Food Security: the Members of the Management Committee of the Economic Community of West African States (ECOWAS) Regional Food Security Reserve Hold their Annual Meeting in Abuja, Nigeria
Food security in West Africa and the Sahel continues to deteriorate due to persistent conflict, economic instability and the effects of climate change. In December 2024, almost 34.7 million people needed immediate food and nutrition assistance, a figure that could rise to 47 million by the June-August 2025 lean season if urgent affirmative measures are not taken. Malnutrition also remains a major concern in several countries in the region.
Faced with this situation, ECOWAS, in collaboration with Member States, Chad and Mauritania, is working to strengthen rapid and sustainable response mechanisms through the Regional Food Security Reserve. The aim of the Reserve is to complement the efforts of Member States to provide rapid and sustainable food assistance to affected countries, promote regional solidarity and contribute to food sovereignty and economic integration in West Africa.
The Management Committee, with its Executive Board, is the centrepiece of the Reserve's governance. It decides on all the operations relating to its functioning: purchases, storage, technical rotations and interventions in response to a crisis.
The main purpose of the 3rd meeting of the Management Committee is to present to the Committee members a detailed report on the operations carried out since the last meeting in March 2023 and to submit for their approval the operations planned for 2025 (purchases, interventions, technical rotations, replenishment, etc.). During the meeting, members will also discuss and validate the resource mobilisation plan to support Member States in their responses to food, nutrition and pastoral crises.
Furthermore, drawing lessons from the ten years of implementation of the regional food storage strategy through comparing the theory with the practice of its implementation on the ground, the Management Committee's discussions will launch the process of revising the said strategy and the operating rules of the Regional Reserve with the aim of strengthening the coordination and effectiveness of collective action to better meet the new challenges linked to the changing socio-political context at both regional and international level.
Speaking of the challenges facing the region, the Permanent Secretary, Dr Marcus Ogunbiyi who opened the meeting on behalf of the Federal Minister for Agriculture and Food Security, Senator Abubakar Kyari CON., drew participants' attention on the growing need for sovereign financing of West African agriculture in general, and of food crisis response mechanisms in particular. Such instruments need to be adapted to the realities of Member States.
Following Dr Ogunbiyi, the Executive Director of the Regional Agency for Agriculture and Food (RAAF), Mr Mohamed Zongo, speaking on behalf of Mrs Massandjé TOURE-LITSE, ECOWAS Commissioner for Economic Affairs and Agriculture, recalled that since its creation, the Food Reserve has made significant progress. It currently has a projected capital of more than 74,000 tonnes of food, stored in several areas of the region, which can be deployed rapidly in case of need. Food security stocks are emerging as key social protection tools, used at different levels – local, national, regional – to respond effectively to food crises.
The Management Committee meeting brings together representatives from ECOWAS Member States, Chad, Mauritania, regional institutions (ECOWAS, UEMOA, CILSS), producer organisations, civil society, the private sector and technical and financial partners. It falls within ECOWAS's ongoing efforts to build a more resilient regional food system, capable of responding effectively to current and future shocks. The expected results will be used to guide priority actions for 2025, in a spirit of solidarity and regional integration.

