The butter price crisis prompted a high-profile meeting at the Beehive – but global markets, not politicians, are still calling the shots, writes Catherine McGregor in today's extract from The Bulletin.
Was the butter meeting a damp squib?
Finance minister Nicola Willis says she was surprised by 'the almost breathless excitement' around her Tuesday evening meeting with Fonterra chief executive Miles Hurrell, reflecting a week of coverage perhaps more suited to a major sporting event than a wonky meeting about dairy economics. The Post dubbed it 'the butter meeting heard round the country' while news sites ran red breaking news banners as Hurrell and Willis sat down to talk. With 500g blocks of butter topping $11 in some supermarkets, the stakes, at least symbolically, were high.
Willis said the conversation covered many topics, but she did ask Hurrell to clarify how butter is priced and why New Zealanders often pay more than overseas consumers. The main outcome, according to the Herald's Thomas Coughlan? A suggestion that Hurrell will publicly explain the breakdown of butter pricing later this week. 'He was so good at communicating about [butter prices], I have encouraged him to provide that information to New Zealanders,' Willis said.
Labour smells spin
The political optics of the meeting have raised eyebrows, particularly given Willis's own six-year stint in senior roles at Fonterra, reports Bridie Witton in Stuff. Labour's finance spokesperson Barbara Edmonds questioned whether the meeting was more about performance than policy, arguing Willis should already understand how butter is priced. Willis pushed back, saying she worked in government relations and environmental strategy – not pricing – and refused to 'pre-judge' Fonterra's explanations. Her office also noted she meets with the dairy giant regularly, and the discussion this week wasn't solely about butter.
Still, the intense buildup and media framing gave the impression of a high-level intervention, when in fact the levers to influence pricing remain limited. 'The lesson here is that performance politics doesn't work,' Newstalk ZB's Heather du Plessis-Allan said. 'In fact … it runs the risk of backfiring, which is exactly what's happening here.'
So why is butter so expensive?
As Blayne Slabbert explains in The Press (paywalled), 95% of our dairy products are exported and domestic prices reflect what those products earn overseas – a model known as export parity pricing. Recent Stats NZ data shows butter prices, driven by the global market, have surged 46.5% in a year, reaching an average of $8.60 per 500g.
While world dairy prices dipped slightly in July, they remain far above historical levels. Global supply is tight, and demand – especially in China and Southeast Asia – continues to climb. 'You get to the situation we're in now where butter is at extraordinary heights and everyone wants their butter on toast,' High Ground Dairy consultant Stu Davison tells Newstalk ZB's Michael Sergel. 'We don't see it running right back to where we were five years ago.' That international appetite for grass-fed butter benefits our farmers and boosts export revenues, but leaves local consumers squeezed at the checkout.
A changing role for Fonterra
As butter becomes a lightning rod for public frustration at the cost of groceries, Fonterra may soon exit the retail fray altogether. The co-operative plans to sell off consumer-facing brands like Anchor and Mainland, focusing instead on its business-to-business operations. Writing in The Conversation, agribusiness professors Alan Renwick and David Dean say the move makes commercial sense. While some fear an overseas owner could lead to higher prices for consumers, they think it could help disrupt the current 'cosy' relationship between Fonterra and the supermarkets – potentially even bringing prices down.
In the Herald, Clive Elliott, a barrister specialising in intellectual property, argues that the sell-off is a strategic error. 'Our prosperity and ability to remain a first-world economy depends on our ability to add value,' Elliott warns, arguing Fonterra is abandoning decades of brand equity. Regardless of who ends up owning the dairy brands, the butter pricing system is unlikely to shift dramatically. For now, New Zealanders will have to settle for an unsatisfying explanation rather than meaningfully lower costs.

