An order to this effect was issued recently by Chief Minister's Principal Secretary RK Sudhanshu to the Tourism Secretary on the instructions of
Chief Minister Pushkar Singh Dhami
following the tragic incident.
On July 27, nine devotees were killed and 29 others were injured in the stampede which broke out in a narrow stairway leading to the Mansa Devi temple situated atop a hill in Haridwar.
CM Dhami who reached Haridwar immediately after the incident to take stock of the situation had asked officials to prepare a detailed master plan for the security of devotees visiting major religious places, crowd control, entry-exit system and other necessary facilities.

"A master plan will be made for all the pilgrimage sites for the safety and convenience of the pilgrims. The journey will be made more organized by developing public facilities around the pilgrimage sites," Dhami had said.
The Tourism Secretary has been asked to initiate steps towards working out the master plan at the earliest. The master plan will especially include pilgrimage sites visited by a large number of pilgrims.
Help from the Divisional Commissioners of both Garhwal and Kumaon regions should be taken in preparing the master plan and for its implementation, the order issued by the principal secretary said.
Illegal encroachments en route to the pilgrimage sites should be removed on a priority basis, it said.
The master plan will include major points like crowd control system, development of carrying capacity, separate entry and exit routes, emergency evacuation arrangements, additional space for waiting, clean drinking water, toilets, first aid, well-organized information and guidance system, parking arrangements and deployment of adequate security forces.

Shah directed the deployment of rescue teams from both the Indo-Tibetan Border Police (ITBP) and the National Disaster Response Force (NDRF) to the affected region. "Spoke with the Chief Minister of Uttarakhand regarding the flash flood incident in Dharali (Uttarkashi), Uttarakhand, and took stock of the situation. Three nearby teams of the ITBP have been sent to the location, and four teams of the NDRF have also been dispatched to the site. They will reach soon and begin the rescue operations," Shah posted post on X. Rescue Operation In Uttarkashi Three ITBP teams have already been dispatched, while four NDRF teams are en route and expected to join the rescue operations shortly. The Home Ministry is closely monitoring the developments, and efforts are underway to ensure timely rescue and relief for those affected by the natural calamity. In addition, the NDRF told the news agency ANI that its three teams-- one each from Manera, Batkot and Dehradun-- have been dispatched to the cloudburst site in Uttarkashi. Furthermore, two teams are in readiness at Shashtradhar airstrip for airlift. Meanwhile, ITBP told the news agency that its 16-member team has arrived at the cloudburst site in Uttarkashi to assist in rescue operations, and another team of its 12th Battalion has also been rushed from Matli in Uttarakhand. Earlier, Indian Army personnel engaged in rescue operations after a landslide occurred near Dharali village, approximately 4 km from the Indian Army Camp at Harshil. Approximately 15-20 people were evacuated, and the injured are receiving medical treatment at the Army medical facility in Harshil.

Calling it a "matter of pride for the entire nation", Dhami said the recognition highlights India's pioneering efforts towards promoting stress-free education. "Heartiest congratulations to the esteemed Prime Minister Shri @narendramodi ji for the 'Pariksha Pe Charcha 2025' program securing a place in the Guinness World Records for the highest number of participant registrations in a month! CM Dhami orders crackdown on illegally obtained IDs in Uttarakhand; over 9,000 ration cards cancelled DEHRADUN: Uttarakhand chief minister Pushkar Singh Dhami on Monday sent clear instructions to all District Magistrates against all those who have obtained ration cards, Aadhaar cards, voter cards, Ayushman cards and other documents in the state in an illegal manner, and against individuals involved in making such cards, a release said. Acting on directions, district magistrates have cancelled ineligible ration cards. So far, a total of 961 ineligible cards have been cancelled in the Pauri district, and 5307 ration cards have been cancelled in the Bageshwar district. 3,332 cards have been cancelled in Dehradun. CM Dhami further stated that the identification of ration card holders was necessary in order to identify people eligible for the benefits of the ration scheme. On the instructions of the chief minister, the verification campaign of Ration Card, Aadhar Card, Voter Card and Ayushman Card is being conducted intensively at the district level by all the District Magistrates. Earlier in the day, the CM held a virtual meeting with the DMs to discuss the progress of development works and preparations to deal with any eventuality, given the alert issued by the India Meteorological Department (IMD). The IMD has issued an orange alert for three days in the districts of Dehradun, Nainital, Champawat, Bageshwar, Pauri Garhwal, and Udham Singh Nagar. In view of the alert issued by the IMD, the Dehradun district administration announced the closure of all schools up to Class 12 and Anganwadi centres on August 4, 2025. According to an alert issued by the India Meteorological Department (IMD) and the National Disaster Alert Portal, Dehradun district is likely to experience intense rainfall activity from the evening or night of August 3. The forecast warns of heavy to very heavy rainfall at isolated places, accompanied by thunderstorms, lightning and gusty winds.
