Amid China stranglehold, Modi tells Brics to secure critical mineral supplies

New Delhi: Prime Minister Narendra Modi on Monday called on Brics countries to work together in order to secure critical mineral supply chains and ensure that no one nation is able to dominate and weaponize these resources.
His call at the 17th Brics Summit in Rio de Janeiro comes amid a Chinese chokehold on global rare earth supplies. Brics is a group of 11 countries that was set up by Brazil, Russia, India, China and South Africa.
Modi said it was important to make critical mineral supply chains reliable and ensure that no one country uses these resources for its own selfish gains or as a weapon against others, according to a press statement by the Prime minister's office (PMO) on 7 July.
"We need to work together to make supply chains for critical minerals and technology secure and reliable. It's important to ensure that no country uses these resources for its own selfish gain or as a weapon against others," said Modi.
To be sure, the PMO's press statement was an approximate English translation of Modi's remarks, which were delivered in Hindi.
Modi's call for Brics collaboration, a veiled nudge to China, comes amid a global supply shortage of rare earth metals and allied products due to an export control order issued by the Chinese commerce ministry in April.
China has approximately 90-95% of the world's rare earth metal processing capacity, allowing it to use its exports to its own advantage. Rare earth metals and their products are used in strategic sectors such as renewable energy, clean mobility and electronics, among others.
Separately, Modi also called for urgent reforms to global 'governance institutions', underlining the need to give developing countries a stronger voice in international decision-making.
Modi said institutions such as the UN Security Council, International Monetary Fund (IMF), World Bank, and World Trade Organization (WTO) must be overhauled to reflect 21st-century realities.
Modi's remarks on rare earth minerals came just days after another international coalition—the Quad, made up of the US, Japan, Australia, and India—announced a Quad Critical Minerals Initiative, pledging to work together to secure and diversify supply chains.
A joint statement by the Quad strategic partners on 1 July described the initiative as "an ambitious expansion of our partnership to strengthen economic security and collective resilience by collaborating to secure and diversify critical minerals supply chains".
At the Brics summit, Modi also spoke about various initiatives India had undertaken which were aligned with Brics nations in technology, including a sharp focus on artificial intelligence (AI). He said India will organize an "AI Impact Summit' next year for improved co-ordination among all countries.
"We see AI as a medium to enhance human values ​​and potential. Working on the mantra of "A.I. for All", today we're widely and actively using AI in sectors like agriculture, health, education, governance in India," said Modi.
'We must work together for Responsible AI. Global standards must be created that can verify the authenticity of digital content, so that we can identify the source of the content and maintain transparency and prevent misuse.'
India is set to host the next Brics summit in 2026.
Modi also said nations in the Global South have some special expectations and aspirations from Brics and that India had aligned its efforts in multiple domains with other Brics nations. He said the Brics Agricultural Research Platform, established in India had enhanced collaboration in agricultural research.
"It can become a medium for sharing research and best practices in topics such as agri-biotech, precision farming, and climate change adaptation. We can also extend its benefits to countries in the Global South," said Modi.
Modi also called for the creation of a Brics Science and Research Repository, along the lines of India's 'One Nation, One Subscription' initiative to ensure nationwide access to academic journals.
"Similar efforts have been undertaken in other Brics countries as well. I propose that we collectively explore the creation of a Brics Science and Research Repository, which could also serve as a valuable resource for the countries of the Global South," he said.
Modi lauded the efforts taken by the Brics New Development Bank to aid nations in the Global South. He said the NDB must focus on demand-driven approaches, long-term financial sustainability, and healthy credit rating, adding that improving the internal systems in each nation will enhance the credibility of calls for reforms in multilateral institutions.

