nam, Zambia and Zimbabwe, will share national perspectives on promoting the Four Betters through the OCOP initiative. Producing more food with less inputs, making agriculture climate-resilient, sustainable and profitable for all, is critical for both Africa and Asia and the Pacific, the regions with the world's highest levels of hunger, malnutrition and poverty. Viet Nam's agrifood transformation model The inter-regional knowledge exchange will begin with a briefing on Viet Nam's transformative One Commune One Product programme, a cornerstone of the country's rural economic development strategy, and an inspiration for FAO's OCOP initiative. Launched nationwide in 2018, it has significantly increased rural incomes and jobs by developing sustainable value chains for local specialties and traditional products. The programme provides comprehensive support for capacity building, product development, quality management and market access, to the rural manufacturers of these special products. The OCOP Four Betters Models The agriculture ministers from Africa will also be briefed on how FAO is leveraging science and innovation to accelerate agrifood systems transformation through OCOP implementation in the Asia-Pacific region, in support of the Four Betters. Strategic partnerships with leading science and innovation centres in the region are enhancing value chains of special agricultural products (SAPs) identified by member countries under the OCOP initiative. This includes the application of an innovative geographical and environmental traceability tool that will increase access of SAPs to high-end markets and incentivize sustainable production. Nutrition science and technology is also being used for SAPs-based food product development, suited to different age groups and tastes. In addition, OCOP implementation is supporting Asia-Pacific countries with market intelligence to integrate SAPs into national, regional and international markets. Strengthening the FAO-Viet Nam partnership The 'High-Level Inter-regional Knowledge Exchange on One Country One Priority Product (OCOP) Models' further cements the FAO-Viet Nam partnership, anchored in Viet Nam's active role in the FAO South-South and Triangular Cooperation (SSTC) framework. This was reaffirmed by the signing during the FAO Director-General's visit to Hanoi in February 2025, of an FAO-Viet Nam Memorandum of Understanding, to promote the sharing of technical knowhow, institutional and policy experiences under the SSTC framework.

The (not so) little leagues turn heads while majors sit by
Analysis: With a little over a year until the campaign proper begins, all eyes are on the smaller – but no longer minor – parties. The Act Party kicked off AGM season yesterday with its so-called Free & Equal Rally. National and the Greens will both hold their AGMs next month, followed by NZ First in September and rounded out by Labour in November. Heading into the next election, every vote will count. Polling is consistently showing tight margins, so each party is looking to define itself; to stand out. On Sunday, Act attempted to do just that – walking the line between showing how it's different from its other right-wing coalition partners, without undermining the three-way union that still has more than a year to run. With Act and NZ First going head-to-head on the anti-woke vote, David Seymour called in the big guns in the form of the American author and free speech advocate James Lindsay. The controversial commentator, who's drawn attention for referring to the Pride flag as the 'flag of the hostile enemy', decried mātauranga Māori as a weapon used by the left to drive a wedge into NZ society, drew lines between policies used in Stalin's Soviet Union and modern day Aotearoa, and spoke about the importance of private property rights. He also received spontaneous applause for reminding the audience that 'communists are not good people'. Seymour hasn't defended Lindsay's comments on rainbow communities, but has defended his right to express such views. And with Lindsay addressing the anti-woke agenda, the Act leader was able to focus his speech on the party's track record in Government, his view of economic and health policy, and the path ahead. Seymour also announced party policy to fast track approval for overseas supermarket chains looking to set up in New Zealand. He believes this fast tracking (along with a guaranteed liquor licence) is the best way to ramp up competition in the market. The Act leader also used his speech to defend the coalition's policy of interest deductibility for landlords, saying this group had been scapegoated under Labour. Seymour told the crowd he knows it's a political risk to defend big business. 'The good thing is, I'm impervious to political risk.' So far, it seems to be true. Though Seymour didn't get his Treaty Principles Bill passed, he is getting a lot of what he wants from this coalition arrangement – just look at the Regulatory Standards Bill. But so has NZ First. And after shedding the title of Deputy Prime Minister, Winston Peters has openly declared he's shifted into campaign mode for the second half of the term. Seymour says the best form of campaigning is delivering for Kiwis. This may be a response befitting the Deputy Prime Minister, but that doesn't mean he's going to be a wallflower for the next 12-plus months. All four minor parties know it'll come down to the wire next year and whether they say it or not, they're all in campaign mode – it shows markedly in their finessing of social media staffing and strategies. The recent, shocking, death of Te Pāti Māori MP Takutai Tarsh Kemp also shows there is fresh talent lining up on the left, ready to step up to the plate. Well-known broadcaster Oriini Kaipara will stand for Te Pāti Māori in the Tāmaki Makaurau by-election, and the party's lawyer Tania Waikato says she will be throwing her hat in the ring next year – though she's yet to confirm her party of choice. But while the smaller parties go head to head, National and Labour are grappling to come to terms with this changing game. The legacy parties appear to be standing a step back from the fray, biding their time to see what happens next – both with their opposition and their allies. The risk is they wait too long and lose the ability to set the narrative in the way they've always done. The major parties are still major, but the growing might of the small four means they can't take their platform or influence for granted. At some point – perhaps during AGM season, which conveniently falls more or less a year out from the election – National and Labour will need to throw themselves onto centre field. That includes unveiling policy that can help turn heads back to the centre.

Universities Seeking International Students Need Less Woke, More World-Class
Responding to the announcement of a Government target to double international students' contribution to the economy, ACT Tertiary Education spokesperson Dr Parmjeet Parmar says: "Tweaks to visa rules and a new marketing campaign might entice some students. But if we are serious about hitting the Government's target, universities will need to improve their offerings. "With countless other countries vying for their money, New Zealand needs to work hard to stand out. But currently, only the University of Auckland makes the top 100 in the QS world rankings. "Our universities must ensure they are offering education that is globally relevant. But we've seen New Zealand universities become increasingly inward and Treaty-obsessed. "We have to ask the question, why would someone come here from Korea or China to be forced to study local indigenous traditions, and to participate in bizarre rituals that offer no relevance to their careers abroad? "Compulsory Treaty courses, the creep of tikanga into science and law, exclusionary study spaces, and race-based opportunities all send the wrong message to would-be students. "We need less pandering to local politics and more focus on excellence. Less woke, more world-class. We must decide: do we want to be a serious player in international education or a navel-gazing backwater? "Ultimately what international students want is a world-class university experience. That is what they pay for. Unlike local students, international students pay full fees –tens of thousands of dollars a year. They effectively subsidise the university system for everyone else, and we should respect their intelligence."
