PAGAD Fugitive, captured after 8 years as police seize 23 illegal firearms in Western Cape

As the Western Cape hailed the confiscation of 23 firearms amid gang violence including 13 in Mitchells Plain, PAGAD fugitive Faizel Felix who evaded authorities for years has been apprehended.
Felix is no stranger to the courts, after he also made headlines in 2001, when he was accused of being behind a motorbike bomb explosion in front of the Wynberg Magistrates' Court but could never be prosecuted or linked because there were no state witnesses left to testify against him.
The efforts behind his successful arrest follows the work done by the Hawks Crimes Against the State (CATs) team's efforts.
Felix made an appearance at the Wynberg Magistrates' Court on Monday, eight years after he evaded the long alarm of the law.
His case comes hours after, MEC for Police Oversight and Community Safety, Anroux Marais confirmed that 23 firearms were confiscated, 13 of which were found in Mitchell's Plain.
According to Fight Against Crime SA's (FACSA) database, 52 shooting incidents were reported in the WC between 11 and 13 July, with 13 people shot, seven fatalities and nearly 32 affected areas, with hotspots such as Elsies River, Tafelsig, Bishop Lavis and others.

The Hawks spokesperson, Warrant Officer, Zinzi Hani said Felix had evaded court appearances since 2016.
'Faizel Felix (52), a member of People Against Gangsterism and Drugs (PAGAD) who previously absconded from court facing a charge of illegal possession of a firearm has briefly appeared in court today."
'His appearance comes after he was arrested in Wynberg earlier today by the Hawks Crimes Against the State (CATS) team, Western Cape on a warrant of arrest which was issued in 2016.
'Felix has been on the run for the past 8 years.
'It is reported that Felix was arrested on August 19 2015, for the illegal possession of a firearm by the Special Investigating Group for the City of Cape Town, thereafter the matter was referred to the Hawks for further probing.
'His non-attendance led to the court issuing a warrant for his arrest and subsequently his arrest today.
'The case is ongoing, with the man's next court appearance scheduled for July 17nat the Wynberg Regional Court. Felix remains in custody.'
Marais spokesperson, Kurt Nefdt confirmed more than 20 firearms were confiscated.
The success comes after sporadic shootings in the Cape including Mitchells Plain where five people were killed and seven wounded in a matter of hours on July 3 and another mass shooting in Bishop Lavis at the weekend.
'I can confirm that there have been another five firearms confiscated since our last media release. Two firearms were confiscated in Bishop Lavis following the recent mass murder( not confirmed if it is linked to the incident), one in Kuils River and another two in the Somerset West area. I must mention that these figures change often as intensified operations to clamp down on illegal guns and ammunition are ongoing,' said Nefdt.
According to Gun Free SA's Researcher and Analyst, Claire Taylor, more than 8000 guns have been stolen since 2023: 'In 2023/24 alone, civilians reported losing or having 8,452 guns stolen - that's 23 guns every single day."
Lynn Philipps of the Cape Flats Safety Forum said they applauded the successes but called for an inquiry after more than 30 firearms vanished from the Mitchell's Plain Police Station since 2017.
'How many people were innocently caught in the crossfires or shot with these stolen firearms retrieved thus far?' she said.
A Consultative meeting of faith leaders and civic organizations such as the Muslim Judicial Council (MJC) President Sheikh Fataar, Reverend Rodney Whiteman of the Western Province Council of Churches and Dr Llewellyn MacMaster, chairperson of the Cape Crime Crisis Coalition, addressing gang violence on Wednesday.

Meek family urges calm amid investigation into 11-year-old's death

Image: Itumeleng English / Independent Newspapers The public and children's rights advocates have challenged Tiffany Meek's account of events, despite the Meek family's request that the public give the Dunn and Meek families time to consider her potential role in her son Jayden-Lee Meek's murder. Police believe the child was killed inside their home, with attempts made by the 31-year-old mother to cover up the murder in a desperate attempt to thwart the ends of justice by accusing and deflecting attention from her involvement. Meek claimed that she is being set up for the murder when she appeared in the Roodepoort Magistrate's Court, and her bail application was postponed to Monday, July 21, so an underage witness could testify. As a result, she pleaded not guilty to the murder of her son as she denied all the allegations levelled against her. However, reacting to Meek's affidavit, City of Johannesburg Speaker, Margaret Arnolds, said she does not agree with the contradictory statement of the accused, saying the accused has a case to answer to, as most of her evidence is contradictory and repetitive. "We have accused the police of not doing their jobs, and did not wait until they were done. But, I also think that the accused's legal representative is traumatising us because there are a lot of things that are not truthful in her statement. Half of what she is saying in her affidavit is not truthful. "She speaks about the 16th, when we know that the child went missing on the 13th, which was a Wednesday. I visited the family, the grandmother at that stage told us there was incriminating stuff from the flats. I think the affidavit is very contradictory. How do you say you want bail but then tell us you want to go to Durban?" she asked. Owen Meek, Jayden-Lee's uncle, speaking on behalf of both families, called for the public to allow the law to take its course. "We urge the public to exercise restraint. Both families are still processing the death of the child. We are relieved that the State has remanded her in custody for now, as we do not know what could happen to her should she be given bail. We also say to those who have been insulting the Dunn family to refrain from such, as they too are still mourning."

