Himachal Pradesh government appoints new HP RERA chairperson & member

: The
Himachal Pradesh government
notified the appointment of former IAS officers RD Dhiman and Amit Kashyap as Chairperson and Member respectively of the Himachal Pradesh Real Estate Regulatory Authority (HP RERA), days after the High Court pulled up the state government over the delay and imposed a cost of Rs 5 lakh.
As per the notification issued by the Housing Department (No. HSG-A003/1/2024-L dated June 24, 2025), RD. Dhiman, IAS (Retd.), has been appointed as the Chairperson of HP RERA, while Amit Kashyap, IAS (Retd.), has been named as a Member of HP RERA. The appointments have been made under Section 20 of the Real Estate (Regulation and Development) Act, 2016, following the recommendations of the Selection Committee.
"The tenure of the office of the aforementioned Chairperson and Member shall be five years or till attaining the age of sixty-five years, whichever is earlier, from the date they assume the charge of their respective posts," the notification stated.
The order also relieves Principal Secretary (Housing) Devesh Kumar, IAS, from the additional charge of Chairperson, HP RERA, which he was holding in the absence of a full-time appointee.
The appointments come in the wake of strong observations made by the
Himachal Pradesh High Court
earlier this month, where the court had expressed deep concern over the prolonged delay in filling the statutory posts of the real estate regulator. The court noted that the state government had failed to appoint a chairperson and members for more than a year despite the critical role of the authority in safeguarding the interests of homebuyers.
In a stern order, the High Court had imposed a cost of ₹5 lakh on the state government for the "casual and insensitive approach" in constituting the RERA body and observed that the delay not only violated the statutory provisions of the RERA Act but also undermined public interest. The court had also taken note of the repeated extensions granted to the then Chief Secretary Prabodh Saxena, despite his role as the ex-officio Chairperson, being an ad-hoc arrangement.
The RERA authority had remained defunct for months, adversely affecting real estate regulation and dispute redressal in the state. The court had directed the government to expedite the appointment process without further delay.
The new appointments are expected to restore full functionality to HP RERA and improve oversight and regulation in Himachal Pradesh's real estate sector.

KSEB owes police dept over 126 crore
Thiruvananthapuram: In a curious turn of events, Kerala State Electricity Board Ltd (KSEB) now finds itself in the red—not for unpaid power bills by others, but for dues it owes the police department. After a detailed reconciliation of long-standing mutual claims, the finance department ruled that KSEB must pay Rs 126.86 crore to the police, primarily for security services provided at vital power installations across the state. The development comes at a time when electricity bills are burdening not only the public but also govt departments. With rising power consumption—largely driven by the widespread use of air conditioners—several departments are struggling to pay their KSEB bills. In some cases, the situation has even started affecting public service delivery. For instance, agriculture department's scheme to provide subsidised power to eligible farmers was impacted due to the department's mounting KSEB dues. In this instance, KSEB itself defaulted on payments to the police department for years for protection services at the electricity utility's high-security installations like hydroelectric dams and power stations, which are guarded round the clock. These installations have long been on the state's critical infrastructure list, with agencies like intelligence bureau in 2021-22 warning that Idukki dam and similar sites could be targets for sabotage attempts, underscoring the need for continued, high-level surveillance. As per govt data, Rs 30.56 crore in KSEB's dues remained unpaid since prior to March 31, 2004—a liability that lingered for over two decades. Between 2004 and 2013, another Rs 46.56 crore was added as unpaid bills. From 2013 to 2023, the dues swelled to Rs 115.67 crore, including adjustments for govt's periodic revision of service charges meant to enhance non-tax revenue collection. As of March 31, 2024, KSEB owed the police department Rs 204.87 crore. But police too had outstanding dues to KSEB—particularly for power consumption. Notably, police department failed to pay its power bills for the entire 2023-24 financial year, and between 2004 and 2013, it accumulated Rs 60.34 crore in arrears. With both departments owing each other significantly, the matter was escalated to the finance department. After examining data from both sides, applying interest and multiplier factors for arrears and revised service rates, finance department settled the standoff. The final verdict: KSEB, after adjustments, still owes Rs 126.86 crore to the police. While the outcome may seem unusual, it highlights a lesser-known aspect of inter-departmental functioning where govt entities not only consume each other's services but often end up in prolonged financial entanglements. In this case, even state's electricity provider—accustomed to chasing dues—must now clear its own backlog with the very department that safeguarded its most critical assets.