The remarks come after Mayor Jules Radich suggested, in the wake of singer Ed Sheeran not coming to Dunedin, the city should launch a "Dunedin Sounds" festival. Mr Radich suggested Dunedin Sounds could be an event Sheeran might one day headline along with other international artists, including Taylor Swift. Cr Steve Walker took to social media to criticise Mr Radich's thinking. "It's a reminder of what a complete buffoon this guy is, he's literally rambling on like a baby Trump. "He did this pre the last local election and enough of you fell for it." Cr Brent Weatherall said Cr Walker's "nasty style" on social media did him no favours. "He would be better to invest in a pair of six-inch platforms if he wants to be noticed, and stick to issues important to himself if he wants to be taken seriously by voters opposed to disrespectful personal attacks on the mayor." Cr Bill Acklin said Cr Walker's behaviour was unacceptable and he accused the Labour-endorsed councillor of being disruptive through the term. "I find Cr Walker to be an embarrassment to the governance of this city," Cr Acklin said. "I would like to think that the party who endorse him would also be ashamed of his unprofessional antics." Southern Labour electorate committee chairwoman Ruth Chapman said the party continued to have confidence in Cr Walker as a candidate for a council seat. Cr Walker stood by his position. "In essence, [Mr Radich] can't just bleat out any nonsense about Taylor Swift et al, with no robust background work to understand how mechanically it would all work. "There's never been a vision or masterplan under Radich, just plucked-out-of-the-air nonsense. "Jules isn't a bad or nasty guy — he just isn't capable of the job voters picked him to do." Mr Radich did not want to engage with Cr Walker's comments. "Cr Walker persists in name calling and such behaviour says a lot more about him than his targets." Mayoral candidate Andrew Simms said Cr Walker's comments crossed a line. "I have seen this and many other similar comments from Cr Walker which communicate a deep disrespect for the current mayor and a deep-seated resentment of previous decisions made by Mayor Radich. "While Cr Walker may not respect Mayor Radich as a person, he should have respect for the office of the mayor. "It is entirely possible to express disapproval in the performance of the current mayor and uphold some dignity and respect at the same time. "In my view, such exchanges only serve to further undermine the community's respect for this current council at every level." Cr Carmen Houlahan, who is also running for mayor, said Cr Walker's comments were in the atmosphere of an election campaign. "We are in an election. Have you seen some of the abuse we are getting? "Sadly, 'buffoon' is kind compared to some of the unacceptable comments from some in the public." Cr Houlahan said criticism of the council as dysfunctional was wide of the mark. "This term we have worked hard with a huge workload, with government changes to legislation around Three Waters, the hospital campaign ... Most of the time we have all worked well together. "We have differing views at times — that is democracy." The release of a "flawed" business case means more information is needed before Labour decides whether it would dump the planned Waikato Medical School, a Dunedin MP says. Last Monday, Health Minister Simeon Brown announced Cabinet had approved $82.85 million in government funding to build the country's third medical school at the University of Waikato — the institution was expected to contribute more than $150m to the project. Dunedin MP Rachel Brooking, of Labour, said she was "very sceptical" about figures used by the government to make its decision. The project's detailed business case was made public on Friday evening, part of a document dump which revealed the cost of producing GPs at the graduate-entry Waikato medical school would be $50 million a year cheaper than at the existing medical schools at Otago and Auckland universities. "The business case has really been written with an outcome in mind and not traversed all of the options, and that's just bad decision-making," Ms Brooking said. "It's bad way to make use of taxpayers' money, and it seems that in general, this all will cost more." She said the "flawed" business case would have consequences for the Otago Medical School: "those are difficult to predict exactly". However, Labour had "no plans at the moment" to dump the medical school, Ms Brooking said. "The issue is that we don't think the business case is credible. "So we'll keep asking questions about that and try and make any assessments on good information when we're in a position to do so." Taieri MP Ingrid Leary said "the so-called business case is really just a public relations document, given the outlandish assumptions and comparators". In a statement last Monday, Mr Brown said the project was an innovative model "that supports our focus on strengthening primary care, making it easier for people to see their doctor — helping Kiwis stay well and out of hospital". Waikato University would begin construction on new teaching facilities later this year. A full cost-benefit analysis was presented to Cabinet before any proposal was finalised, as part of the National-Act New Zealand coalition agreement, he said. Green MP Francisco Hernandez said the government's cost-benefit analysis used to "ram through" the Waikato Medical School made assumptions revealing the "lack of objectivity". Mr Hernandez said the document "falsely assumed" Otago and Auckland universities could not have negotiated a four-year rural graduate programme similar to Waikato University's proposal. "This assumption enables the government to claim that Waikato University will train medical students 'cheaper' because Waikato is assumed to have a four-year programme," he said. The government had also assumed Waikato University was more likely to produce GPs "even though Otago and Auckland could have also done a rural graduate programme". "Fundamentally, these flawed assumptions stem from the government's failure to run a transparent tender process from the start," Mr Hernandez said. "Rather than putting out an open tender to every university in New Zealand, they gave Waikato University a sweetheart deal." He called for the government to "be up front and honest about the actual costs" of the project and release the full agreement with Waikato University with all relevant advice. "The government's failure to rule out further handouts or to release the actual agreement raises questions on whether there were further sweetheart deals negotiated behind closed doors in the agreement that might end up with the taxpayer bailing out Waikato University."

