Rand Water says gravity and vandalism are behind some delays in restoring supply as winter water cuts hit Joburg residents hard. Daily Maverick asked Rand Water how much longer water interruptions will continue.
Rand Water provided a system update on Monday, July 7, saying there had been slow improvements, but that there was still a way to go with the winter maintenance project that is affecting most of Johannesburg's water supply.
Residents can join the Rand Water WhatsApp channel or the Water Crisis Committee for regular updates and assistance with water tanker locations.
Question: Why is the maintenance plan being implemented, and what progress has been made?
Answer: The current maintenance is part of Rand Water's proactive maintenance aimed at preserving the quality, integrity, and lifespan of our water infrastructure. It forms part of our Asset Management Strategy, which focuses on managing technical maintenance, asset lifecycle and maximising asset value. The maintenance (29 May-18 July 2025) is planned to increase capacity, enhance reliability and prepare for increased summer demand. The schedule includes work across different municipalities. Maintenance projects completed:
B16 New Connection (29 May): Connects Station 5 (Zuikerbosch) to Mapleton Booster.
Pumpset 5 Amanzimtoti (29–30 May): Supplies Emfuleni and Midvaal
Russell Road meter installation (3 June): Installed large industrial-grade meters.
Zuikerbosch leak repair (30 June–2 July): Reduced pumping to Eikenhof by 50%.
Zwartkopjes Station Valve Replacement (30 June–2 July): Completed on time.
On 3 July, the cleaning of Hartebeeshoek Reservoir began — a compliance requirement under the Dam Safety Regulations — and is scheduled to conclude by 18 July. From July 15 to 18, a leak on the O2 pipeline will be repaired. Planned maintenance is normally conducted during times when the impact will be minimal, such as school holidays.
Q: What happened with vandalised pipes (on the weekend of 5-6 July) and how did it delay the maintenance and affect outages?
A: The C11 pipeline, under Zwartkopjes Booster Station, was vandalised between 30 June and 2 July. Valves were damaged, halting pumping. Repairs were delayed, resulting in recommissioning until early 5 July 2025, which prolonged the recovery, especially in Forest Hill. The valves were vandalised … which delayed the pumping … and contributed to a prolonged recovery.
Q: While Rand Water may say all its systems are pumping again, that doesn't mean there is water in the taps. People are suffering. Please explain the delay.
A: Water infrastructure is complex. Post-maintenance, reservoirs must be refilled and airlocks cleared. Then, municipalities — responsible for household reticulation — must distribute water, often prioritising low-lying areas due to gravity-based delays in high-lying zones.
Q: The same thing happened last December when large parts of Johannesburg were without water at the height of summer — now large parts of Johannesburg are without water at the height of winter. Is there a more effective way to conduct these maintenance operations that causes less harm to people?
A: Maintenance is a necessary inconvenience that ensures long-term benefits. Rand Water gives 21 days' notice to municipalities to allow contingency planning and communication. It is the municipality's responsibility to use this window to minimise resident impact.
Q: How are the outages managed between Rand Water, the bulk supplier; and Johannesburg Water, the municipal supplier? Are there daily meetings, who troubleshoots, and what is the security plan to ensure that acts of vandalism are minimised?
A: There are daily technical meetings between Rand Water and metros like Johannesburg. Vandalism, a serious challenge, is addressed through pipeline patrols and a security strategy.

Gauteng water pipeline catastrophic collapse – vandalism or sabotage?