DSP felicitated for translating vachanas to English
Vijayapura: Industry and infrastructure development minister MB Patil announced financial support of Rs 5 crore to translate the vachanas and Basava philosophy into five or six major world languages. Addressing the felicitation ceremony for deputy superintendent of police Basavaraj Yaligar, who translated Basavanna's vachanas into English, held here on Sunday, Patil said Basava and his followers envisioned a society where all working classes were represented equally. "Lingayat is not a caste but a caste-free religion. If the Kalyana revolution did not occur, the entire country would have embraced Basava's religion today," he added. He praised Yaligar for translating vachanas into English amid his tight work schedules, making them accessible worldwide. "Vachanas have become our culture and wealth. Due to the research by the Halakatti family, we are now familiar with 200 Basava followers. There has been a systematic effort to erase the 12th-century social revolution from history by comparing Basavanna to oxen. Even now, some are adding false vachanas. We are not against anyone, but we will protect our culture and heritage," he asserted. Dr Siddharama Beldala Sharanaru of Basava Kalyana Basava Mahamane Institute in Bidar said Basavanna does not belong to any one community or region. "The true Basava philosophy has not yet reached the world or many monasteries. In Basava philosophy, kings and emperors are not given divine status. According to Basava philosophy, one should achieve autonomy and Lingayat independently. Yaligara has vividly captured all aspects of Basava philosophy in his book," he opined. Vijayapura Tablighi Jamaat head Maulana Abubakar said Basavanna dedicated his life to justice by abolishing the caste system. "We will translate Basavanna's vachanas into Hindi and Urdu languages. We will publish a book studying the common elements in Buddhism, Basava, Ambedkar, and Islam," he stated. Professor Gil Ben Herut from Florida, USA, said he is inspired by Basavanna's vachana literature. "I teach this literature to my students. The book by Yaligar is a significant contribution not only to Karnataka and India, but to the world," he added. Former MLC Arun Shahapur, senior writers Devanur Shankar, CC Hemalata, and BR Banasode spoke on the occasion. Vijayapura SP Lakshman Nimbargi, additional DC Somalinga Gennur, former MLA Raju Alagur, among others, were present.

AAP suspends MLA Kunwar Vijay for ‘anti-party activities'
Amritsar: Punjab's ruling Aam Aadmi Party (AAP) on Sunday suspended its Amritsar North MLA and former IPS officer Kunwar Vijay Partap Singh from the party for five years. The decision, taken by the party's political affairs committee, cited alleged "anti-party activities" as the reason. A vocal critic of his own party's govt, Vijay Pratap had recently opposed the arrest of Shiromani Akali Dal (SAD) leader Bikram Singh Majithia on charges of laundering more than Rs 540 crore of drug money. The vigilance bureau on June 25 arrested Majithia after conducting a raid at his residence in Amritsar. Confirming the suspension of the MLA, who joined AAP in 2021 ahead of the 2022 assembly elections, AAP spokesperson Shashivir Sharma said that the action was taken due to his involvement in "anti-party activities". Following the announcement, Vijay Partap posted a verse of Gurbani on his X account, which translates to, "Kabir, from death everyone in the world is afraid; but to me, my mind feels bliss." Despite repeated attempts, the MLA could not be reached for comment. During the 2022 assembly elections, Kunwar Vijay secured 58,133 votes, more than the combined votes of SAD candidate Anil Joshi and Congress nominee Sunil Dutti, and pushing BJP's Sukhminder Singh Pintu to fourth position. Pawan Kumar, a close aide of Vijay Pratap, said that a large number of the MLA's followers and sympathisers gathered at his residence after the news broke. Kumar called the party's decision "unjust and excessively harsh". The former inspector general of police once headed the SIT probing the 2015 Kotkapura and Behbal Kalan firing incidents besides sacrilege cases in the state. Sources said that several aspirants are already lobbying for the Amritsar North ticket for the 2027 polls if Vijay Pratap isn't reinstated. A few AAP functionaries already approached senior party leaders on Sunday. There's also speculation that an opposition leader might join AAP and be positioned as Vijay Partap's replacement in the next election.
