Several States Begin Crackdown On Illegal Bangladeshi Immigrants
In Odisha, Law Minister Prithiviraj Harichandan on Monday said the state government has issued a direction to all district collectors, coastal security agencies and formed a Special Task Force (STF) to coordinate the process of identifying the undocumented Bangladeshi immigrants.
"The government has taken a tough stand. No foreign national without valid legal status will be allowed to stay in Odisha. The identification process has already begun and will be carried out meticulously in all districts," Mr Harichandan said.
He said preliminary discussions with various government branches and agencies such as those employing migrant labourers have been asked to verify their identities and nationalities.
"Different engineering departments of the state government have been asked not to engage any Bangladesh or foreign nationals without valid documents," he said.
The state government has designated the STF as the nodal agency to coordinate and monitor the developments, besides working closely with district-level officers, coastal security forces and other enforcement units.
The districts of Balasore, Bhadrak, Kendrapara, Jagatsinghpur, Puri and Ganjam have been identified as possible areas housing illegal migrants.
STF Director General Pinak Mishra said that after the identification process is complete, the government will initiate legal proceedings under The Foreigners Act and other relevant laws to deport the illegal migrants.
"Since Odisha shares its border with West Bengal, which borders Bangladesh, we are keeping a strict vigil as there is every possibility of infiltration, be it through waterways or roadways," he said.
The Maharashtra government is also conducting a similar exercise with the Mumbai Police saying that 300 illegal Bangladeshis have been deported so far in recent times. Police said 766 such illegal immigrants have been arrested so far this year.
Eighteen lakh ration cards were cancelled till May 18, officials said, adding that most of the holders were likely illegal Bangladeshi residents. In Mumbai, 4.8 lakh ration cards were cancelled.
"Our government will not do injustice to any such family...Our government will not do injustice to anyone except Bangladeshi infiltrators. Action will be taken against those who are eligible for action, the general public will not be harassed," Cabinet Minister Chandrashekhar Bawankule said.
Saiddul Sheikh, who says he is from West Bengal, agrees that the police should crack down on illegal entry of Bangladeshis and those who make fake documents but not target labourers like him who have come from the eastern state to make a living. He said he has also made several rounds of the police station for verification.
India has adopted a new "push back" strategy to tackle infiltration from Bangladesh, Assam Chief Minister Himanta Biswa Sarma told reporters earlier this month. He said the Centre has deported illegal immigrants, including Rohingyas, from different parts of the country, including from the Matia detention centre in Goalpara - one of the largest facilities in the country housing illegal immigrants.
Calling cross-border infiltration a "big issue", Mr Sarma said it will be minimised because of the new "push back" phenomenon. "Earlier, we used to arrest 1,000-1,500 foreigners. We used to arrest them, and they would be sent to jails, and then they would be produced before a court of law. Now, we have decided that we will not bring them into our country, and will push them back," he said.
Rajasthan Chief Minister Bhajan Lal Sharma had on April 30 directed police to launch a campaign against illegal Bangladeshi immigrants and to ensure their deportation.
Subsequently, a first batch of 148 illegal Bangladeshi immigrants rounded up by police was sent to West Bengal on a special flight, as part of the deportation process, police sources said.
"These infiltrators were kept at one of the two detention centres set up in Jaipur. In the first phase of their deportation, 148 have been sent to Jodhpur and dispatched for West Bengal for final deportation," one of them said.
The source added that 1,008 "infiltrators" have been detained in the exercise so far in 17 districts of the state.

BSF troops at B'desh border get 5,000 body cameras to record deportations
The Border Security Force (BSF) is equipping its personnel at the India-Bangladesh border with around 5,000 body worn cameras (BWCs) to record arrests and pushback of illegal immigrants, smugglers' activities, and incidents of disagreement or attacks on its patrolling units, so that the Border Guards Bangladesh (BGB) cannot dispute them later, people familiar with the development said on Sunday. BSF troops at B'desh border get 5,000 body cameras to record deportations As many as 2,500 BWCs — small battery-powered digital video cameras with night-recording capability that BSF jawans will be outfitted to their uniform shirts or winter jackets and manually start recording — have already been handed over while 2,500 more will be sent in coming weeks, officers said. 'A decision to use body-worn cameras was taken particularly in the wake of increasing attacks by drug smugglers or anti-national elements and skirmishes with human traffickers or individuals looking to enter India illegally who then allege use of excess force by BSF. They will help improve officers' safety, having electronic evidence, record stop and frisk procedures of patrolling units, and help reduce complaints by individuals and BGB at the border,' said an officer. The border guarding force's data seen by HT suggests that there were 77 attacks on BSF personnel at the Indo-Bangladesh border in 2024, while 35 such attacks have been recorded till June 30 this year. Besides, increasing incidents of unauthorised persons trying to enter India or leave for Bangladesh in the last couple of years have also been recorded. For instance, BSF apprehended 2,425 incoming and 1,049 outcoming individuals at the Indo-Bangladesh border in 2024, a number which has been recorded at - 1,372 (incoming) and 3,536 (outgoing) between January 1 and July 15 this year. Police and border control agencies in several countries including the US Customs and Border Patrol, the UK's Metropolitan Police, Royal Canadian Mounted Police (RCMP) of Canada, German and France police among others use BWCs in their daily operations. Other than BWCs, to create a robust data of illegal immigrants and their instant verification, BSF has also installed at its sensitive posts 'biometrics authentication systems' - which are linked with the Foreigners Identification Portal (FIP) of the Bureau of Immigration (BoI), a third officer cited above said. 