To add to Graham's pain he also suffered a dislocated finger in the same incident.
Townsend admitted Scotland's discipline had been poor overall and that they deserved to lose.
But the head coach also felt Graham's two cards were undeserved.
Toony said: 'I'd have to look at it again but at the time I thought the yellow cards were very harsh.
'I'm not sure if the first pass was going to their player's hand anyway.
'So I don't know how we can then make that an incident that's worth a yellow card.
'But as soon as the referee has made the call in that area you know it's going to be a yellow card.
'Darcy is obviously also in pain from the dislocated finger so that is causing him a bit of trouble.
'But I think overall Fiji deserved to win.
'They had a lot of opportunities to put us under pressure in our 22.

'They were physical and they're a quality team.
'But we're disappointed in our own performance and that we gave them so many opportunities to put pressure on us.
'The penalty count was too high, three yellow cards.
'It makes it very tough to win any Test match. Up against a quality side at home, it's going to be really difficult.'
Scotland actually got off to a stunning start with a try inside the first three minutes.
Fiji stopped the visitors' line-out maul from motoring.
But the ball instead went quickly through the backs for Graham to tee up Kyle Rowe to power his way over.
That was a sign of intent from the Scots on a sun-baked Suva surface.
But it turned out to be a false dawn as Fiji went on to dominate much of the rest of the contest.
The Scotland defence did well to twice hold up their hosts on the line.
But a third attempt was illegal and Ewan Ashman was sent to the bin for it.
Caleb Muntz finally got Fiji on the board with a kick from the tee.

It then got much worse for the visitors when Graham picked up their second yellow card of the half for going early into a try-stopping tackle on Sireli Maqala.
That proved costly when Fiji drove over captain Tevita Ikanivere for their first try of the game.
Scotland were wobbling as their penalty count soared.
And they shipped a second try right on the stroke of half-time.
Muntz looped a pass wide for Salesi Rayasi who found Kalaveti Ravouvou to score in the corner.
The break clearly helped as it was the Scots who claimed the first try of the second period.
Ashman's powerful run was stopped close to the line.
But play was recycled for Tom Jordan to stroll over for Scotland's second score.

It was anyone's game at that point as both sides tired.
But a piece of magic from Fiji saw them stretch their lead.
Muntz passed inside for Juita Wainiqolo and the twinkle-toed winger did the rest as he danced around four or five tacklers to reach the line.
Disaster then struck after 66 minutes when Graham intercepted a pass in an offside decision.
The TMO had a look and awarded the penalty try – with the winger also sent off for a second yellow.
That sent a Mexican wave rolling throughout the jubilant home crowd who knew a massive win was in the bag.

'I cannot see any logic' in Wilson talks

We asked you for your views on West Ham being in talks with striker Callum Wilson, who is a free agent after being released from Newcastle this are some of your comments:Lee: Will West Ham never learn? They have continually bought 'sicknote', older strikers who are past their best, on really high wages with no resale value. They inevitably fail and just sit on the bench draining the club's bank account. Another typical David Sullivan Absolutely not. He is too old and too injury prone. We're meant to be building for the future and reducing the average age of our starting XI. Two centre-forwards with a combined age of 65 makes no sense I think he'd be a great signing to have if we put him on a pay-as-you-play contract as he just can't keep fit to warrant £150K a week. Just look at Danny Ings, who we just got rid of because he couldn't keep This is a backwards step. We should be looking at young, hungry players, not an old crock looking for a final payday. He is always injured so I cannot see any logic if this signing goes This potential signing is so typical of the way West Ham operate. A cheap, ageing, injury-prone striker who is well past his best. Surely the club can find a more pacey, hungrier and younger player, who has a future and one we can develop. This is exactly the reason why we won't progress as a club while these owners are at the I know we have an Ings-shaped hole but that doesn't mean we have to fill it. The manager (and fans) want a young squad to nurture. We absolutely don't need a striker who has seen his best days on what would be big wages. Please let us learn from the disaster signing of Ings. Give us fresh, young, hungry Yet another over-the-hill, injury-prone striker to add to our list. At least he can keep Niclas Fullkrug company in the treatment room. When will we ever learn?

