Since Donald Trump returned to the White House in January, it has been virtually impossible to keep up with all the extreme measures, incendiary rhetoric, personnel changes, policy reversals, and breaches of rules and norms. That is by design: Like European fascists in the 20th century, Trump knows that it is far easier to manipulate and suppress an overwhelmed, divided, and disoriented public than an informed, engaged and assured one.
The relentless stream of declarations, policy U-turns, and legal violations confuses and exhausts Trump's opponents, making it difficult to devise a clear strategy for resisting him. And the flood of often-false or misleading information, combined with continued appeals to popular grievances, prevents Trump's supporters from recognizing that he is often actively working against their interests.
For example, cuts to Medicaid under the just-passed 'Big, Beautiful Bill' — which will amount to about $1 trillion over a decade — will leave millions of Americans, including many Trump voters, without health care. Yet Trump's supporters remain largely fixated on the 'enemies' against whom Trump promises to 'protect' America. If you have an angry base and can conjure scary bogeymen, you do not have to justify your policies; you need only keep stoking voters' anger and fear.
The international community, too, has been struggling to figure out how to respond to Trump's behavior, from his bombing of Iranian nuclear sites to his rejection of multilateral agreements. When it comes to tariffs, however, the path forward should be clear.
On April 2, Trump unilaterally announced 'reciprocal' tariffs on countries running trade surpluses with the United States. But on April 9 — less than 24 hours after the tariffs took effect — he announced a 90-day 'pause,' during which the affected countries were supposed to reach new trade agreements with the US. True to form, the Trump administration has just moved the deadline again: Now, countries apparently have until Aug. 1.
Trump's tariffs defy economic logic. A well-established theoretical framework, based on centuries of evidence, explains why international trade is fundamentally a win-win proposition: each country can produce and sell goods and services in the fields where it has a comparative advantage.
The Trump administration, however, treats trade like a zero-sum game: if other countries are benefiting, then the US must be losing. Trump hopes that by weaponizing tariffs, he will secure 'victories' for US industry. The problem is that the added costs fall primarily to domestic importers — not foreign producers — and are then passed on to consumers. The result is reduced access to foreign goods, weaker domestic competition, and higher prices.
Other countries feel considerable pressure to strike timely deals with his administration. They must resist that pressure. As game theory indicates, patience is crucial for finding cooperative solutions to seemingly intractable conflicts — especially when the uncooperative party is showing impatience. Countries should also remain open to the possibility that trade negotiations can bring mutual benefits, particularly if their scope is broadened beyond industrial products, to include agricultural products and even security issues.
Trade talks between the US and Japan are a case in point. So far, bilateral negotiations have focused not only on automobiles — US imports of Japanese cars are far higher than Japanese imports of American cars — but also on rice, an industry that Japan protects with tariffs and subsidies. But reports of excess production capacity suggest that these protections are not doing Japan much good. Add to that high prices — a reflection of high production costs — and Japan has good reason to liberalize the sector, quite apart from facilitating a trade agreement with the US.
Trump's aggressive tactics have already motivated Europe to take responsibility for its own security — a welcome development in an increasingly insecure world. At last month's NATO summit, member countries (with the exception of Spain) committed to increasing their defense spending to 5 percent of GDP by 2035. Incorporating defense considerations into trade negotiations could prove constructive.
Japan's share of defense spending was affected by the US occupation policy after World War II, which was intended to prevent Japan from becoming a major military power again. Now confronted with the military might of neighboring China and North Korea, and with new demands for increased defense spending from the US, the Japanese will need to consider the issue seriously.
None of this justifies Trump's economically counterproductive, highly destabilizing policies. But rather than become overwhelmed or distracted, and end up striking unfavorable trade deals, countries must take their time, think strategically, and, where possible, bring mutually beneficial offers to the table.

Kumho Tire union slams relocation, delays recovery plan

Korea's second-largest tire manufacturer, Kumho Tire, is facing a labor dispute over its yet-to-be-announced recovery plan following a major fire at its Gwangju plant in May, raising concerns over when the company will restore full production capacity in the city. On Wednesday, the Kumho Tire chapter of the Korea Confederation of Trade Unions announced it would stage a protest in front of the company's Seoul office on Thursday, criticizing management for reportedly seeking to scale down domestic production as part of its post-fire recovery plan. 'The union found that Double Star — Kumho Tire's largest shareholder, based in China — is planning to build a new plant in Korea with an annual capacity of 3.5 million tires, which is smaller than the current Gwangju facility, while fast-tracking a new 6 million-unit plant in Europe,' the union said. 'We began talks over the plan on June 30 and have protested since, but the company has shown no signs of changing it.' Since the 76-hour fire broke out on May 17, severely damaging the Gwangju No. 2 plant, Kumho has yet to present a clear recovery plan. Operations at both the damaged facility and the adjacent, unaffected No. 1 plant have remained suspended. This has fueled speculation about the company's future production plans — whether it will restore the Gwangju plant, relocate to Hampyeong in South Jeolla Province, or shift production overseas. Separately, Kumho Tire has been considering its first European plant to strengthen its presence in the region, which accounts for around 25 percent of its total revenue. Poland, Serbia and Portugal were shortlisted as candidate sites a month before the Gwangju fire. The union is demanding that the company prioritize restoring the Gwangju plant's original annual capacity of 12 million tires before pushing forward with overseas expansion. In regulatory filings, however, Kumho Tire said no decisions had been made regarding a potential relocation to Hampyeong or a new European facility. 'The recovery road map is under discussion with the labor union and is expected to be announced within July once it is finalized,' a company official said. As differences persist between the company and the union over the recovery road map, the announcement, initially planned for early July, is expected to be further delayed, likely slowing the overall recovery process as well. Meanwhile, the suspension of production at the Gwangju plants, which account for 20 percent of Kumho Tire's total global output, is expected to affect the company's performance starting in the second half of 2025, as domestic inventory runs low, according to Daishin Securities.

