HR Ministry to collaborate with Penang govt to develop Penang Chip Design Academy

GEORGE TOWN: Discussions are being finalised for the Human Resources Ministry to work with the Penang state government to develop the upcoming Penang Chip Design Academy.
Its minister, Steven Sim said that as the institution intended to develop skilled manpower in the semiconductor and high-tech sectors in Penang, he hoped that the collaboration would add value and upgrade the skill training programmes.
"It is a state government project and we are in discussion to finalise the collaboration between the ministry and the academy.
"As it specialises in developing the semiconductor and high tech sector in Penang, we wish to add value and collaborate to enhance the skill training programmes," Sim told reporters on Thursday (June 19).
Located at the Penang Skills Development Centre (PSDC) building in Bayan Lepas, the academy would support the state's plan for the development of an Integrated Circuit (IC) Design and Digital Park.
It is a key component of the Penang STEM Talent Blueprint and would be led by PSDC in collaboration with key industry players, Electronic Design Automation (EDA) tool providers, academia, and InvestPenang.
Sim had earlier officiated the northern region National Training Week (NTW) 2025 Learning Tour in Raia Inn in Bayan Lepas here.
At the event, Sim said the Human Resource Development (HRD) Corporation and Northern Corridor Implementation Authority (NCIA) have formed a strategic collaboration under the Advanced Technology Meister Programme (ATMP) to introduce the Matching Grant for skills development aimed at helping local industries upskill their workforce in advanced technology sectors.
He added that some 420 families of fishermen impacted by the Silicon Island development project would receive training and skills development programmes in fields to expand their career opportunities.
The NTW programme themed "Learning Beyond Borders", organised by HRD Corp, had brought together over 600 participants from various segments of the community, including school students, civil servants, community members, persons with disabilities (PWDs), cooperatives, and senior citizens, with the aim of empowering them with practical skills aligned with future workforce demands.
To date, it has recorded over 3.2 million enrolments, exceeding its initial target of one million enrolments, with about 167,000 enrolments with almost 800 courses recorded across Penang, Kedah and Perlis in the northern region.
NTW 2025 will conclude on Saturday (June 21) with the closing ceremony in Ipoh, Perak.

Deputy Premier Datuk Amar Dr Sim Kui Hian launched the event during a ceremony, which featured a lion dance performance, held at the school at Jalan Haji Taha, Satok here. CHMS No 4 principal Johnny Kon said the charity fair was not solely about raising funds for the school but was an avenue to foster closer ties among families, education enthusiasts and the community. 'In the past 65 years, CHMS No 4 has seen a healthy growth of student intakes, with over 500 teachers and students today. While the school has registered an improved enrolment, our students also recorded good academic achievements. 'All of these would not be possible without the contributions and dedication from the school's board of management, principals, teachers, parents and every individual who has supported Chinese education. 'We are seeing a brand new CHMS No 4, which will continue to see progress thanks to your support and love,' he said. Meanwhile, Kon said that in view of the advanced technology and artificial intelligence (AI) era, the school was adapting to such changes by integrating these with its teaching approach. He said this was aimed at equipping students with the necessary know-how and skills to face globalization while ensuring they excelled academically. On the charity fair, he said a total of 92 booths had been set up, offering a rich variety of food and beverages as well as games and handicraft products. Kon said the event had provided a platform for students to pick up skills not offered in the classroom such as planning, coordination, marketing and implementation. He also extended his appreciation to those who had contributed to the charity fair's success.

Human Resources Minister Steven Sim Chee Keong said that while the low-cost model had helped shape Penang into a manufacturing hub over the past decades, the state must now chart a new path towards economic sustainability through its next phase — Penang 3.0. In a statement released today following the INPenang International Awards 2025 held on June 21, Sim said the Penang 3.0 vision aims to transform the state from a global manufacturing hub into a centre of innovation, technology and high-value creation, driven by local talents and enterprises. "If Penang 2.0 was about global companies coming to Penang to make their products here, Penang 3.0 must be about supporting our own start-ups towards higher value creation. "Moving forward, we must build on our legacy to produce our homegrown 4Ts - talents, tech, things and trademarks. "In other words, over the next 50 years, we want to transform from 'Made in Penang' to 'Made by Penang'," he said. Sim said he was confident that with the right policies and incentives, Penang would be able to sustain its reputation as a global brand of the highest quality.