The water supply system sustaining the Gauteng economy is complex and vast. Pipelines are big and cover long distances as water is pumped uphill from the Rand Water processing plant adjacent to the Vaal River. Pumps are big, and in need of constant maintenance and upgrading, but more importantly the pressures involved are high enough to be lethal if a pipe should fail. Even more importantly, the servitudes that carry this infrastructure need to be kept clear of habitation, so the encroachment of informal settlements erodes the reliability of the system, while also exposing residents to potentially lethal risk. Why is this of importance to the public? The answer is simple. If pipelines fail, people are directly affected, with a range of outcomes, all of which are undesirable. The worst possible outcome is the potential loss of life or property, but the most likely outcome is disruption to the water supply for all users serviced by any given pipeline. If a single pipeline fails, tens of thousands of people are inconvenienced, businesses are distressed and hospital services are degraded. All of this makes people angry. We see lots of anger right now, so let us drill down into the national security implications arising from this growing anger. Scheduled upgrades First, let me describe the context. Rand Water has been engaged in a series of complex infrastructure upgrades over the past few months. These have generally been well communicated across different platforms, including the Platform for a Water Secure Gauteng that I have been reporting on. Each of these upgrades has required some disruption to the supply chain, so communication has been designed to minimise that disruption. More importantly, each specific upgrade has been carefully planned and, in all cases, flawlessly executed within the projected timeframe, often ahead of schedule. One of these scheduled upgrades involved maintenance at the Zwartkopjes Booster Pumping Station between 30 June and 2 July 2025. This needed the C11 pipeline to be drained of all water. After the scheduled work was completed, the system was repressurised, and catastrophic failure occurred in the vicinity of Swartkoppies Road and Mall of the South when two air-relief valves blew out on Friday, 4 July. These relief valves are needed to bleed air from the system because water hammer damages the pipes and associated infrastructure. The resultant plume of water was visible a kilometre away, so the C11 pipeline was shut down, disrupting supply to Forest Hill, Berea Reservoir, Parktown 2 Reservoir, Hector Norris Pump Station, Crown Gardens, Oakdene, Glenvista, Glenanda and the Johannesburg inner city. Repairs were affected and the system was returned to service on Saturday, 5 July. This is where it gets interesting, because during the inspection that preceded the repair, it was noted that two air-relief valves had been vandalised when the system was offline for the Zwartkopjes Booster Pump maintenance. With my own professional knowledge of water as a national security risk, my immediate reaction is to ask whether this incident was the result of simple vandalism, or possibly part of deliberate sabotage? The answer to this question is extremely important, given the severe implications for disruption of water supply. I will therefore try to answer this question given the information available to me at the time of writing. The first point I must stress is that, according to a Rand Water press statement on 5 July, it was clearly stated that these pipelines pass through informal settlements and 'these areas are notorious for vandalising Rand Water infrastructure'. However, when I reached out to Rand Water for comment, I asked whether this incident was part of an observed pattern. I was informed that beyond the normal vandalism, this incident stands out as being different by virtue of the magnitude of the impact. The police are involved in an investigation, so we must not pre-empt their findings. Shades of 2021 Which brings me to the second point I wish to make. During July 2021, there was widespread social unrest that started in KwaZulu-Natal, but rapidly spread to Gauteng. This was characterised by extensive looting and a disruption of the supply chain at national level, but linked to political dynamics around Jacob Zuma. More importantly, however, was the fact that preceding the July looting, I had observed several incidents in the KZN South Coastal area which suggested to me that these were not just random acts of spontaneous looting, but rather suggestive of a coordinated set of actions with the intention of destabilising the area. For example, I noted a series of so-called vandalism incidents that just happened to destroy water supply in the Ugu District Municipality area. It was the selection of those critical pieces of infrastructure that suggested to me that a deliberate strategy might be playing out. From my observation, I noted that, with minimal effort, the destruction of critical components like valves brought about a disproportionally large impact. It was the asymmetry between effort and impact that suggested to me that the so-called vandalism might be part of a larger strategy. This is exactly what the C11 blowout is about, but on a larger scale. Then, separately from the 'vandalism' of the water supply was the so-called spontaneous mobilisation of different groups of 'protesters' who randomly converged on critical parts of the road infrastructure that 'just happened' to result in residents of KZN being unable to leave their homes for travel. At that time, people visiting the complex I lived in near Port Shepstone were unable to get to the airport for business meetings in Johannesburg. Other tell-tale signs caused me to conclude that something was amiss, so I put out a post on social media. My post happened just before the looters' war erupted and, as a result, I was contracted by commercial interests to assess whether the incident was criminal or politically motivated. The answer to that question would drive insurance claims to either Sasria or commercial insurance companies. The numbers were staggering. The stakes were exceptionally high. Which brings me back to the current incident. If the C11 blowout on 4 July was simply vandalism, then an appropriate response is for Rand Water to perform a risk assessment to identify vulnerable points in their system and upgrade security at those key points. Public education would be helpful. However, if the C11 blowout was sabotage, then it is likely to be a precursor of something of a greater national security threat – but it could also be related to the Tanker Mafia chasing tenders. This is why the police investigation is so important. I truly hope that it includes the preservation of forensic evidence that might speak to the deliberate targeting of vulnerable equipment on water supply networks as part of an asymmetrical power struggle. I truly hope that I am not seeing a bogeyman that doesn't really exist. DM

