Military moving issues: Rates for service providers ‘not favorable' under new program
Action News Jax has been investigating the military's rollout of the Global Household Goods Contract.
Investigator Emily Turner talked to military members whose goods were late or lost. As a result of all the issues, the military dialed back the new program and its company, Homesafe Alliance. Now, she's talking to local business owners who are caught in the breakdown as well.
Usually, this is the time of year when Stefan Cordeiro with Stewart Moving and Storage would be ramping up and running his crews hard. This year, he said, that's not quite the case.
'Last year in April, we hauled roughly about a million and a half, one million five hundred thousand pounds of furniture,' he said. 'This April, we hauled just a little over 500,000 pounds.'

That's a significant drop and a big difference to the bottom line.
Military moves, the bulk of his business, are supposed to be sent to a new company, Homesafe Alliance. As Action News Jax has already reported, that decision launched a lawsuit, a change.org petition, and a bevvy of complaints within the community the new program was supposed to help.

'The stress does not end from start to finish,' Jacksonville Navy member Olivia said.
As a result, the military scaled back the rollout of GHC, but the fallout continues.
The problems have gotten so bad, Action News Jax has obtained a copy of a notice the Army issued, delaying new GHC moves with Homesafe.
Cordeiro chose not to work through Homesafe because he said the rates it sets are unsustainable.
'You either take the work and what they're offering,' he said, 'and their contract is not favorable in any means to the actual service provider.'
And even though he can still move military members outside of that program, it's still costing him money. He said rates he was able to charge the military just last year are now being rejected, slashing the number of moves he can make and the revenue he gets from them.

Cordeiro has written the head of the United States Transportation Command several times and met with them once, hoping to effect change before things get worse.
He's had no luck, though, saying, 'Everybody has been spewing their concerns for at least the last two years now, and it's just falling on deaf ears.'
We reached out to Transcomm almost a week ago for a comment and data on how the Homesafe rollout is going. We were told they're working on the data and that they are 'anticipating some new information soon.' We'll let you know what that is when they tell us.

KeyBanc downgrades KBR to Sector Weight on 'continuing uncertainty'
-- KeyBanc Capital Markets downgraded KBR (NYSE:KBR) to Sector Weight from Overweight, flagging ongoing uncertainty surrounding its long-troubled HomeSafe program. The downgrade follows the U.S. Department of Defense's (DoD) formal termination of the HomeSafe contract last Wednesday, which KeyBanc described as a pivotal moment that failed to resolve broader investor concerns. 'The constant drip of negative news had picked up in recent weeks as SecDef initiated a review, reintroduced legacy movers, and contemplated cutting military moves by 50% over time,' the broker's analysts said in a Monday note. While KeyBanc had been hoping for a swift resolution and a refreshed outlook from KBR's management in line with its 2024 analyst day, the firm said, 'we got one but not the other.' 'To appreciate KBR's discount valuation, we believe we needed a defensible rebasing of the long-term outlook,' the note said. Given the current sentiment in the market, KeyBanc believes investors are unlikely to support a name with a 'continuing uncertainty' in its forecast, even at a low valuation. The broker cut its earnings estimates for both 2025 and 2026 and added that further downside revisions may still be necessary. Meanwhile, KeyBanc reiterated its Overweight rating on Darden Restaurants (NYSE:DRI) and raised the price target to $245 from $230. The analysts pointed to stronger-than-expected earnings and same-store sales in the fiscal fourth quarter, supported by successful marketing campaigns and digital initiatives. Darden's full-year 2026 (FY26) guidance was seen as conservative, and KeyBanc expects its long-term shareholder return framework of 10–15% to remain intact. KeyBanc believes the company's performance and outlook justify a valuation at the higher end of its historical range, supported by a 'potential acceleration in unit growth and modestly higher expected same-store sales (SSS) growth.' The revised price target reflects a valuation of approximately 21 times estimated FY27 earnings. HomeSafe Alliance Announces TRANSCOM's Notice to Terminate Global Household Goods Contract
HOUSTON, June 19, 2025 /PRNewswire/ -- HomeSafe Alliance received on June 18, 2025, a notice from the U.S. Department of Defense's Transportation Command (TRANSCOM) terminating the Global Household Goods Contract, which HomeSafe won in 2021 to transform the military move system for the benefit of service members and their families. HomeSafe is confident it performed to the fullest extent possible considering the limitations placed on it. HomeSafe disagrees with TRANSCOM's justification for terminating the program. Though HomeSafe will be ceasing operations, it will first complete all moves currently in progress for service members and their families. "I'm incredibly proud of the work our team has done, and I'm confident that we were turning the tide on the antiquated and broken military move system that we inherited," said HomeSafe Alliance CEO Bobby Nicholson. "I'd like to thank our employees, who worked hard to transform the moving process for military service members and their families, and I'm grateful to those service members and their families for allowing us to serve them." TRANSCOM created the Global Household Goods Contract at the direction of Congress to modernize the military move system after years of complaints from service members, their families and veterans. HomeSafe has worked in good faith with TRANSCOM for several months to address government delays, obstacles and commercial challenges. Indeed, as of a few weeks ago, TRANSCOM and HomeSafe had reached an agreement to resolve these issues and move the program forward. HomeSafe is disappointed that it did not have the opportunity to engage with the Permanent Change of Station Joint Task Force prior to the contract being terminated without warning. From the program's start, HomeSafe also has faced staunch opposition from certain legacy movers. HomeSafe is considering all legal options available to it.
