In relief to lenders, RBI eases provisioning norms for infrastructure financing

Mumbai: The Reserve Bank of India (RBI) on Thursday relaxed the provisioning norms for project finance loans, following appeals by lenders.
The RBI, in its final guidelines, has mandated that banks set aside only 1% of standard asset provisioning for projects under construction. It has, however, retained the provisioning requirement for operational projects at 0.4%. The provisioning requirement for loans for under-construction commercial real estate will be slightly higher at 1.25%.
The new norms come into effect from October.

This is a major relaxation from the draft guidelines released in May last year that had proposed that lenders must set aside 5% of the loan amount—for potential losses—for an under-construction project, 2.5% for those already operational and 1% once the project has adequate cash flow to repay obligations.
'Rationalization of standard asset provisioning requirement to 1% for projects under construction, which shall gradually increase for each quarter of DCCO (date of commencement of commercial operations) deferment," said RBI.
Separately, RBI has permitted deferment of date of commencement of commercial operations to up to three years for infrastructure projects and up to two years for non-infra projects.
This is a bit tougher from the draft norms, which allowed up to four years of extension of DCCO due to all types of risks including legal.

'Final guidelines on project finance comes as a relief to the lenders, as for operational projects the extant requirement continues at 0.4%, which is lower than 1%/2.5% indicated in the earlier draft. For under-construction project finance, provisions are kept at 1% vis-a-vis 5% suggested in the draft. This is however higher than 0.4% applicable at present for banks," Karthik Srinivasan, group head, financial sector ratings, ICRA, said.
He sees limited impact on NBFCs as sufficient provisions are provided as per the expected credit loss assessment and provisioning at present is closer to the requirement as per the guidelines. 'Also, the provisions are applicable prospectively, from October 2025 and, thus overall impact for lenders shall be limited," he added.
The RBI, under governor Sanjay Malhotra, has been taking steps to stimulate credit demand. Since January, the central bank has reduced risk weights on bank loans to small borrowers and non-bank lenders, eased rules for small-ticket gold loans and relaxed rules around strict liquidity requirements for banks.
In its final guidelines, the RBI has retained the individual lender exposure at not less than 10% of the aggregate exposure for under-construction projects where the aggregate exposure of the lenders is up to ₹1,500 crore.
For projects where aggregate exposure of all lenders is more than ₹1,500 crore, the exposure floor for an individual lender shall be 5% or ₹150 crore, whichever is higher.

The RBI has relaxed the conditions for disbursement of funds. As per the new norms, infrastructure projects under public-private partnership (PPP) model need to ensure only 50% of the land available before disbursement. For non-PPP and commercial real estate projects, this requirement has been pegged at 75%. Currently, National Highways Authority of India projects under the annuity model need to ensure 90% of the land is made available before disbursement.

The Reserve Bank of India has advised all banks to integrate the Financial Fraud Risk Indicator tool developed by the Department of Telecom to curb online fraudulent transactions, an official statement said on and financial institutions can use the Financial Fraud Risk Indicator (FRI) in real time, which classifies mobile numbers based on their association with medium, high or very high risk of financial fraud. The data is collected from various sources, including reporting on the Indian Cyber Crime Coordination Centre (I4C's) National Cybercrime Reporting Portal (NCRP), DoT's Chakshu platform, and Intelligence shared by banks and financial institutions. "The Department of Telecommunications (DoT) welcomes the Reserve Bank of India's (RBI) advisory issued on June 30, 2025, directing all scheduled commercial banks, small finance banks, payments banks, and co-operative banks to integrate the Financial Fraud Risk Indicator (FRI) developed by DoT into their systems," the statement said. Launched in May 2025 by DoT's Digital Intelligence Unit (DIU), the system's utility has already been demonstrated, with leading institutions like PhonePe, Punjab National Bank , HDFC Bank , ICICI Bank , Paytm , and India Post Payments Bank actively using the platform. "With UPI being the most preferred payment method across India, this intervention could save millions of citizens from falling prey to cyber fraud. The FRI allows for swift, targeted, and collaborative action against suspected fraud in both telecom and financial domains," the statement said. DoT called the RBI move a "watershed moment in the fight against cyber-enabled financial frauds" and a testament to the power of inter-agency collaboration in safeguarding citizens in India's growing digital economy. "It also underscores the strategic importance of automating data exchange between banks and DoT's DIP through API-based integration, enabling real-time responsiveness and continuous feedback to further refine the fraud risk models," the statement said.