'This is aimed at keeping records of illegal immigrants for future, so that they don't make another attempt (s),' he said. Over 2,500 illegal Bangladeshi nationals have been deported in the last few months via various crossings at the Indo-Bangladesh border, said the third officer. During the last director generals (DGs) level talks between BSF and BGB in Delhi from February 17-20 this year, BSF had pointed out to the other side the assaults or abuse on BSF personnel and Indian civilians by Bangladesh based criminals or miscreants. Both sides agreed to undertake combined efforts to bring down such incidents to absolute minimum by increasing coordinated patrols especially during late hours of nights to early morning in vulnerable areas and educating the border population regarding the sanctity of the international border, according to a statement issued by BSF in February. It was also agreed that both BSF and BGB will pursue and share real-time information and investigation reports of traffickers, and remain extra vigilant to curb such crimes, and help victims of human trafficking and facilitate their rescue and fastest rehabilitation as per law of the land. 'The BWCs are a precautionary measure in that direction and to avoid any untoward incident (s),' he said. India shares a 4,096 kms long border with Bangladesh, which touches West Bengal (2216.7 km), Assam (263 km), Meghalaya (443 km), Tripura (856 km) and Mizoram (318) km). The entire stretch consists of plains, riverine belts, hills and jungles; is heavily populated and is cultivated right up to the border. There are 1,113 Border Out Posts (BOPs) of the BSF on the entire border to deter trans-border criminals, infiltrators and the hostile elements from indulging in the activities of intrusion/ encroachment and border violations. BSF employs round the clock surveillance and patrolling and monitoring through observation posts, besides using border floodlighting, water crafts/boats and floating Border Out Posts (BOPs) for domination of riverine areas. A major challenge, according to the first officer, at this border is 'its terrain'. 'Construction of fencing in certain stretches on this border due to riverine or low lying areas, habitations close to the border, and floods during monsoons makes it difficult to fence the entire border. Out of 4,096 kms long border, only 3,196 kms is fenced. The over 850 km long border is not feasible to be fenced,' he said.

UP STF seeks global inputs on fake diplomat
LUCKNOW The UP Special Task Force (STF) has sought global inputs on activities of Harsha Vardhan Jain, who operated the fake embassy of the unrecognised micronation Westarctica in Ghaziabad, senior STF officials confirmed here on Sunday. The STF is seeking information about Harsha Vardhan Jain's activities from over 20 countries. (For Representation) They said a Blue Corner Notice has been issued against Jain, marking the first time such a notice has been used in any case of Uttar Pradesh. Issued by Interpol, the Blue Corner Notice is a tool used to gather additional information about a person of interest in a criminal investigation, the STF officials said. It's not a request for arrest, but rather an alert to member countries to collect details about a person's identity, location or activities abroad related to a crime. The STF is seeking information about Jain's activities from over 20 countries, focusing on his international travel history, business ventures abroad and financial transactions from his foreign bank accounts, an STF official said. He said the STF has applied for Jain's five-day police custody remand (PCR) in a Ghaziabad court to further interrogate him about his activities and connections. He said the local court will decide on his PCR on Monday. Interrogation during Jain's police custody remand is expected to shed more light on the extent of his operations and potential accomplices, he added. He said the travel history could include details of his international travels and stays, business ventures, information about companies registered or operated by him abroad and insights into his bank accounts, transactions, and potential money laundering activities. The STF has already uncovered substantial evidence, including 11 bank accounts linked to Jain in Dubai, Mauritius, UK, and India with suspected hawala transactions, the official said. He said it included six bank accounts in Dubai, three in the UK and one bank account each in Mauritius and India. 'Besides, over a dozen shell companies registered by Jain (were) potentially used for illicit activities. The investigations so far revealed that Jain, along with arms dealer friend Adnan Khwaja and Ahsan Ali Sayed, a UK-based businessman, allegedly registered multiple companies in different countries, including UK-based companies–State Trading Corporation Ltd and East India Company UK Ltd, UAE-based company- Island General Trading Co LLC, Mauritius-based company- Indira Overseas Ltd and Cameroon-based company-Cameron Ispat Sarl,' he said. The STF official said 12 high-end watches, including Rolex and Omega, as well as forged documents, diplomatic passports, and counterfeit stamps bearing the seals of various countries and companies were also recovered during his arrest. The STF's Noida unit arrested Jain who was operating a fake embassy of the unrecognised micronation Westarctica from a rented house in Ghaziabad's Kavinagar on Tuesday (July 22). He was booked under various sections of the Bharatiya Nyaya Sanhita (BNS). The STF is working with local police to obtain his remand for further investigation. The accused allegedly posed as the consul/ambassador of unrecognised and fictitious countries like Westarctica, Saborga, Poulvia, and Lodonia. The accused used diplomatic number plates on his vehicles and morphed photos with prominent figures like the Prime Minister and President to impress people. His main activities included brokering deals for companies and individuals to work abroad and running a hawala racket through shell companies.