But Labour and the Greens are also criticising the coalition's cancellation of hundreds of construction projects, saying that is what has led to a downturn in the industry. They also say delaying changes to the Building Code will mean New Zealand lags behind the rest of the world. The government on Sunday announced it would be releasing a list of overseas certification schemes that would automatically qualify products for use in New Zealand . Building and Construction Minister Chris Penk said the list would "have the potential to reduce total building costs by thousands of dollars when building a home". "There are thousands of well-made, high performing products that have been tested against rigourous international standards but have faced barriers for uptake here, purely because they have not been specifically tested against our own standards. From tomorrow it will be much easier to use plasterboard manufactured in New Zealand, Australia, UK, Europe and the United States," he said. "This is just the beginning of our work to open the door to more building products, lower the cost of homes and turbo charge the construction sector and there will be more to come." He also announced a pause on "any new major changes to the Building Code system" and shifting instead to a "predictable three-year cycle for Building Code system updates". "This new approach will give businesses the clarity they need to prepare in advance, rather than constantly having to react to unexpected rule changes." "I had designers trying to get changes to the existing consents so that we could use other types of wall lining ... if we could have recognized overseas plaster boards and the components around their systems, we would have been able to get things built in New Zealand a lot easier and a lot quicker during that time," he said. "Those crazy days of the post-Covid building construction boom with us at the moment but that doesn't mean that we shouldn't be focusing on getting the price of all building down." "What we campaigned on was a recognised list of products. The bill came into the house as that, it's been through select committee, we've come out the other side with it being schemes, standards and products. "Minister Penk has done an incredibly good job engaging with the industry and making sure that this bill works - it's so close to ACT's you couldn't find much air between our original policy and this one, it's the same principle, called some different things." Both Labour and the Greens supported the bill through the legislative process. Labour's Building and Construction spokesperson Arena Williams said it was likely to make it easier for building products to get into the New Zealand market, and increase competition - but that doing so was one of the recommendations of the Commerce Commission study launched under Labour. "We think this is an important step, but the government has talked a big game on lowering the cost of building because that's an excuse for absolutely collapsing the building and construction sector and seeing 17,000 jobs lost since the day of the election." She pointed to a range of projects that had been cut - Kāinga Ora public housing, school builds, the downgrading of hospital builds - saying that had directly led to those jobs being lost. "Now they're saying this will only be part of the solution and it won't do everything that's needed to bring costs down ... they have no answer for a building and construction sector that's on its knees, it's slumped lower than it did in the global financial crisis, and we're seeing thousands of young Kiwi builders going offshore." Announcing the change without releasing the detail until the next day was "an unusual way to do things," she said. Williams said she planed to carefully examine the standards when made public, to ensure they were sensible. Green Party Building and Construction spokesperson Julie Anne Genter took her criticism of the approach further. "We see every week pretty much announcements on a Sunday don't have any substantive new actions or information, and in the last few weeks, it's been related to the building sector or infrastructure, because the government is desperate to turn around the narrative. "This is very much a government that is focused on PR spend more than substance." She said the changes themselves "could be great or it could be terrible, depending on which building products and which licensing schemes they're looking at". "The devil will be in the detail. The detail hasn't yet been released. But I really can say that the government has put the construction sector in a terrible position by cancelling hundreds of projects related to public homes, which we need now more than ever. I saw last month, one third of company liquidations for construction firms, and that was up on last year." She criticised the pause on Building Code changes. "That is a huge lost opportunity. The previous government had a work programme on building for climate change and it was going to address a lot of the issues that we have in terms of energy efficiency, resilience," she said. "The certainty is we're not moving forward with our Building Code, they're providing the certainty that we're going to lag behind most other countries and have a much longer period before we have sustainable, healthy buildings." "Ultimately, this is not enough to help New Zealand with the problems we're facing when they've cancelled so many public home builds."