Gandhinagar (Gujarat) [India], July 8 (ANI): Since the implementation of Goods and Services Tax (GST) in 2017, Gujarat has witnessed a steady annual increase in the number of new taxpayers. Eight years ago, when GST was introduced, the state had over 5.15 lakh registered taxpayers. As of FY 2024-25, this number has surged by 145 per cent, surpassing 12.46 lakh, more than double the original count. According to an official release, in terms of registered taxpayers, Gujarat now ranks third in the country, reflecting its growing economic activity and exemplary tax compliance. In FY 2024-25, Gujarat recorded a taxpayer growth rate of 6.38 per cent, significantly higher than the national average of 3.86 per cent and ahead of many other states. There was a time when Gujarat, like the rest of India, operated under a complex tax structure comprising VAT, CST, Octroi, Entry Tax, Service Tax, and Central Excise Duty. This fragmented system posed significant challenges for traders, making tax compliance cumbersome and time-consuming. The lack of uniformity in tax rates and regulations across states, coupled with the cascading effect of 'tax on tax', led to inflated costs of goods and created barriers to seamless trade. For a business-driven and export-oriented state like Gujarat, these complications were particularly burdensome. To address these challenges and provide a new direction for the country's economy, the Goods and Services Tax (GST) was implemented in India on July 1, 2017, under the visionary leadership of Prime Minister Narendra Modi. With this reform, the country adopted a single tax--GST--for the supply of goods and services, while doing away with multiple other taxes. Guided by the principle of 'One Nation, One Tax,' GST has simplified the tax system, reduced tax evasion, and paved the way for ease of doing business. With the implementation of GST, the process of tax calculation and payment has become significantly simpler for both traders and consumers. Alongside the steady rise in the number of taxpayers, Gujarat has witnessed a substantial increase in its GST revenue. Under the leadership of Chief Minister Bhupendra Patel and Finance Minister Kanubhai Desai, the state registered GST collections of Rs 1,36,748 crore in FY 2024-25, marking a year-on-year increase of Rs 11,579 crore. Gujarat now ranks third among Indian states in terms of GST revenue contribution, accounting for 8.2 per cent of the country's domestic GST collections. The release emphasised that Gujarat has not only consistently maintained a leading position in GST collections but has also registered a notable increase in revenue from SGST and IGST. In FY 2024-25, the state garnered Rs 73,200 crore through SGST and IGST, marking a rise of Rs 8,752 crore compared to the previous fiscal year. While the national average growth rate for SGST and IGST revenue stood at 10.31 per cent, Gujarat surpassed it with an impressive 13.6 per cent growth. The state also leads the country in the timely filing of GST returns. Gujarat achieved 88.9 per cent compliance in GSTR-3B filing and 85.5 per cent in GSTR-1 filing within the prescribed timelines, underscoring its disciplined and robust tax administration, the release stated. The protests over Marathi blew up in Maharashtra Tuesday as political workers of the Maharashtra Navnirman Sena (MNS) and Shiv Sena (UBT), and activists of the Marathi Ekikaran Samiti, hit the streets in Thane over alleged denial of permission to hold a rally. The protest had been called in response to a bandh organised by local shopkeepers in Thane last week over the assault on one of them in Mira-Bhayandar by MNS supporters, after demanding that he speak in Marathi. The MNS had announced soon after that it would hold a counter-protest on Tuesday, along with its new partner, Shiv Sena (UBT). Police had warned against the same, saying the protest did not have permission, and cited law and order problems. Anticipating trouble, on the night of Monday-Tuesday, they detained several MNS leaders, including its Thane district president, Avinash Jadhav. On Tuesday, hundreds of MNS and Sena (UBT) workers poured onto the streets as news of the 'denial of police permission' and detention of MNS leaders spread. MNS leader Sandeep Deshpande was heard taunting the business community: 'You are traders, remain traders. Don't interfere in politics or insult Marathi.' MNS leader Nitin Sardesai and the Sena (UBT)'s Rajan Vichare also asserted that 'the insult of Marathi' would not be tolerated. Sena (UBT) leaders accused the administration of detaining Marathi-speaking protesters, after 'failing to act against those who made provocative statements during the bandh on July 3 (of traders)'. The Devendra Fadnavis-led government, which has been on the defensive on the Marathi issue – having earlier withdrawn a government resolution on a three-language policy, after it was accused of being 'pro-Hindi' – tried to control the situation, and Jadhav was released by the afternoon. Jadhav headed straight to the protest site, where in an address to the gathering, he called for 'unity' and warned of further 'backlash' if 'Marathi people are insulted'. Jadhav also claimed that police had told him he was detained under government pressure. Meanwhile, the Shiv Sena, which has been apprehensive of the MNS and Sena (UBT) hijacking the Marathi issue, tried to plant its own flag in the protest. Its local MLA and Transport Minister Pratap Sarnaik appeared at the site, defying his own government's police advisories. However, he was driven away by the protesters. Fadnavis, also the Home Minister, said the MNS and Sena (UBT) were wrong in claiming they had been denied permission for their protest, and said police had only acted as the MNS had not followed the advice on the march route. 'It would be wrong to say we blocked the Mira Road protest. I spoke to the Police Commissioner. Police only asked the organisers to take an alternative route due to safety and traffic concerns. The organisers refused… Police also said they had inputs about (disruptive) activities,' Fadnavis said. Jadhav countered, saying police never asked them to change their march route. 'I was at the police station on Monday afternoon, where I met senior officers and they did not utter a single word about changing the route.' Sources said that Fadnavis, who is trying to contain the Marathi issue, has sought a report from the Maharashtra Police chief over what happened Tuesday, including detention of MNS leaders. The BJP, which is hoping to consolidate its gains in Maharashtra in the coming civic polls, is vulnerable on the Marathi issue as it is largely seen as Sena territory – with the BJP an 'outsider'. The MNS and Sena (UBT) also believe that BJP leader and former MLA Narendra Mehta is behind the protests by the traders' associations, and has been trying to mobilise shopkeepers behind the BJP, ahead of the civic polls. While Sena leader and Minister of State, Home, Yogesh Kadam, agreed with Fadnavis that the march did not have police permission, there were voices within the ruling coalition as well Tuesday over how the MNS-Sena (UBT) protest had been handled. NCP (SP) MLA Rohit Pawar asked if such treatment was reserved only for Maharashtrians. 'If non-Maharashtrians can organise protests without permission, why can't Marathi people?' he said, with his party a late entrant into the ongoing Marathi tussle.