The Tshwane metro is currently celebrating a 'record-breaking' revenue collection rate of 98% for the 2024/25 financial year. However, it has insisted that the R4.3-billion which was written off recently for indigent accounts, did not inflate the above figure and was aligned with responsible governance. Deputy Mayor and MMC for Finance, Eugene Modise, described the collection rate as a significant step toward financial stability, saying it reflects the commitment of paying residents. 'We are extremely proud to report this level of revenue collection, said Modise. 'It reflects a collective effort between the municipality and residents who continue to meet their obligations, even in challenging economic times.' The metro collected R40.5-billion in cash revenue against its funding plan target of R41.3-billion, reducing its annual shortfall to R784- million. Modise confirmed that over R4.25-billion in long-standing municipal debt was written off. He explained that this was not part of the revenue collection figures and explained that it was defrayed against an existing allowance for doubtful debt, which is a requirement under municipal accounting rules. 'The write-off does not burden paying residents because the metro has an indigent policy.' Modise said they also receive an equitable share from the national government to subsidise basic services for indigent households. The metro's equitable share allocation for 2024/25 stands at R4.3-billion – equivalent to the written-off debt. He attributed much of the revenue success to an incentive scheme and amnesty programme implemented earlier this year. 'Between March and May, 20 075 customers came forward to normalise tampered or inactive meters. 'In addition, 85 361 residents benefited from a R2.4-billion debt write-off, and over 31 000 dormant accounts amounting to R1.8-billion were cleared.' According to Modise, the metro also recovered R154-million through settlement agreements with 1 076 customers. He said the incentive scheme allowed many households and businesses to settle accounts that had been problematic for years. 'It's encouraging to see how this proactive step brought customers back into the fold and boosted revenue collections,' Modise said. He also dismissed concerns that amnesty programmes encourage non-payment. He explained that outstanding accounts are levied interest and subject to credit control measures like electricity disconnections and water restrictions. 'It would not be worthwhile for customers to default in anticipation of an amnesty that the council may not implement again.' Modise said revenue collection directly supports basic services like water, electricity, sanitation and waste removal. He noted that the metro's Rand Water account has been kept current and its Eskom bill is up to date under a settlement arrangement. However, he acknowledged ongoing challenges with erratic water and electricity supply, attributing many issues to vandalism and theft of critical infrastructure such as transformers. To prevent future multi-billion rand write-offs, the metro has adopted a mayoral charter on revenue enhancement and financial recovery. 'The credit control campaigns, such as Tshwane Ya Tima, and strict enforcement of debt collection policies will continue. 'Paying for municipal services is a civic duty and a vital contribution to building a prosperous capital city for all,' Modise said. He urged residents who are struggling financially to approach the municipal offices or use the e-Tshwane platform for payment options. Modise also warned residents not to pay staff or middlemen for assistance, emphasising that all metro services are free. On June 10, ELM received conditional support from the Minister of Finance, followed by approval from the Minister of Water and Sanitation on June 25. These endorsements were granted under specific conditions outlined in the Public Finance Management Act. The new structure aims to address Emfuleni's long-standing water challenges, which have been exacerbated by financial and operational difficulties within its existing Water and Sanitation Unit, Metsi-a-Lekoa. The ELM has labelled the move as a game-changer, stating that it will be geared towards professionalising and corporatising water services. 'This will significantly enhance our ability to deliver consistent, high-quality services,' Sangweni adds. Previously, ELM had signed a memorandum of understanding with Rand Water in September 2023 to conduct a due diligence study on Metsi-a-Lekoa. Work on the SPV launch was delayed late last year, but officials now say the project is back on track and nearing final executive approval. Speaking to Boipatong residents recently who were complaining about damaged infrastructure and sewage running down their streets and into their yards, MMC for Public Works, Tumi Mochawe, highlighted that the municipality had been faced with a problem of aged infrastructure. An optimistic Mochawe, however, promised residents that water and sanitation problems would soon be a thing of the past in ELM due to the approval of the SPV. Sangweni said both ELM and Rand Water teams are in the final stages of implementation. 'The municipality is optimistic about the SPV's impact on improving service delivery and infrastructure management in the region.