Image: Henk Kruger/Independent Newspapers Under-fire Police Minister Senzo Mchunu, who was recently placed on special leave, said he is patiently waiting to share his side of the story before the Judicial Commission of Inquiry following serious allegations of corruption made against him. The allegations were raised by KwaZulu-Natal Police Commissioner Lieutenant General Nhlanhla Mkhwanazi, who implicated Mchunu in misconduct alongside others. 'Those allegations were not only against me,' Mchunu said. 'They were against a range of other departments, and I would also say the justice system as a whole in the country, as he said it there.' He was speaking on the sidelines of the ANC Musa Dladla region's International Mandela Day celebration in Empangeni, KwaZulu-Natal. This was Mchunu's first public appearance since being placed on leave. Mchunu emphasised the importance of fairness and due process, saying he is ready to testify. 'The day one person stands on a podium and says, 'I suspect so-and-so of wrongdoing,' then says, 'I've investigated,' then says, 'I've found something wrong,' and prosecutes, and at the same time sits as a magistrate and a judge - that will be the end of South Africa,' Mchunu said. 'It will crush and destroy the dream that all of us have had for years, struggling for justice in this country.' He said that justice means hearing both sides, regardless of how serious the allegations are. Mchunu expressed his willingness to cooperate with the inquiry. 'I'm sitting here, waiting for the commission,' he said. 'I believe that the president thought things through very well, and I support that.' 'Everything has its own time. There was a time of allegations - now it's time for those accused, like me, to tell their side of the story. We are ready. I am ready to respond to the allegations.' In explosive allegations, Mkhwanazi accused Lieutenant-General Shadrack Sibiya, the deputy national commissioner for crime detection, who has also been placed on leave, of colluding with Brown Mogotsi, an information dealer from the North West, and Mchunu, in an alleged plot to disband the KwaZulu-Natal political killings task team that has been at the centre of recent law enforcement efforts. According to Mkhwanazi, Mchunu disbanded the unit in March, effectively withdrawing 121 active dockets, many of which were linked to politically motivated killings. He presented WhatsApp messages, South African Police Service (SAPS) documents, and cellphone records, alleging a coordinated effort to dismantle the unit. Mchunu, in a letter dated December 2024 to National Police Commissioner General Fannie Masemola, claimed the unit had 'outlived its usefulness.' In response to the mounting scandal, Ramaphosa established a Judicial Commission of Inquiry to probe the allegations and placed Mchunu on special leave. On Tuesday, President Cyril Ramaphosa appointed Gwede Mantashe, the current Minister of Mineral and Petroleum Resources, as the acting Minister of Police, effectively immediately. Mantashe will oversee police matters while retaining his existing portfolio in mineral and petroleum resources. Professor Firoz Cachalia, who has served in various educational roles, is set to succeed Mantashe at the helm of police leadership in August, following his retirement from the University of the Witwatersrand at the end of this month. On Wednesday, IOL News reported that Ramaphosa pushed back against growing calls for him to fire Mchunu following explosive allegations by Mkhwanazi, saying it would be unfair and set a dangerous precedent. Speaking at the Presidency's budget vote for the 2025/2026 financial year, Ramaphosa stressed the importance of due processes. 'Some have said that I should take immediate punitive steps against the Minister based on untested allegations,' he said. 'Not only would this be unfair, but it would create a dangerous precedent.' Ramaphosa said it is important that the facts be established through a thorough and independent process to ensure accountability and restore public confidence in law enforcement. He insisted that the commission should be allowed to do its work without interference. 'Some people have resurrected the tired line that the commissions and panels that we have established have not produced any meaningful results.' 'This view is wrong. It is not borne out by evidence,' Ramaphosa added. Meanwhile, the uMkhonto weSizwe (MK) Party has taken to the streets in protest after President Cyril Ramaphosa failed to meet its demand to resign by 9am on Friday. The party had issued a formal letter of demand earlier in the week, calling for Ramaphosa to step down. In the letter, seen by IOL News, the MK Party argued that the president's appointment of Cachalia as acting minister of police was unconstitutional, as Cachalia is neither a member of the Cabinet nor the National Assembly. 'Should Ramaphosa fail to heed this call, the MK Party will pursue a range of lawful and peaceful actions, including constitutional litigation, a motion of no confidence in Parliament, and rolling mass action nationwide,' said MK Party spokesperson Nhlamulo Ndlela. MK Party supporters are marching in the Union Buildings in Pretoria in support of Mkhwanazi, also calling for the immediate removal of Mchunu.