And historically, whenever monsoons have been 5% or 6% above normal, agriculture GVA is around 6%. So, it is about 2% higher than the long-term average which is 4%, which is a good sign, because we had a very soft rural economy for almost couple of now, the rural economy is coming back. Urban is still soft, probably needs a little more boost other than the rate cuts by RBI and maybe some GST cuts would the second half of the year could be better, but provided as I said, earnings play out and we do not have tariff issues. Secondly, most importantly, we have to reset our return expectations and we have been saying this for a while, we will not get 25-30% returns people have got some bit of consolidation in last six-nine months. More importantly, if you see the correlation of pharma with Nifty, on a short-term basis it is around 0.6, on a long-term basis it is less than when corrections happen and in a market like this you got to also see downside risk in the sector, Nifty Pharma falls less than 50%. So, for example, if you go back to 2008 when markets fell 60%, Nifty Pharma was down 27%. In covid, again it fell half, in fact it recovered the fastest post.2011 again, it fell 15% versus 20-25% broader fall in the market. So, it is very important for us to look at risk adjusted returns and low correlation also while building a portfolio and pharma has outperformed Nifty over last 10, 15, 20 years. So, it falls lesser and over a long period outperforms, so deserves more allocation and more weight in the portfolio.

Motilal Oswal AMC crosses ₹1.5 lakh crore AUM milestone; stock gains over 2%

Shares of Motilal Oswal Financial Services climbed over 2 percent in intra-day trade on Thursday, July 3, after the company announced that its asset management arm, Motilal Oswal Asset Management Company (MOAMC), had surpassed ₹ 1.5 lakh crore in assets under management (AUM) across mutual funds, PMS, and AIFs. According to the company, MOAMC's AUM has grown at a compound annual growth rate (CAGR) of 34 percent over the past five years, surging from ₹ 35,180 crore in June 2020 to over ₹ 1.5 lakh crore today. Motilal Oswal AMC's AUM is spread across ₹ 84,300 crore in active mutual funds, ₹ 33,600 crore in passive funds, ₹ 15,000 crore under portfolio management services (PMS), and ₹ 17,100 crore in Category-III Alternative Investment Funds (AIFs). The asset manager currently oversees close to 95 lakh unique folios and caters to around 79 lakh customers across more than 200 locations nationwide. This multi-platform scale demonstrates MOAMC's reach and growing trust among retail and institutional investors alike. In terms of mutual fund inflows, FY25 has marked a significant shift. MOAMC captured 7.8 percent of net sales in growth and equity-oriented mutual fund schemes, a notable rise from 1.9 percent in FY24. The total net flows for FY25 stood at ₹ 48,450 crore, with Systematic Investment Plans (SIPs) contributing ₹ 9,256 crore. The AMC attributes this growth to its earnings-focused investment philosophy and its emphasis on identifying quality, scalable businesses across emerging segments of the Indian market. Commenting on the achievement, Navin Agarwal, Group Managing Director of Motilal Oswal Financial Services Limited (MOFSL), said, 'Crossing ₹ 1.5 lakh crore in AUM is a significant milestone that reflects our commitment to equities and long-term investing. This underscores the strength of our philosophy—backing quality businesses with sustainable growth potential.' Following the announcement, shares of Motilal Oswal Financial Services rose as much as 2.1 percent to an intra-day high of ₹ 873.40 on the NSE. The stock remains 18 percent below its 52-week high of ₹ 1,063.40, which was hit in October 2024. It touched its 52-week low of ₹ 487.85 in April 2025. Despite recent volatility, the stock has gained 51 percent over the past year. It rose 7 percent in June, extending its monthly winning streak to four. Gains of 24 percent in May, 6 percent in April, and 4.5 percent in March preceded this rally. The stock had earlier dipped 7.6 percent in February and 33 percent in January.