Trump says Ukraine should not target Moscow

WASHINGTON (AFP) -- US President Donald Trump said Tuesday that Ukraine should not target Moscow, after the Kremlin charged that a new US plan to supply weapons to Kyiv along with sanctions threats against Russia would delay peace efforts. Trump on Monday gave Russia 50 days to strike a peace deal with Ukraine, voicing exasperation with Moscow, and announcing that NATO members would supply Kyiv with new military aid. In what would be an even more extraordinary shift, the Financial Times reported that Trump spoke to Ukrainian President Volodymyr Zelenskyy about providing US missiles to hit Moscow. But asked by reporters at the White House if Zelenskyy should look at striking the Russian capital, Trump replied, "No, he shouldn't target Moscow." Trump had taken office vowing to end the conflict swiftly and to stop the flow of billions of dollars of US weapons to Ukraine. The Republican put heavy pressure on Zelenskyy and initially touted his relationship with Russian President Vladimir Putin. Under pressure from Trump, Moscow and Kyiv opened talks on the conflict, which has ground on for more than three years, but the only concrete result has been prisoner exchanges. Russia has rejected calls for a ceasefire and launched a record number of drones and missiles at Ukraine in recent months. Moscow said it needed more time to respond fully to Trump's Monday announcement, but suggested it was not conducive to diplomacy. "It seems that such a decision made in Washington and in NATO countries and directly in Brussels will be perceived by Kyiv not as a signal for peace but for the continuation of the war," Kremlin spokesperson Dmitry Peskov told reporters. "President Trump's statement is very serious. We certainly need time to analyze what was said in Washington," he told reporters in Moscow's first reaction to the comments. Trump warned that if no deal was concluded, he would slap severe tariffs on Russia's remaining trade partners in a bid to impede Moscow's ability to finance its military offensive. Pumped up by huge state spending on soldiers and weapons, as well as by redirecting vital energy exports to the likes of China and India, Russia's economy has so far defied US and EU attempts to push it into a deep recession through sanctions. Most European allies have cheered the return of a hard US line, although Slovakia, led by Moscow-friendly populist Robert Fico, has resisted new EU sanctions on Russia. But EU foreign policy chief Kaja Kallas also called for the United States to help fund the new weapons. "We welcome President Trump's announcement to send more weapons to Ukraine, although we would like to see US share the burden," Kallas said after a meeting of EU foreign ministers in Brussels. "If you promise to give the weapons, but say that it's somebody else who is going to pay for it, it is not really given by you." Trump has been pushing allies to step up defense spending -- and to buy from US manufacturers -- and has long said the US shoulders too much of NATO's burden. Denmark, the Netherlands and Sweden -- which joined NATO after Russia sent troops into Ukraine in 2022 -- all said they wanted to participate in Trump's plan. Sweden's Defense Minister Pal Jonson in a statement to Agence France-Presse said his country "would contribute" and said Ukraine was in "great need of more air defense," given Russia's "constant bombings and attacks." Tens of thousands have been killed since Russia launched its offensive, with millions forced to flee their homes in eastern and southern Ukraine, which has been decimated by aerial attacks and ground assaults. In Moscow, residents dismissed Trump's statement as little more than politics. "It's a game of chess," Svetlana, an aviation engineer said. Trump "gave 50 days, and then there will be more. ... We are waiting for the next move of our president," the 47-year-old said. Ukrainian soldiers fighting in the east were hopeful but cautious about Trump's position. "I don't believe him. There have been too many promises that haven't been kept," said one soldier with the call sign "Shah." Others were worried it might be too little, too late. "Of course it's good, but at the same time, time has been lost. Those Patriots could have been sent sooner and could have helped a lot," another fighter called "Master" told AFP. Ruslan, a 29-year-old soldier, said, "If there is even the slightest chance to improve the situation for us and worsen it for them, then that's already positive."