Liberians reacted with a mix of anger and weary resignation on Thursday after discovering that the leader of their country's closest bilateral partner does not appear to know what language they speak. At a meeting at the White House on Wednesday, US President Donald Trump responded to brief remarks from his Liberian counterpart, Joseph Boakai, by marvelling at his "beautiful" English. But Trump did not stop there. "Where did you learn to speak so beautifully?" he continued, as Boakai murmured a response. "Where were you educated? Where? In Liberia?" English has been the west African nation's official language since the 1800s. Government statements are published in standard English while spoken Liberian English reflects influences from pidgin and indigenous languages used across the country of around 5.5 million people. Liberians sometimes refer to the US as their "big brother," but not everyone was surprised that Trump's knowledge of the country did not seem to reflect that closeness. Fatumata Binta Sall, a Liberian feminist activist who travels frequently to the US, told Reuters that Trump's amazement at Boakai's English fluency was all too familiar. "Many times, I've had Americans ask me whether I studied abroad or where I learned to speak 'so well'," she said. Such remarks, she said, indicate her country "isn't visible in the minds of many Americans." She attended international conferences "to remind the world that Liberia exists." William V.S. Tubman III, a Liberian writer and grandson of former President William Tubman, voiced frustration at what he described as Trump's lack of respect. "Praising an African head of state for speaking English 'so beautifully' isn't a compliment, it's a reflection of how deeply colonial thinking continues to shape expectations," he said. "What Trump said wasn't ignorance. It was disrespect and entitlement disguised as praise." Massad Boulos, Trump's senior adviser for Africa, said no one in the room was bothered by Trump's remark. "I was in the meeting and everyone was deeply appreciative of the President's time and effort," Boulos said in a statement. The White House shared a separate statement from Liberia's foreign minister, Sara Beysolow Nyanti, stressing that Boakai himself also took no offence. "We know that English has different accents and forms, and so him picking up the distinct intonation that has its roots in American English for us was just recognising a familiar English version." LIBERIA SCORES 'BIGLY' Some residents of the Liberian capital Monrovia also chose to highlight what they saw as the positive aspects of the visit. Boakai's inclusion on the guest list gave him an opportunity to tout Liberia's mineral assets and history of democratic elections. And his status as the only anglophone — in a group that also included leaders of Senegal, Guinea-Bissau, Gabon and Mauritania — clearly made an impression on his host. "In terms of his grammar, the way that he spoke, I think it shows that Boakai has a solid foundation in his education in Liberia," radio journalist Augustus Caine said. A front-page story in The Analyst newspaper said Boakai had been "eloquently conveying Liberia's critical interests" and "attracting the host's admiration." Economic Community of West African States (ECOWAS) road engineers and transport experts conduct working field visit to Dakar-Diamniadio-Thies highway & Dakar Ter
The ECOWAS Commission, as part of the final technical review workshop for the Praia-Dakar-Abidjan Corridor Technical Studies, conducted Regional Road Engineers and Transport Experts drawn from ECOWAS Member States to a day's field visit to the financing, operations and maintenance of major road and rail infrastructure projects in Senegal on the 28th of June,2025. The visits to ' Train Express Régional ' TER Dakar Railway Service, and the Dakar-Diamniadio-Thies Highway forms part of efforts by the ECOWAS Commission to tap on home-grown expertise and solutions as it works with Member States to implement major regional corridor highway and railway projects. It also to ensure a critical mass of like-minded professionals to support the uniform development of Transport Infrastructure in the region, through experience sharing from regional models in infrastructure financing and operations as successfully implemented by the Senegalese Government. The 36km TER Dakar urban railway service has 13 stations with 15 dual-mode 4-car trains has gradually become a key complementary mode for peri-urban commuters from urban settlements around Dakar for their daily trips. Experts boarded the train for firsthand experience of the service and discussed key areas in operations, signalization, scheduling, maintenance and deliberate policies to encourage local skill and capacity development in rail operations railway services. Other areas visited were the railway operations room, maintenance center, terminals and related facilities. Experiences gathered also covered design of systems, revenue collection and management and general operations of modern urban railway service. Participants also visited the Dakar-Diamniadio concession highway, and the Diamniadio-Thies Highways which presents similar design and operational specifications for the key regional supra-national corridor highways such as the Dakar-Abidjan and Abidjan-Lagos Corridor Highways. The visit covered sections of the Highway, toll stations and traffic monitoring centers and the offices of the Concessionaires. Discussions centered on design principles, elements and financing models. Valuable lessons were learnt on local expertise development, traffic surveillance, operations of the Highway, road safety, tolling and revenue management. Particular notice was made of the predominance of local experts, local content and the use of home-grown project finance arrangements, using Public-Private financing options. These major infrastructure projects highlighted the potential of regional, the home-grown initiatives adopted to address the financing gap in infrastructure development and the local expertise development to sustain operations. The railway service and highways connecting the city of Dakar and inland destinations provide very options for urban mobility, job opportunities for the youth and contribute immensely to economic development. The visits formed part of the validation workshop of the Praia-Dakar-Abidjan Projects Corridor and presented several hands-on experiences to be considered for major regional transport infrastructure projects, as well as similar national peri-urban mass transportation initiatives.