How Liverpool could line up with Alexander Isak AND Hugo Ekitike as Arne Slot considers transfer splurge

ARNE SLOT could have a multitude of options in how he lines up his Liverpool side next season. The Reds manager has overseen the arrivals of stars such as Florian Wirtz, Milos Kerkez, Jeremie Frimpong, and Hugo Ekitike. 6 6 6 6 Liverpool are also trying to sign Newcastle star Alexander Isak despite the arrival of forward Ekitike. The Swede is exploring his options ahead of a potential exit from St James' Park this summer. The striker was left at home by the Magpies as they jetted off on their Far East pre-season tour. The club may not be done there as there is a continued interest in Crystal Palace captain Marc Guehi. The English defender would be a replacement for Ibrahim Konate - who appears to be on his way out of Anfield at the end of his contract. Should Liverpool complete the mega-money deals, then Slot will have a headache trying to fit in all his new pieces. The Dutchman could stick with the club's proven 4-3-3 formation and add the new signings. Isak would slot into the striker position in place of Darwin Nunez, while Ekitike could support him from the left wing. This would soften the blow of losing Luis Diaz for Liverpool; however, it would once again make Cody Gakpo an option off the bench. Diaz is a target of Bayern Munich and Barcelona, with the Bundesliga side already having an approach turned down. Darwin Nunez performs tragic Liverpool team-mate Diogo Jota's celebration after scoring in first game since his death 6 Slot will also have to shake up the defence, having seen Trent Alexander-Arnold leave and Andy Robertson not get any younger. Liverpool have given the manager both Kerkez and Frimpong to take up the mantle of the iconic duo. The defence could further change if Guehi arrives at Anfield. He could be played as the second centre-back next to Virgil van Dijk. And of course, there is no forgetting the British record transfer arrival of Wirtz. The German midfielder was signed for £116.5million from Bayer Leverkusen and penned a contract until 2030. He will likely be played in the No.10 role behind the front three and linking up with the likes of Alexis Mac Allister and Ryan Gravenberch. Slot could also get inventive and change the formation to feature both Isak and Ekitike as a strike partnership. If this were done in a 3-5-2 formation, it would provide more attacking freedom to both Kerkez and Frimpong in the wing-back roles. It would also give an opportunity to reinvent Robertson, who could fill in on the left side of the back three. This formation could also provide star man Mo Salah with an opportunity to take a rest.

Ex-Match of the Day host calls for BBC to create controversial new channel or risk losing events like Wimbledon

LEGENDARY host Des Lynam has called for the BBC to controversially create a pay-per-view channel. The former Match of the Day presenter was in the hotseat from 1988 to 1999 and he also covered the likes of Wimbledon and the Olympics for the Beeb. 2 Lynam, 82, is concerned the channel could soon be priced out of TV rights deals for major sporting events by companies like Sky and TNT. He has boldly encouraged the BBC to ditch their free-to-air tradition and create a new platform behind a paywall. Lynam wrote in his column for The Telegraph: "If they are to compete as serious contenders for big-time sport, they will have to form a separate sports channel and that means pay-per-view. They have the brand. "The only way to compete is to find the money to do so. "Unless the BBC is content to cover only minor sports they will have to get out into the marketplace. "To do this, the kind of money involved means the funding must come from a source other than the licence fee and that means pay-per-view. "If there is someone at the corporation who agrees with me and has the courage to fight for that cause I mentioned, get ready to summon up the blood, disguise fair nature and prepare for the incoming rage." The BBC's current Wimbledon deal expires in 2027 and the channel reportedly face a fight to extend their agreement. They currently pay £60million per year to the All England Club for the rights to broadcast the action. But that price is set to rise with interest strong from both Sky and TNT Sports. However, the BBC view Wimbledon as one of the most important in the calendar and they are determined to keep it. It has been labelled as a Category A 'crown jewel' event by chiefs.
